The need to understand the research and experimental work as an essential component of innovation, as a conscious effective tool for understanding the reform of the traditional school system in innovation is explained. The article examines the value and semantic orientations of teachers, and heads of educational institutions as certain guidelines in the situation of choosing the direction of innovative search by the teaching staff, determining the innovative trajectory of a particular educational institution. Is shown that the critical position of this definition is the awareness of value-semantic landmarks, which become the basis on the way from the emergence of the pedagogical idea (innovation), choosing the direction of innovative search and building an innovative trajectory of development in a particular educational institution to create a model of innovative development of such institution as a whole. The digitalization of education is seen as a transformation that goes beyond simply replacing an analog or physical resource with a digital one, but as a change in the educational paradigm. Digitization has been proven to make significant changes in the educational process, making it more flexible, adapted to the realities of modern times, which provides more comfortable conditions for self-study, effective development, provides the formation of competitive professionals and their career growth. Among the tasks of digitalization, which should be set before the institution of higher education, one of the main is to provide training and retraining of research and teaching staff on the use of digital technologies in educational activities. Reforming educational systems, teacher training in the context of world requirements, introduction of new methods and technologies of its activity requires taking into account the experience of leading countries, including European countries, which began the process of reforming educational systems, their digitization much earlier than Ukraine and already have a positive result. It has been revealed that the development of students’ creativity is conditioned by the need to implement complex, non-standard tasks and to resolve situations in the process of professional international communication and the need to establish a deeper mutual understanding. Language acquisition is formulated in the article as an extremely complex and creative process, which is influenced by social and cultural environment inside and outside the language context, the structure of native and foreign languages, the duration of communication in a foreign language, the regularity of using languages, individual characteristics and experience, as well as methods of teaching and learning. The article reveals the researchers’ vision of creativity: as a universal ability to be creative; personality traits; an individual’s ability to go beyond the given situation, to create original value; the process of manifestation of one’s own individuality; an obligatory teacher’s characteristic. The article indicates the multidimensional nature of creativity, emphasizing that the basis for creativity can be knowledge both in technical and non-technical fields. The purpose of the article is to study the competencies of experts in the field of higher education aimed at ensuring its quality. The author emphasizes the theoretical and practical aspects of the implementation of expert activities in the field of higher education and the requirements for the competencies of educational experts in higher education institutions. Competence is defined by the author as an integral characteristic of a person, which reflects his ability on the basis of a dynamic combination of knowledge, skills, personal traits and qualities, to conduct professional, educational and other activities that contribute to its development. Expertise in the field of higher education is considered in the article as a method of analysis and cognitive process aimed at finding out the cause-and-effect relationships. Educational expertise acts as a special mechanism for managing university education, when equal partners and participants in the educational process are jointly responsible for the quality of higher education, its monitoring and operation. Accordingly, expert activity in the field of higher education performs educational, methodological, consulting, recommendation, forecasting and innovation functions. It is emphasized that the implementation of expert activities in the higher education system requires from experts a wide range of general and professional competencies and soft skills for impartial assessment of the educational environment, quality of educational programs, management decisions and more. {"title":"THE FACE OF EDUCATIONAL FREEDOM IN THE PERSPECTIVE OF EDUCATIONAL AND SOCIAL CHANGES. BETWEEN LAWLESSNESS AND SUBJECTION","authors":"M. It has been proven that nurturing freedom is, in a certain way, an element of nurturing democracy, and the role of education as a leading factor in the formation of relations between freedom and coercion has been analyzed. Freedom of education is both a purpose and a means of caring for the longevity and quality of a democratic society. Two concepts of freedom («freedom from», negative freedom, and «freedom for», positive freedom) have been considered from the point of view of the philosophical and psychological dimension. The article presents a kind of illustration for the phenomena that accompany the educational and social changes taking place in the Polish reality today. Their negative manifestations include a hidden educational program without self-dependence, independence of thought and critical thinking; development and approval of official educational plans and programs; «tyranny of the majority» and non-observance of the rights of the minority; ideologization of education and science. The signalled phenomena of controlled freedom, elitist or fictitious freedom, provided to themselves, devoid of critical reflection and awareness of their consequences, can significantly reduce the quality of education, and therefore weaken the entire educational system and the level of a democratic society. There at more than a thousand educational institutions were destroyed or damaged, and 60% of Ukrainian children were forced to become refugees: acquire internally displaced persons in Ukraine or migrate to different countries. During the Russian military aggression in Ukraine in 2022, more than 563 children were injured, 202 children died, and more than 361children were wounded (as of April 17, 2022). Nowadays, when in some regions of Ukraine there is a real threat to life and health of citizens, and in most regions the air alarm is repeatedly announced during the day, the organization of the educational process even by distance learning or using its elements is becoming an increasing problem. The aim of the article is to highlight the historical experience of protecting education from hostilities, forming a legal framework for the protection of civilians and children as a particularly vulnerable category in armed conflict, the formation of a modern system of international humanitarian law to protect the right of children and youth to education. The author used general scientific methods of analysis, synthesis, induction, deduction, and methods of historical research: periodization, historical-comparative, historical-genetic, historical-systemic. The article presents facts from world history that testify to the protection of educational institutions, civilians and children during military conflicts. It is emphasized that in the XX-XXI centuries schools and universities were widely used by the combatants for military purposes: to house personnel or as bases and ammunition depots, detention centers and other military purposes, which affects participants in the educational process and educational staff institutions at risk. The author notes that the right of children and young people in education is violated in most countries affected by conflict or instability. The consequences of attacks on educational institutions are injuries and deaths, destruction of educational infrastructure, reduced quality of education and training, lack of social protection of participants in the educational process, which makes it impossible for countries to realize the right of children and youth to education. The article concentrates on the characteristics of the components of the formation of readiness of practical psychologists for the specified activity. It gives the effective methods and technologies for each component of readiness: psychological and pedagogical observation, emphasis, survey, interviewing, tests and individual tasks). It emphasises the difficulties in the process of conflict situation prevention and the mistakes made when providing correctional and developing services for people with common educational problems. The methodological basis of the research is made up of methodological approaches: systemic, competence-based, synergistic, complex. The most significant is the acmesynergetic approach. The methodological basis of the study is also made up of methodological principles: intentional dynamism; invariance; individualization; simultaneous study of a person and his activities; systemic and structural; historicism; humanism; development; determinism – self-determinism, etc. Clarification of the definition of the concept of «research competence» is a set of knowledge, research skills (a set of intellectual, practical and organizational skills), skills, research abilities (heuristic, creativity, intellectual mobility, anticipation, independence and impartiality of thinking, emotional intelligence, self-reflection), ways performing actions in situations of uncertainty, in conditions of lack or excess of information, etc. Research competence includes the following components: consistency, prevention, innovation, predictability (acmeological). To assess the level of formation of research competence, the levels (reproductive, adaptive, productive, creative), criteria (motivational-value, practical, reflexive) and the corresponding indicators were determined. A complex of pedagogical conditions providing the formation of research competence of future education managers has been determined. These are: the development of the research potential of undergraduate students based on the actualization of the inner resources of the individual in the process of mastering professional disciplines; stimulating undergraduates to research activities by involving them in solving advanced cognitive and experimental-creative tasks of a professionally oriented nature when using various forms and methods of organizing the educational process; inclusion of undergraduates in different types of research work in the educational process during pre-diploma practice and performance of qualifying (master’s) work. The author analyzes the legislative and regulatory documents related to the topic of key competences of future skilled workers in the sewing profile; compared the results of the study of the labor market of the garment industry on the demand for key competences. The actual abilities of future tailors and cutters, which are necessary for their professional success, increase of competitiveness, formation of professional mobility and adaptation in the labor market of the garment industry, are determined. It is emphasized that creativity in the context of garment production is the basis for the development of many key competences of future garment professionals. The expediency of introducing the definition of «integral key competence of future skilled sewing workers» is substantiated. The definition of integral key competence of future skilled workers of a sewing profile is given and its structure consisting of value-motivational, cognitive-activity and personal-reflexive components is defined. Each of these three components in the future act as criteria for the development of the phenomenon under study.
