Since the beginning of the pandemic, information about library closure or restriction almost happened in all parts of the world, including Indonesia. Then, during the reopening of library services, management needs to consider aspects related to occupational health and safety (OHS) as an effort to build a library environment that is safe from COVID-19, both for librarians and users. This study aims to describe an international standard that can be used by library management as guidance in managing a safe work environment during a pandemic, namely ISO/PAS 45005:2020. This study uses a qualitative descriptive research design. The data collection method used literature studies, interviews, and online observations. Descriptive data analysis using qualitative data analysis techniques with a narrative research analysis approach. SWOT analysis is used to analyze data related to the strategy of implementing ISO/PAS 45005 in libraries. The trustworthiness of this research uses credibility criteria, with respondent validation and triangulation techniques. Results of this study show that ISO/PAS 45005:2020 provides specific and comprehensive guidance for managing a safe library environment during a pandemic. For optimal implementation, management should identify strategic steps based on a SWOT analysis of internal and external issues to produce the right formulation of the implementation strategy. The implementation of this standard can be integrated with standards related to the occupational health and safety management system based on ISO 45001, and for risk management, it can be integrated with ISO 31000. According to clause 4.3, the certification body must be committed to managing impartiality and ensuring that the certification activities carried out are impartial. This study aims to determine the impartiality threat. Also, to find out the effectiveness of the implementation of impartiality management at LSP BATAN. The research was conducted using the fishbone analysis method to determine the root of the problem. Priority determination of root cause issues was carried out using the Actual, Problematic, Publicity, Feasibility (APKL) and Urgency, Seriousness, Growth (USG) methods. The results show that the man factor is the critical point that causes the threat to impartiality. Using candidate integrity data for February, March, May, and August 2021, the implementation of impartiality management at LSP BATAN has achieved an effectiveness of 97%. The emergence of the impartiality threat was 3% and was overcome by risk control measures. The individual monitoring service using passive dosimeters namely thermoluminescence dosimeter (TLD) and optically stimulated luminescence dosimeter (OSLD) is one of the means for fulfilling this regulatory requirement. This study described the dose-response of H p (10) to gamma 137 Cs and X-ray 80 kV on TLD-900, TLD-700, and OSLD as commercial dosimeters as well as its criteria acceptability based on General Safety Guide No. GSG-7. Several 24 dosimeters for each type of TLD-900, TLD-700, and OSLD were prepared. Each type of dosimeter was divided into 6 groups, namely Gamma 1, Gamma 2, Gamma Control, X-ray 1, X-ray 2. and the X-ray Control of which each consist of 4 dosimeters. All dosimeters were annealed, badged, labeled, and sent to the Secondary Standard Dosimetry Laboratory (SSDL) for exposure to 137 Cs gamma and 80 kV X-rays according to its protocol. After being exposed they were read using TLD reader and OSLD Microstar Reader. Then the dose-response of H p (10) was analyzed. The study showed that TLD-900 was the best used for personnel dose monitoring of H p (10) at 137 Cs gamma followed by OSLD and TLD-700. However, personnel monitoring dose for 80 kV X-ray exposure, TLD-700 was the best followed by OSLD and lastly TLD-900. To obtain this, candidates must attend a certification exam. It is necessary to test the validity and reliability of the exam questions. Using discriminating power and level of difficulty methods, the results for the discriminating power showed that the general exam questions dominated by moderate category at 60% and for the specific exam questions dominated by poor category at 43.33%. The difficulty level for general and specific exam questions is dominated by easy questions at 82.5% and 63.33%. Most of the questions are in the easy category, poor and moderate discriminant and need to be corrected to meet a 1:2:1 ratio for easy, medium, and difficult questions, which are adjusted to the training syllabus. To align with the participants' educational level, it is necessary to arrange the Higher Order Thinking Skills (HOTS) questions which will explore analytically, evaluation, and creative abilities. Powdered detergent is the product that is most widely used by the community because of its affordable price, but has a phosphate content that can trigger uncontrolled algae growth which can cover the surface of the water if used excessively. Phosphate levels in powdered detergents are often considered a dangerous source of water pollution. In this case, SNI plays an important role in regulating the quality of a product so that it is safe when used. Therefore, this study aims to determine the levels of phosphate in powder detergents circulating in the market and evaluate them according to SNI powder detergents. The research was conducted by analyzing and evaluating phosphate levels in 30 powder detergents of various brands based on SNI 4594:2017/Amd.1:2020. The results showed that the phosphate levels for all test products had met the quality requirements according to the SNI with 0.18 – 4.54 %w/w. One of the meteorological measuring instruments is a radiosonde. Currently, most of the radiosonde products circulating in Indonesia are foreign-made products, so to meet domestic needs, they still rely on imported products. Research and development of radiosonde made in the country needs to be done to compete with foreign products. To be able to research and develop radiosondes, a standard is needed as a research reference so that the results obtained can be accepted by the wider community. In the early stages of developing a new standard, there are obstacles in formulating the technical requirements of the standard due to the lack of information about the needs of stakeholders from various perspectives which can cause the formulated standard to be unacceptable by consensus. So it is important to know all stakeholder needs and seek mutual agreement for each stakeholder. This study uses FACTS (framework for analysis, comparison, and testing standards) in the context of developing standardization and testing requirements for Radiosonde. There are three stages in the FACTS method: analysis, comparison, and testing. The FACTS approach is used to identify stakeholder needs on technical requirements and provides a framework for determining the testing required at Radiosonde. The result of this research is a framework that can be used in preparing Radiosonde standards so that Radiosonde standards in Indonesia can be developed. The results of the analysis concluded that the standard radiosonde framework has at least 5 main parameters. For the daily cleaning workers, the noise exposure from vacuum cleaners can cause health problems. Therefore, there is a need for standard rules to regulate the noise limit value of a vacuum cleaner. The noise limit known as sound power level value can be determined based on the sound pressure level measurement in the anechoic room based on ISO3745:2012. In this measurement, the sound power level of a vacuum cleaner reaches up to 101.32 dB(A). That is because the vacuum cleaner measured is more than three years old. Meanwhile, the sound power level of new vacuum cleaners on the market ranges from 65 dB(A) to 90 dB(A). However, the important thing that can be taken from this case is that it is necessary to know the noise level of household appliances before they are marketed. The nuclear power plant site survey obtains data and information for later evaluation and assessment of physical and non-physical conditions. A site survey carried out in a planned manner and supported by adequate infrastructure according to standards will produce data and information that can be ascertained. To support the activities of the nuclear power plant site survey to run smoothly, safely, and safely, it is necessary to apply the SNI ISO 45001:2018 concept in occupational safety and health risk management (K3) nuclear power plant site survey in West Kalimantan. This research arrangement qualitatively using primary data sources from FGD results for risk assessment of nuclear power plant site surveys and secondary data in the form of risk assessment rules from BATAN Standard (SB) 006-1:2019 Regarding OSH Risk Assessment. The results show that the concept of implementing ISO 45001:2018 can implement used PDCA (Plan-Do-Check-Act) cycle in risk management on 7 (seven) aspects: seismicity, volcanoes, meteorology, hydrology, geotechnical and foundation, human-caused events, population dispersion, and distribution. So that the flow of risk assessment stages and risk rating stages of the Nuclear Power Plant Site Survey identified as the risk is acceptable, not yet acceptable, and unacceptable. However, the Indonesian people are still not maximal in implementing it as a habit. It is still limited to the assumption that there is only an electricity bill reduction program. Energy sources can run out even energy crisis occurs due to waste and inefficient use. Therefore, a continuous commitment is needed to use energy wisely, including in National Nuclear Energy Agency (BATAN) as a research government agency in Indonesia. One of the efforts is energy-saving culture to use energy effectively and efficiently based on ISO 50001. The research method in this paper uses a study of literature and qualitative observations of previous research from the author and secondary quantitative data. The results of the electricity bill for electricity consumption in the Serpong Nuclear Area (KNS) BATAN at the PSTBM Unit Building, PTBBN, PTKRN, PTLR, PRSG, PRFN, PTRR, PPIKSN is still in the high category, as information on electricity usage bills from January- December 2020 reached an average of Rp. 1,642,039,682,- from the fluctuating increase before the pandemic in January 8.62%, February 9.60% and during the pandemic in March 8.38%, April 8.67%, May 8.53%, June 6.28%, July 7.26%, August 8.74%, September 8.34%, October 8.63%, November 8.28% and December 8.62%. So, it is necessary to apply an energy-saving culture that is implemented through (1) Application of an energy-saving culture through energy conservation practices (energy saving, wise and intelligent use of energy); (2) The habit of energy-saving incubators in two directions (learning from the energy task force through the maintenance team and or maintenance of unit level for all employees to actively participate), such as turning off equipment consciously by unplugging the electrical connection of electronic devices (water, lights, air conditioning) that are not used so that it will become a positive habit to use energy efficiently and rationally.
