The adopted strategy employs two distinct techniques, the statute, and comparative law approaches, and is a standard legal research technique. The results indicate that the Civil Code and the Marriage Law have distinct regulatory needs (KUHP). Under the Marriage Law, a child born outside of marriage is only considered to have civil ties with the mother and her family. As the heir of the biological father, the child has no rights. In contrast, the Criminal Code addresses the status of children born outside of marriage.","PeriodicalId":352934,"journal":{"name":"East African Scholars Journal of Education, Humanities and Literature","volume":"75 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-15","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127077420","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The Malang City Personnel and Human Resources Development Agency (BKPSDM) is one of the Regional Apparatus Organizations (OPD) in the Malang City Government. This study uses descriptive qualitative research methods and is located at the Malang City Personnel and Human Resources Development Agency. The results showed that the policy of granting TPP to improve the performance of BKPSDM Malang City employees based on Malang Mayor Regulation Number 2 of 2021 had been implemented effectively, and the increase in employee performance in general as assessed by the value of work discipline and the value of work productivity had achieved the expected results. Besides that, it has been found that the supporting factors in implementing the policy of granting TPP to improve the performance of BKPSDM Malang City employees are the support and commitment of the leadership, the availability of budget, adequate facilities, and infrastructure. At the same time, the inhibiting factor is a lack of employee commitment to maintaining discipline at work—adequate facilities and infrastructure. This study takes a qualitative, descriptive approach to collect data. The theory used is the theory of Edward III, which focuses on four things that affect how public policy is put into action: communication, resources, personality, and the structure of the bureaucracy. Interviews, observations, Focus Group Discussions (FGD), and documentation studies are all ways to collect data. Miles and Huberman created an interactive model that is used for data analysis. The study's results show that population administration services through the go digital app have made the population and civil registration services in the Probolinggo district run better, especially in handling electronic KTPs. This research focuses on four indicators: communication, disposition, and bureaucratic structure. Communication, disposition, and bureaucratic structure have been done well enough by implementers that they have become a driving factor in the implementation of population administration services through the digital go application. In contrast, a lack of resources has become an impeding factor.","PeriodicalId":352934,"journal":{"name":"East African Scholars Journal of Education, Humanities and Literature","volume":"19 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-02-02","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"115741591","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

It will also tell and analyze the factors that help and hurt the policy's implementation, based on Malang Regency Regional Regulation number 1 of 2019 about changes to Regional Regulation number 8 of 2010 about regional taxes in Lawang District. The type of research is descriptive research with a qualitative approach, and this study implementation of PBB-P2 Payment Policy Based on Malang Regency Regional Regulation Number 1 of 2019 concerning Amendments to Regional Regulation Number 8 of 2010 regarding Taxes. Also, Miles and Huberman's interactive technical analysis model was also used to look at the data. This model has four stages: data collection, data consolidation, data presentation, and conclusions. The study's results show that the communication factor shows how clear policymakers' instructions are, even though several things need to be written down in the regional regulation. Also, the level of human resources education affects their ability to manage monthly reports, so they need help from UPT officers. The facilities for paying PBB-P2, however, are enough and make payments more manageable. Policy executors' willingness to send in SPPT on time, a clear bureaucratic structure, and policy executors' cooperation and support for sending due dates to taxpayers. Factors supporting implementing PBB-P2 payment policies include rewards, proof of ownership, and procedures by the District Government of Lawang. Meanwhile, inhibiting factors include taxpayers being reluctant to pay their taxes and no taxpayers being found.","PeriodicalId":352934,"journal":{"name":"East African Scholars Journal of Education, Humanities and Literature","volume":"5 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127020144","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Methodology: As the study is qualitative in nature, descriptive, analytical and interpretative, the data collection techniques are: in-depth interview, direct observation, observation grid, simultaneously with documentary research. The theory of social representations of Jodelet (1993), Herzlich (1972) and Laplantine (1987) was used as a guideline for this analysis. Results: The results reveal that formal education is real when parents commit themselves, with some means and mechanisms that are generally their own, to accompanying their offspring to success. Families made more vulnerable by poverty, aggravated by insecurity and forced displacement, do not have the capacity to support their children's education. This constantly imposes on them the socio-cultural changes, the cultural logics that underpin the education of internally displaced children in their new environment. Conclusion: Geographical accessibility, retention of IDP pupils at secondary level, socio-cultural factors related to the parents' religion, and the approximate appreciation of IDPs in formal education are the factors that explain the increase in school drop-out among this vulnerable group in Zamai. The perspective of \"cultural reliance\" for quality education among children vulnerable to displacement leads to the emergence of a new paradigm, that of the indissociable conceptual couple deliance/reliance.","PeriodicalId":352934,"journal":{"name":"East African Scholars Journal of Education, Humanities and Literature","volume":"11 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2023-01-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"127518047","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
