One of the meteorological measuring instruments is a radiosonde. Currently, most of the radiosonde products circulating in Indonesia are foreign-made products, so to meet domestic needs, they still rely on imported products. Research and development of radiosonde made in the country needs to be done to compete with foreign products. To be able to research and develop radiosondes, a standard is needed as a research reference so that the results obtained can be accepted by the wider community. In the early stages of developing a new standard, there are obstacles in formulating the technical requirements of the standard due to the lack of information about the needs of stakeholders from various perspectives which can cause the formulated standard to be unacceptable by consensus. So it is important to know all stakeholder needs and seek mutual agreement for each stakeholder. This study uses FACTS (framework for analysis, comparison, and testing standards) in the context of developing standardization and testing requirements for Radiosonde. There are three stages in the FACTS method: analysis, comparison, and testing. The FACTS approach is used to identify stakeholder needs on technical requirements and provides a framework for determining the testing required at Radiosonde. The result of this research is a framework that can be used in preparing Radiosonde standards so that Radiosonde standards in Indonesia can be developed. The results of the analysis concluded that the standard radiosonde framework has at least 5 main parameters.
