Achieve consensus on the products and services needed to support and maintain integrity of existing SC7 standards and technical reports. Achieve consensus on the SC7 product line for the next 5 years. Concerns have naturally arisen as to the dependability of knowledge-base systems (KBSs). As with any software, attention to quality and safety must be paid throughout the development of a KBS, and rigorous verification and validation (V&V) techniques must be employed. Research in KBS V&V has emerged as a distinct field only in the last decade and is intended to address issues associated with KBS quality aspects and to credit such applications with the same degree of dependability as conventional applications. However, a major drawback of the current state of acceptance of KBS software is the lack of standardization. Although standards do exist for software, extensions are needed to cope with specific KBS software characteristics. This paper advocates the idea that, although quality assessment of KBS software is still a challenging issue, KBS software is not an impossible one. The existence of integration as an activity in system development is undeniable. Its existence as a phase of the system lifecycle which requires planning and management is, however, frequently ignored. This omission is undesirable, particularly in critical systems where lack of integration planning may affect the system's ability to meet its criticality objectives. Not surprisingly, this confusion is reflected in many standards. There are many approaches to quality improvement. Examples are: to educate and train people; to use better methods and tools; to design, implement and control the software engineering process; to assess and improve the software process; to implement and manage a quality system; and to evaluate software intermediate and end products. ISO/IEC 9126 which defines software product quality Characteristics has become a popular international standard, but not yet as popular as IS0 9001. JTClISC7IwG6 is working on preparing drafts for a series of international standards on software product evaluation to support ISO/IEC 9126, i.e., a new 9126 series and a 14598 series. Bio Professor Motoei Azuma graduated from Waseda University in 1963, and joined NEC Corporation. He helped establish the NEC Software Product Engineering Laboratory in 1980 as a senior research manager. He joined Waseda University in 1987. There he is currently professor chairman at the Department of Industrial and Management Systems Engineering, School of Science and Engineering, Waseda University. He is a member of IEEE, ACM, IPSJ (Information Processing Society of Japan), JIMA (Japan Indusuial Management Association) and JASMIN (The Japan Society for Management Informatics). He is a Golden Core Member of the IEEE Computer Society. His research fields include software engineering such as software quality management and measurement, requirement analysis, software process support and software engineering tools. Professor Azuma has edited and authored many books and papers. He has been involved in many national and international standardization working groups on software engineering activities. The configuration of the sample spaces and the partially overlapped fundamental process activities defined in the four models are quantitatively analysed and contrasted. The features, orientation, profile and correlation in the software process capability determination frameworks of the current models are comparatively evaluated. These standards were written by a group called the Board for Software Standardisation and Control (BSSC). This paper describes the role of the BSSC and gives a brief outline of the ESA software engineering standards (PSS-05-0), including recent work on a version of the standards for use in small projects, the so-called PSS-05 \"lite\". The results of work on the comparison of the ESA software engineering standards with software-related ISO standards such as ISO 9001/9000-3 and ISO 12207 are summarised. Work in progress is discussed, notably the production of a guide to applying PSS-05-0 in projects using object-oriented methods and coding standards for a number of programming languages. The outlook for the future is discussed. An important goal of this effort is to harmonize existing process assessment approaches. One of the risks in fielding such an international standard is that the appearance of a new and potentially incongruous approach to assessment and improvement could undermine or demotivate continued investment in process improvement by the software acquisition and software supplier communities. If the prospective standard can provide an integrating framework while still advancing the state of practice in software process assessment, it will be a very significant and positive accomplishment. The processing components can themselves be a system, or they can be embedded in a physical system such as an automobile, aircraft, or medical diagnostic system. The set of system and software engineers have experienced difficulties communicating with each other. These engineers need to communicate with a common viewpoint of both product and process. This working work will continue work to develop a common process viewpoint resulting from SES '96. This workshop is the second in a series of systems engineering workshops sponsored by IEEE, and other organizations that will lead to the discussion of systems engineering standards. Several questions will be considered during the workshop are: 0 What are the guiding principles for systems engineering? What scenarios illustrate needed interactions between systems and software engineers? Is there a common product or process model that can be used for systems engineering? In particular, their evaluation and improvement. Previous reliability studies in the trials have focused on evaluating reliability. In this paper we report on a study that focused on generating recommendations for improving the reliability of assessments through the construction of a model. The study attempted to identify factors that have an impact on reliability. Using data from three assessments, we constructed a model that explains some of the variation in the reliability of assessments. The two factors considered were the capability of processes and when ratings were made during an assessment (other factors such as assessor experience were held constant). Our model suggests that future assessment processes should have two contiguous phases in order to increase reliability. The first phase focuses only on data collection.
