Lytvynova","doi":"10.32461/2409-9805.4.2022.269814","DOIUrl":"https://doi.org/10.32461/2409-9805.4.2022.269814","url":null,"abstract":"The purpose of the article is to reveal the mandatory educational exception of Art. 5 of the EU Copyright Directive in the Digital Single Market (DSM Directive), which allows teachers and students in a formal educational environment to use copyrighted material digitally without the need to obtain permission from copyright owners first. Research methodology. To achieve the goal, a complex of general scientific approaches was used – theoretical (analysis, generalisation, synthesis) and empirical (review of electronic sources, study of activity results) research methods. Scientific novelty. It was established that the mandatory exception for education provided for in Art. 5 of the DSM Directive will solve some of the problems faced by teachers and students in the EU and will allow the digital use of copyrighted works for educational purposes, subject to certain established conditions. The article reveals the shortcomings of some provisions of Art. 5 of the DSM Directive. In particular, they can force schools and other educational institutions to enter into licensing agreements and pay royalties to authors and other rights holders for the use of copyrighted works in the classroom. Such licenses would place a significant financial burden on public and private educational institutions and force them to negotiate with collective management organisations. It was noted that the exception for education should extend to all non-commercial pedagogical activities of teachers and students as part of the educational process, which can take place in various environments and forms. It is emphasised that the exception should also apply to other entities that carry out non-commercial pedagogical activities (libraries, museums, research institutions, distance learning service providers, and others). Conclusions. Art. 5 of the DSM Directive for the first time creates a basis for the digital use of works protected by copyright in pedagogical activities under the responsibility of an educational institution. EU Member States can avoid introducing an exception where rights holders (eg publishers) offer easily accessible but paid licenses to educational institutions. In addition, EU Member States may provide fair compensation to rights holders for the digital use of their works. For harmonisation in a cross-border context, the DSM Directive introduces the principles that authorised action on this exemption takes place only in the EU Member State where the respective institution is located. \u0000Keywords: EU copyright, exceptions and limitations, education and teaching, educational institution, educational exception, library.","PeriodicalId":318806,"journal":{"name":"Scientific journal “Library Science. The research methodology consists in the application of the following methods: analysis, synthesis, comparative analysis, generalisation, and benchmarking. The scientific novelty consists in the study of remote services with which libraries of Ukraine of national significance, as leading institutions, provide their users in the conditions of a pandemic and martial law. Conclusions. The following libraries of national significance were found, which provide a wide range of remote services online in the conditions of martial law and lockdown restrictions: National Library of Ukraine named after Yaroslav Mudryi, V. I. Vernadskyi National Library of Ukraine, Vasyl Stefanyk National Scientific Library of Ukraine in Lviv, the State Scientific and Technical Library of Ukraine, and Odesa National Scientific Library. A comparative analysis of remote services of these libraries has been carried out, which allows to give preference to the State Scientific and Technical Library of Ukraine, since it offers its users the following services: remote registration to the library; ordering the necessary documents and receiving an electronic copy of the document or its excerpt to the user's e-mail; the \"online request\" service, with the help of which users can get operational information about information resources, services, the availability of documents in the library collection; systematic informing of users on the selected topic about new arrivals to the funds of the State Scientific and Technical Library of Ukraine; formation and editing of bibliographic lists; organisation and holding conferences, seminars, workshops, and thematic exhibitions. \u0000Key words: national libraries, libraries of national significance, website, service, online services, lockdown, martial law.","PeriodicalId":318806,"journal":{"name":"Scientific journal “Library Science. The research methodology is based on the application of general scientific and special methods of cognition, in particular, selection, analysis, synthesis, and systematisation of materials. The novelty of this study lies in the comprehensive study of professional strategies and methods of successful confrontation in the information war in libraries. Unreliable information is currently used as a weapon in political confrontation – information wars at the level of states and among political parties, as well as unfair rivalry – in the economy. Having received false and distorted information, one can make incorrect conclusions, which in the future lead to wrong actions or expose them to danger. That is why information security is so important for every person, and media literacy skills will help to filter information and use it rationally. Conclusions. The article analyses the concept of \"information war\"; technologies for preventing the spread of false information are described; information on improving media literacy of the population, in particular, and library workers is provided. The issue of restoring Ukrainian culture, ensuring information security on the territory of the state should be taken into account by the management of libraries, and the institution should provide maximum guarantees to preserve the basic network of libraries and their maximum activity in every part of the country. It should be emphasised that in the modern information-active environment, libraries are indeed one of the key elements of the information infrastructure of social activity, as a rule, based on the most effective use of modern electronic technologies. To realise this goal, it is necessary to solve the following tasks: to identify and verify bibliographic information of terminological dictionaries, encyclopedias, and reference books published in Ukraine and abroad; to determine the key factors that influenced the development of terminology; to establish the dynamics of the publication of Ukrainian terminographic works (UTW) based on quantitative indicators of the publication activity of scientists in Ukraine and abroad; to establish the branch composition of UTPs issued in Ukraine. The research methodology consists of the use of general scientific and special methods. Using analytical-synthetic, logical, and comparative methods made it possible to establish non-linguistic factors in developing Ukrainian terminology. Using the statistical method, the dynamics of the development of Ukrainian terminology was substantiated, and the branch spectrum of terminographic publications was revealed. Visualisation of the results of scientific research reveals the branch structure of terminographic publications. The scientific novelty of the work lies in the fact that the state independence of Ukraine and the status of the Ukrainian language as the state language caused a robust exchange of quantitative and qualitative indicators of the dynamics of the development of Ukrainian terminology. Conclusions. Ukrainian terminological lexicography is actively and fruitfully developing, and methodological principles of terminographic work are being improved. Ukrainian national terminology is formed as a highly developed system of lexicographic works, which broadly represent scientific vocabulary from all fields of knowledge. High indicators of the dynamism and intensity of the preparation of the UTP demonstrate the consolidation of scientific forces to purify the Ukrainian language from elements not characteristic of it and restore its specific features, establishing the Ukrainian professional language in all spheres of social life. The development of terminology creates optimal prerequisites for the complex digitisation of special vocabulary, creating a system of electronic terminological dictionaries and encyclopedias, and creating a unified national language and information fund. \u0000Keywords: scientific content, terminology, term, dictionary, encyclopedia, terminology, special vocabulary.","PeriodicalId":318806,"journal":{"name":"Scientific journal “Library Science. The research methodology is based on the application of a cultural, systematic, structural and functional approach, general scientific and special methods of cognition, and the method of ascent from the abstract to the concrete, which enable comprehensive consideration of possible types of records of artificial sign systems. The scientific novelty of the article consists in the generalisation and systematisation of records in artificial sign systems that can be used in information and communication, as well as in information and analytical activities. The features of using records in each of the given artificial sign systems are determined. Conclusions. Records in artificial sign systems, including special record systems, record systems in formalised, informational, and programming languages, as well as international and fictional languages, as a result of information encoding, can serve to establish, simplify and protect documentary communications in certain areas of science and technology. The practical application of artificial sign systems is important, especially in cases where the use of natural languages is complicated or in the case of communication with a machine if there is a need to index documents, prepare information requests, and describe facts for their further search and storage. The research methodology is based on the general scientific methods of studying social phenomena and processes (namely, analysis, synthesis, typologisation, extrapolation, abstraction, forecasting, generalisation, as well as the methods of systemic, comparative, and structural-functional analyses). The usage of these methods enables outlining the current trends of forming information and communication support of public libraries taking into account modern technological development and user demands. The scientific novelty of the paper consists in expanding the theoretical aspects of public libraries development based on contemporary trends of information and communication support. Conclusions. Information and communication technologies have significantly affected the life of modern society, changing the approaches to the development of public libraries sphere and shaping the existing trends in library services provision. Currently, the development of librarianship presupposes digitilisation of cultural and scientific heritage, the elaboration of electronic catalogues and collections, as well as the transition to remote work in virtual space. It has been established that against the backdrop of society digital transformation, a client-oriented approach is indispensable in setting the goals of information and communication support, taking into account the users’ interests, focused on identifying their needs and providing the relevant library services. Further innovative and technical development of library equipment aimed to increase its relevance in modern society is deemed important. Research methodology is based on the application of logical, chronological, systemic-and-structural, and comparative methods (to generalise theoretical and methodological principles, as well as the analysis of innovative approaches to information-analytical activity in modern trends of information society); the method of cognitive analysis (to distinguish the basic characteristics of information society and identify the principles of information and analytical activities); and method of deduction and theoretical generalisation (to specify research findings). Scientific novelty. Information and analytical activities in the information society was studied; the essence of the concepts ‘information’ and ‘analytics’ has been clarified; trends in the development of information and analytical activities at the current stage have been revealed. Conclusions. In accordance with the development trends of modern society, the main goal of information and analytical activities at the beginning of the third decade of the XXI century is obtaining not information as such, but socially and culturally significant information, characterised by a high level of reliability, relevance, and quality. Therefore, the development of information and analytical activities based on the selection and arrangement of information is directly related to its pragmatic meaning, that is, the possibility of reasonable use at this stage of the evolution of public space, in accordance with the specifics of the situation and the level of knowledge. The creative, experimental beginning of information and analytical activity at the current stage promotes the use of branch analytical approaches in various fields. The research methodology is based on the general scientific and special methods of cognition such us analysis, synthesis, logical method, monitoring, and the method of visualisation of research results. The scientific novelty of the work lies in the expansion of ideas about modern electronic information resources, with which the libraries of technical institutions of tertiary education of Ukraine serve their users in the conditions of a pandemic and martial law. Conclusions. In this study, a comparative analysis of information resources provided remotely to users of technical university libraries of Ukraine during quarantine and martial law was carried out. The research made it possible to identify two leaders: the scientific library of the Zaporizhia Polytechnic National University and the scientific library of the Chernihiv Polytechnic National University, which offer their users the most comprehensive list of information resources: electronic catalog, institutional repository, electronic libraries, their own electronic collections, recommended information resources available on the Internet in public access. The libraries conduct extensive information activities in social networks (Twitter, Instagram, and Facebook), as well as support YouTube channels. The research methodology is based on the general scientific principles that cognition is systematic, and comprehensive. In order to achieve this goal, the following special methods are used: comparison, analysis, and generalization. Scientific novelty of the article focuses on the issue of an inclusive space of libraries, which is successfully solved by the librarianship of Ukraine. Legislative initiatives to ensure access of visually impaired people to adapted information resources and promotion of reading are presented. The best experience of libraries in Ukraine under contemporary conditions for servicing readers with disabilities is revealed. Conclusions. The article argues that currently scientific studies in Ukrainian librarianship as a science of the regularities of library forming, developing, and functioning should update the theoretical basis of the promotion of reading as an inclusive space under contemporary conditions, that is, in this aspect, library science falls behind the achievements of library practice. It is established that with Ukraine gaining independence, a new stage began of promoting reading, books, and popularisation of the library as an inclusive space for development, education, and socialisation at the state level. It is asserted that Ukraine's orientation towards the development of the civilized world encourages the introduction of internationally proven practices to improve library and information services for people with disabilities and visually impaired users, ie the introduction of inclusion in a library sphere is one of the trends of state cultural policy. The research methodology is based on the general scientific and special methods of cognition such as analysis, synthesis, logical method, monitoring, and the method of visualisation of research results. The scientific novelty. The peculiarities of the formation of inmutational processes in an institution of tertiary education have been determined, a model of external inmutation in the formation of a negative image has been developed. The result of such influence might be a negative attitude towards an institution of tertiary education, a decrease in the number of applicants, and a model of internal inmutation, the result of which is the imposition of someone else’s opinion, the absence of a critical mindset among candidates. Possible methods of counteracting the influence of inmutational processes in the process of forming a negative image of institutions of tertiary educational are introduced. Conclusions. The article presents two scenarios of the formation of inmutational processes with the participation of representatives of the external and internal target audience of an institution of tertiary education in the form of models of external and internal inmutation during the formation of a negative image of an institution of tertiary education. Empirical confirmation of the formation of inmutative processes in Ukrainian institutions of tertiary education is provided, in particular, the results of a survey among students of ten SAIUP participating universities into their awareness of the criteria for evaluating academic disciplines, as well as into the ‘freedom’ of choosing academic disciplines are given. The main aspects of the information strategy of counteracting the formation of inmutational processes in the creating of the image of an institution of tertiary education are defined as follows: systematic monitoring of external information resources; formation and support of the information presence of an institution of tertiary education; conducting an effective, targeted PR campaign; work for an internal target audience. \u0000Keywords: inmutational processes; institution of tertiary education, negative image, inmutated inmutants.","PeriodicalId":318806,"journal":{"name":"Scientific journal “Library Science.
