This specification has been developed in such a way that it can be easily tailored and extended to meet country-specific requirements. As such there are many different ways of using CPSV-AP. Although essential to its adoption and reusability, this implementation leeway can lead to different interpretations of the terms used once CPSV-AP is implemented and therefore impacts the data interoperability across local, regional and national borders.
