It focuses on the endeavour of publishing the Digital Public Administration Factsheets, which reflect the most recent developments of public administrations in EU member states, as Linked Open Data to support the European Interoperability Framework principles of openness, transparency, and reusability. The paper provides a short introduction to Linked Open Data principles for the interested reader and then it mainly focuses on how these principles have been applied for automating digital public administration reporting. It highlights the transformation process of the Digital Public Administration Factsheets from word documents to HTML and RDF formats, using relevant metadata from existing models and vocabularies to annotate key document information and therefore ensure semantic interoperability. Current research is the baseline study to analyse the existing context and circumstances and decide which direction Estonia should take with its policy-making when establishing the Welfare Strategy for 2023-2030. The empirical data was collected in Estonia through two knowledge panel meetings that brought together experts who represented Quadruple Helix (QH) regional innovation actors involved in providing ICT services. Adopting a multi-criteria approach, cognitive mapping as an important instrument was used during panel meetings to facilitate the decision making of the experts. Based on the study results, this paper discusses various innovative ICT solutions to bring together ageing population needs and market capacity. This can be realised by combining research and practice in the fields of integrated public service and service co-creation. The aim of this paper is to understand stakeholders’ views towards providing a co-created, integrated public service in a Greek Region. More specifically, the public service Getting a Transport Card was analysed. This public service is available to low-income, disabled citizens providing them with free or reduced-price transportation. To meet our aim, we conducted structured interviews with citizens, region employees, and policy makers. The results provided us a clearer understanding of stakeholders views regarding system requirements, the role of co-creation, integrated public service governance, interoperability layers (legal, organisational, semantic and technical), and sustainability. This trend has contributed to the evolution of e-governance practices. E-participation in particular, has become a norm in policy and decision-making in a growing number of countries and a key enabler for achieving the United Nations’ 2030 Agenda for Sustainable Development, with governments and people developing crucial abilities to create, use and share digital resources that allow them to interact with one another in multiple ways. These practices are pervasive and evolve rapidly, especially in emergency situations such as the COVID-19 pandemic. This article introduces six sub-dimensions of e-participation, within the existing United Nations E-participation Index framework, that seek to capture the different levels of digital interactions between people and e-governments against the backdrop of the 2030 Agenda for sustainable development. These sub-dimensions are based upon an array of sources, including academic literature, expert group meetings held by UN Department of Economic and Social Affairs and cases reported by countries in the UN E-Government Surveys. The most important change is a clear move towards a much older population structure. As a result, the share of older people in the total population will increase significantly in the coming decades. This in turn increases the burden on the working-age population to cover the social costs of an ageing population for various related services. The current article provides an overview of how the EU funded project, OSIRIS in the Baltic Sea Region (BSR) contributes to the serious challenge among the elderly by designing a communication platform in order to bring together various stakeholders within the service provision lifecycle. The paper discusses the main architectural needs for the communication platform, Silver Hub (SH) designed to be the foundation for the services among various stakeholders related to the silver economy developments. Interoperability is crucial to streamline the digital solutions of public administrations. To enhance the digital transformation and implementation of eGovernment and to contribute to both interoperable cross-border and cross-sector public services, civil servants should possess the necessary required digital skills and competencies to carry out this process. An important milestone for eGovernment services is the establishment of the Interoperability Academy, funded by the ISA2 Programme of the European Commission (EC). Interoperability Academy provides eLearning courses on advanced digital skills with a focus on interoperability. The study on the European Framework for Interoperability Skills and Competences in the public sector (EFISC) defines the knowledge, skills, attitudes and competencies that can favor interoperability and could support civil servants in increasing their capabilities in relation to interoperability and digital work. However, it remains uncertain whether and how public administrations would be able to integrate the required skills and competencies described in the framework. Hence, this article presents an ongoing research with the aim to propose a methodology for investigating the application and effectiveness of the EFISC framework in public sector via a case study. The empirical analysis is based on qualitative analysis methods and supported by data collected through interviews with elected officials, technicians and the front-office in the municipalities under study. Several qualitative parameters are evaluated from the perspective of municipal services and facilitating elements and difficulties in the process are identified, which can help to indicate future directions for the reengineering of administrative urbanization and edification processes. In terms of contributions, this study contributes to scientific knowledge, since there are no other studies on the specific subject and with the current analysis. It aims to contribute to the enrichment of the literature on process reengineering in European municipalities and on case studies in public and municipal administration and it reinforces the literature in Portugal in the area of process reengineering and dematerialization of procedures for building works. This paper details the ongoing research on developing a model that brings together the possibilities and the challenges faced by developing countries such as India in creating a sustainable municipal management practice. It is done by a confluence of smart technologies, whose implementation is in the most non-intrusive way, enabling people to adopt it willingly. The model is currently a work in progress, which is being developed with discussion with the stakeholders. This will be tested quantitatively in the forthcoming months. The model is directly relevant with SDG 6, 7, 9 and 11. The model will be of use to the local authorities and policy makers in enabling them to understand the current necessities and to provide services in a sustainable and interconnected way. The novelty of the model is that it brings together the social and the technological opportunities and challenges considering the impact of COVID as shown in Figure 1. It describes the primary timeline, methodology, and workflow for developing the Greek AI strategy. The primary source for this part of the paper is the discussions with major stakeholders and the involvement of one of the authors with the review of the AI strategy. The paper briefly outlines the structure and the main elements of the Greek AI strategy, presenting its vision, strategic axes, goals and targets, the governing scheme, and the proposed funding sources. It then discusses its strong and weak points providing a critical analysis of the strategy's vision concerning the democratisation of AI and highlighting the need for broader inter-governmental coordination and consultation during the development of national strategies.
