Through SM, they have raised donations, spread useful information and carried out the sanitization of the territories. However, using Capability Approach (CA) as theoretical lens, we were able to observe how context was fundamental and the use of ICT tools, while enabled, restricted the conversion factors that would make it possible to achieve capabilities and functionings. Structural factors as digital divide also undermined agency freedom as well as individual´s choice. Researches indicate that IT artifacts could be useful to integrate social media in activities, as well as the reduction in the digital divide could be related to the possibilities that the use of virtual assistants such as chatbots can have in reducing the limit of participation. However, according to the EU eGovernment Benchmark 2020, the Greek Government seems to lag behind in terms of achieving specific digital transformation goals such as Transparency, Cross-border Mobility, Key Enablers and so the digitalization and penetration scores are significantly lower than the average ones of the EU 27+UK. These findings generate questions about the strategy proposed by the EC and how has been implemented by the Greek Government and the impacts that the proposed strategies have on the digitalization process. Previous literature has addressed several issues of government transformation such as the barriers and the frameworks for establishing eGovernment. By conducting a qualitative comparative case study research and the Grounded theory analysis, the researchers divide the strategic objectives set by the EC and the Greek transcription of them into themes and quantify the data in order to provide an understanding of the strategies set the E, the specific themes that they address since 2006 and how the implemented in Greece. From the analysis, three recurring themes were found: Inclusive Citizen-centric Digital Services, Digital Enablers, Administrative Efficiency & Transparency. However, the findings suggest that there are differences between the strategies proposed by the EC and the strategies implemented by the Greek Government. Building on indicators measuring the adequacy of telecommunication infrastructure, the ability of human resources to promote and use Information and Communication Technologies (ICTs), and the availability of online services and content, the Survey represents the most comprehensive overview of digital government progress at a global scale, and has achieved the status of well-established point of reference for practitioners and scholars alike. In a rapidly transforming global context, however, the Survey faces new challenges to capture the complexity of digital government evolution. In particular, the impacts of the COVID-19 pandemic and the increasing relevance of the Sustainable Development Goals (SDGs) identified in the UN 2030 Agenda require the Survey to be revised and refined. Smart cities, with technology as a basic component in urban management, are initiatives seen as a path towards sustainability and inclusiveness. Discussed by academics and practitioners to promote better living in urban spaces, gender issues have been neglected when studying and designing smart cities. Gender (in)equalities affect women's and men's lives in many ways, which include the different experiences and unequal situations in cities. By failing to address gender issues, urban spaces can potentially exacerbate inequalities. Additionally, disregarding gender issues through gender-blind policies does not make cities neutral but rather gendered only for a universal Subject. Based on a systematic and integrative literature review, we sought to answer the research question: Why gender shoud be considered when studying and designing smart cities? However, information pertaining to what services are available to the public is not always readily accessible and easy to find. This work in progress paper builds on an ongoing project of the Irish Government - Hale & Hearty. The aim of the project is to provide a comprehensive Health & Wellbeing Knowledge Base and an easy-to-use web application to provide health and wellbeing information to the public and data managers. This involves the harmonization and linking of data from many sources, including Local Authorities, the Central Statistics Office, and Healthcare Providers. To support these citizens in their everyday life, an intelligent \"Mobility-as-a-Service\" (MaaS) application shall be conceptualized and implemented, which matches mobility offers of volunteer drivers, public transportation and taxi services with the mobility needs of the senior citizens. This paper introduces to the conception and design of a digital mobility platform for senior citizens in cooperation with an administrative district and six of its municipalities in Germany. Senior citizens are involved in the different phases of the development of a mobility solution through a co-creation approach and are significantly involved in the design and testing of the application. In this paper, we introduce the design phase of the development and present the results from five workshops that we conducted together with 57 seniors. During the workshops, the developed usage scenarios and mock-ups of the mobility application were evaluated by the participants. Digital Governance is now integrated into administrations' policies and programs at all levels: local, regional, national, European. At the national level, there is a requirement to provide electronic public services according to citizens' needs while, in the sense of globalization, at the European level, there are many programs (e.g., the Europe 2005 and i2010 program) emphasizing the Digital Governance world (or better Digital Governance community) that indicates rapid changes not only in the sense of the change in the public sector's systems but also in the mentality that the public sector operates. On the other hand, Digital Governance's evolution affects societies intensively, emphasizing the importance of cross-border interaction and information sharing between them. [6]. Concerning the legal informatics domain, this can result in changing governments' operations in many ways [2]. By now, the massive amount of each country's legal information currently remains fragmented across multiple national databases and systems or even better legal databases. Most of these legal databases result from the significant advancements in the “legal informatics” research field that observed since governments have started to promote the development of legal information systems [9]. Open Governmental Data (OGD) can be defined as “all stored data of the public sector which could be made accessible by the government in the public interest without any restrictions on usage and distribution”. This paper explores the journey and evolution of OGD. It covers various initiatives done worldwide comparing them with the rating systems of Open Data. The research further focuses on understanding the Open Data and accessibility status in India. Though there are several challenges, India has developed plans for democratizing public data at varying scales. An analysis is done on an Indian scenario where a series of country, state, city level and Smart Cities Open Data portals are studied, through live case studies and interviews. The aim is to explore the opportunities and challenges involved in using digital sharing platforms in Swedish municipalities to deliver welfare services regarding public transport and school buses. We apply institutional logics as an analytical approach to understand the perceived use of sharing platforms to deliver welfare services. Interviews and workshops with municipal staff and politicians are analyzed.
