However, the Indonesian people are still not maximal in implementing it as a habit. It is still limited to the assumption that there is only an electricity bill reduction program. Energy sources can run out even energy crisis occurs due to waste and inefficient use. Therefore, a continuous commitment is needed to use energy wisely, including in National Nuclear Energy Agency (BATAN) as a research government agency in Indonesia. One of the efforts is energy-saving culture to use energy effectively and efficiently based on ISO 50001. The research method in this paper uses a study of literature and qualitative observations of previous research from the author and secondary quantitative data. The results of the electricity bill for electricity consumption in the Serpong Nuclear Area (KNS) BATAN at the PSTBM Unit Building, PTBBN, PTKRN, PTLR, PRSG, PRFN, PTRR, PPIKSN is still in the high category, as information on electricity usage bills from January- December 2020 reached an average of Rp. 1,642,039,682,- from the fluctuating increase before the pandemic in January 8.62%, February 9.60% and during the pandemic in March 8.38%, April 8.67%, May 8.53%, June 6.28%, July 7.26%, August 8.74%, September 8.34%, October 8.63%, November 8.28% and December 8.62%. So, it is necessary to apply an energy-saving culture that is implemented through (1) Application of an energy-saving culture through energy conservation practices (energy saving, wise and intelligent use of energy); (2) The habit of energy-saving incubators in two directions (learning from the energy task force through the maintenance team and or maintenance of unit level for all employees to actively participate), such as turning off equipment consciously by unplugging the electrical connection of electronic devices (water, lights, air conditioning) that are not used so that it will become a positive habit to use energy efficiently and rationally.
