Its brutal ascent in April and May 2021 has stretched the country's health infrastructure beyond limits while causing unparalleled adversity to the citizens. It is natural to ask if better digital governance would have helped to mitigate this wave. The Paper first highlights that emerging technologies and liberalized regulations have become the driving force for digital transformation of government. It then critically explores whether Government of India's Digital Governance solutions to manage the growing challenges of the on-going COVID-19 pandemic meet the expectations of the stakeholders. Based on the analysis, the Paper uses a globally accepted framework to fine tune the specific areas where the government needs to do better. Countries and companies strive to integrate a balanced understanding of digital ethics and sustainability concepts from various standpoints, which results in a dispersed and uncategorized knowledge base. This work presents a literature review on digital ethics published from 2010 to 2020 in three technical libraries and one library maintained by the community of philosophers. The investigation process integrates a thorough review of digital ethics concepts in the leading academic libraries using keywords representing various concept applications. This study's outcome is a quantitative and sectorial categorization of works on digital ethics, followed by a holistic review of concepts, maturity level, and conclusions on each category. This work aims to understand the trends from a technological and philosophical perspective towards designing a sustainable digital ethical framework applied in digital services that fulfill sufficiency thresholds of justice and do not foster overshooting of planetary boundaries. The first version of a holistic framework based on the literature review is presented at the end of this work. Considering the EU approach to proofs of vaccinations, the e-Health network established trust framework and EU proposal for the “Digital Green Certificate” (“DGC”), the article scrutinizes some of already implemented proof of vaccination solutions in the EU. The analysis investigates whether and to what extent this initiative would be adequate to cope with the manifold challenges in managing Covid-19 pandemic. While digital governance tools can significantly improve crisis management, such tools can also affect the rights and freedoms of individuals and communities by exasperating already existing social, political, and economic inequalities. Chatbots is a promising technology that can be used for that purpose. The aim of this paper is to develop and evaluate a chatbot (namely PassBot) for providing personalized information on the PS “Get a Greek Passport”. For this purpose, the PS was analyzed and different chatbot platforms were evaluated. Based on that, PassBot was developed to enable users to easily and reliably obtain personalized information on getting a Greek passport. The description of the public service was developed according to the European Core Public Service Vocabulary Application Profile (CPSV-AP), which is an extensible and machine-readable data model aiming to harmonise PS descriptions across the EU member states. As CPSV-AP does not inherently support complex PS, it was extended to accommodate personalized PS information provision. The discourse on social inclusion rests to some degree on the assumed potential of technological change and its democratising effects to disrupt a concentration of power to bring about greater social equality and development. To date, the application and development of theoretical models to explain and account for the actual outcomes of public procurement reform in the shape of open contracting has been lacking. This paper applies a conceptual framework developed from the theory of the network society to advance the framework's explanatory potential. In other words, do Facebook provides appropriate functions and features that would enable citizens to constantly carrying out or perform the levels of e-Participation? Based on task-technology fit theory, the study proposed model investigates the fitness between Facebook features and e-Participation levels in the context of local government. The results derived from data of 211 respondents collected by an online survey indicate that Facebook features (the technology characteristics) and e-Participation levels (task characteristics) significantly shape the degree of the task technology fit (the fit of Facebook to e-Participation levels), and such fit has a positive influence on citizens’ intention to continue participating in e-Participation initiatives implemented through Facebook. Further, the study finds that citizens are more inclined to consider Facebook as a perfect digital means for the purposes of receiving information from local governments (e-information level) and for easy contributing their opinions and views regarding specific issues (e-consultation level), even though it was at a lesser degree, rather than as proper means the e-Participation context and synergistically investigates the fitness of Facebook as a digital platform for continuously carrying out e-Participation activities. Harmful greenhouse gases, especially CO2, emitted from industrial processes executed by developed countries were identified as the primary reason behind climate change. The world recognized the risk of excessive CO2 emissions, therefore, the United Nations established the Kyoto protocol which aims at reducing the release of CO2 by monetizing its emissions. To achieve its goal, the Kyoto protocol established a carbon emission trading scheme to distribute and trade CO2 allowances among and between emitting participants. However, the carbon emission trading scheme fell short of its goal due to lack of integrity, governance, high intermediary cost and other security and technical issues revealing the need for a solution to elevate the scheme's operations. Meanwhile, blockchian emerged as a revolutionary way to operate business models due to its decentralization, security, traceability, immutability, and privacy. This study proposes an efficient and smart carbon emission trading system utilizing blockchain and smart contract. Our paper proposes a carbon emission trading system using Ethereum blockchain smart contract to automate trading Kyoto units between entities and reduce operations cost. The proposed system performs buyers registration and Kyoto units trading using Ether cryptocurrency for payment without intermediary but rather through smart contract and blockchain. To bolster disaster preparedness and recovery, DM has been crafted and emerged as a mechanism as well as a strategy in reducing the impact of disaster on humans and structures. In parallel, extant literature and experts in the field have in constant debate on the relevance and the role of information and communications technology (ICT) to play in disaster management in surmounting the posited challenges. Accordingly, it is vital that ICT is developed in promoting innovation and collaboration among government and the people. However, the evolving and dynamic nature of citizens to participate and co-produce in technology-enabled disaster management still needs to be explored. The Philippines is one of the most recurrently visited by disasters due to its geographical location making it susceptible to many threats. The country has numerous initiatives for disaster risk reduction and management, including the Nationwide Operational Assessment of Hazards (NOAH), a flagship ICT-based program in combating disasters. However, the implementation of DM programs remains many challenges especially that Local Government Units (LGUs) have different disaster risks management and implementation styles. This research would fill in the present gap by exploring the dynamics on how the citizens could be a co-producer of relevant information with the government in a technology-based platform. This research also employs an interpretive methodology, that is usually aimed in creating an interpretation of the context on an information system or technology. This work provides a characterisation of the ICT resources in Portuguese municipalities and allows to understand the internal conditions under which municipalities strive to follow the digital government trend, focusing specifically on the internal organisation and procedures and the profile of human resources performing ICT-related tasks. Globally, data show how important the ICT function is for the Portuguese municipalities and reveals the aspects for which greater attention should be devoted. It has a profound impact in the lawmaking process as it attempts to control the quality of legislation and increase the efficiency in its implementation. The article proposes legal interoperability patterns that are based on existing standards and digital solutions to support the development of an ecosystem of key legal documents and related government services. In effect, it enables the follow-up of enacted legislation by interlinking laws with related bylaws, administrative documents and judicial decisions, thus offering a real time capturing of the state of law implementation. The proposed design takes into consideration existing solutions on the European and national level to come up with a state of the art concept of a legal interoperability space for the Greek public administration.
