This study aims to provide an overview of the tensions between the competencies of the multiple political domains, and some of the needs of society that contribute to the digital divide and demand efficient practices of Smart Digital Governance in Brazil. To support this analysis, a literature review and a Framework [1] for the study of Tensions based on Information Infrastructure Theory will be adopted.
