The research methodology is based on the application of general scientific (analysis, synthesis, generalisation, systematisation) and special methods and approaches integrated from the science of social communications, information science, political science, and sociology. Such methodological interdisciplinarity enables considering the subject of research as a multifunctional phenomenon included in a complex system of informational social interaction. The scientific novelty consists in expanding ideas about the latest Internet technologies as the most important informational component of a modern election campaign. Conclusions. The presence in cyberspace of a large share of active ‘political’ audience, and, accordingly, potential voters, as well as the facts of the success of electoral campaigns on the Internet contribute to the expansion of the presence of digital technologies, in particular the Internet, in election campaigns. Thus, Internet technologies have become an integral universal, communicative core of modern election technologies, having evolved from an auxiliary tool of supporting the strategy of political promotion into the most significant independent component of election campaigns. Moreover, the aim of the paper is to reveal the essence of the concept of \"digital heritage\" in the UNESCO \"Charter on the Preservation of Digital Heritage\", the Vancouver Declaration \"Memory of the World in the Digital Age: Digitization and Preservation\", \"Recommendations on Ensuring Preservation and Access to Documentary Heritage\", as well as to analyse the trends in the activities of the European Digital Library. The research methodology is based on the retrospective analysis that has been used to determine the goals, tasks of the design of the expected findings in the process of collecting and processing facts. The features of \"digital heritage\", \"cultural heritage\" concepts, description of the problem of documentary heritage preservation have been analysed. The textological method has been used to form the idea about the system of preserving the cultural heritage of the Ukrainian people; the generalisation method enabled revealing the general picture of the place of electronic documents as part of the digital heritage of the information sphere of society's life. The scientific novelty of the work consists in substantiating the inclusion of electronic documents in the information space with the help of modern technologies, which contributes to the digitalisation of cultural heritage, education and science of Ukraine. Conclusions. Electronic documents occupy an important place in the composition of digital and documentary heritage. The world community has a developed legal framework and experience in preserving digital documentary heritage. Research methodology is based on the application of a complex of theoretical and empirical methods of general scientific cognition, as well as on special methods, in particular, analysis, synthesis, comparative and logical methods, the method of visualisation of research results, systematic, and informational and communicational approaches when building a general classification of the document. The scientific novelty of the work lies in the fact that the article, based on the general classification of the document proposed by famous Ukrainian researcher Professor G. M. Shvetsova-Vodka, the classifications of the leading experts in document studies, and our own scientific investigations, outlines a number of proposals for solving the most important issues of document typology, and presents a detailed classification scheme of the document. Conclusions. The proposed block document classification scheme reflects the latest views of scholars on its nature as a social-communication phenomenon, on the architecture of the block classification scheme and the facets of dividing documents according to the most important feature of their classification, which create a certain block. The research is aimed to develop the general theory of the document, taking into account the classification features inherent in all documents regardless of their purpose. {"title":"Origin and development of multilevel library and information education on the Аfrican continent","authors":"A. Research methodology. Complex application of systematic, historical, and comparative approaches, as well as empirical methods of scientific cognition enable revealing the main stages of evolution of tertiary library and information education on the African continent, determining the factors that influence its development and modernisation and contribute to the gradual transition to a multilevel model and transformational educational standards. The scientific novelty of the work is based on the results of comparative and content analyses of the Bachelor, Master, and Ph.D. degree programs in the Library and Information Sciences at African national universities in historical retrospective. These results reveal the main stages of development of Library and Information tertiary education, as well as vectors of its modernisation on the African continent. Conclusions. The study of the genesis of library schools in African universities, as well as content analysis of the introduced educational programs in training specialists at different educational levels allowed determination of the main stages of the evolution of tertiary library education on the African continent. In particular, these stages are as follows: the stage of emergence (early 1960s – late 1980s), the stage of active development (1990 – 2000s), and the stage of modernisation changes (2010s – present). However, even now, only 10 per cent of African countries have educational units that provide two or three levels of tertiary library education. The main factors behind the slow development of multilevel library and information education in African countries are the insufficiency of academic and teaching personnel who would ensure the high production rate of Masters and Doctors of Philosophy in the field of Library and Information Sciences; underestimation by African countries’ governments of the role of high-quality training for information specialists and, as a result, an annual reduction in the number of budget places in the Library and Information Sciences specialty; poor organisational, methodical, technical, and technological infrastructure for ensuring the educational process. \u0000Keywords: tertiary library education, Africa, history of tertiary library education, digitisation of education, diversification of library science educational programs. \u0000 ","PeriodicalId":318806,"journal":{"name":"Scientific journal “Library Science. The scientific novelty of the article lies in the expansion of theoretical knowledge and practical skills of distance learning in art institutions of tertiary education, focusing on features and development prospects of distant learning. The comprehensive comparative analysis of distance education in art institutions of tertiary education has been carried out. It has been established that the considered form of distance learning is regulated by documents with access to public information. The main tasks that can be solved using the distant format have been defined. Conclusions. This study proved the effectiveness of the use of distance education in the field of education on the example of the National Academy of Culture and Arts Management. The advantages and disadvantages of distance education have been considered. The organisation of distance (online) education in art institutions of tertiary education has been outlined. Attention is focused on the main factors that must be taken into account to achieve a high professional level in the educational process. The research methodology is based on such methods as information analysis of the current Digital Competence Framework and Professional Standards of Specialists, content analysis of the subject field of the research subject – semantic and logical analysis of the document collection (academic papers, information content of Internet resources); the hypothetical method enabled us to formulate the relevant competencies of a library and information specialist based on the analysis of information resources. The scientific novelty of the research is to substantiate the current competences of a library and information specialist as a basis for the development of the Professional Standard Project. Conclusions. The need to develop the Professional Standard of a library and information specialist requires an outline of the information-digital and socio-educational competencies of a library and information specialist taking into account the interdisciplinary nature of library and information activities in the application of digital technologies. The analysis of a wide array of library information resources (websites, Facebook pages, blogs, Telegram channels, and others), which present the current state of job functions and actions performed by librarians, the Framework of Digital Competences of scientific and academic and teaching personnel and the Professional Standard of teaching personnel, extrapolation of the presented data on the competence field of a library and information specialist made it possible to formulate the information-digital, social-educational and psychological-pedagogical competences of a specialist. The personal competences of a specialist are formulated within the scope of the tasks of their professional development in the digital environment, reflection, and assessment of the level of their own digital competence. The work used the semantic analysis of the texts of publications and the methodology of conceptual modeling to outline the connections between the ‘digital’ component of the library media space and the library socio-cultural functions, the compliance of the library professional resources with new competency requirements. The scientific novelty consists in the identification of the main system-forming elements, which in the relationship and mutual influence form the innovative media space of the modern library. On their basis, the conceptual model of the library innovative media space is substantiated, the main concepts of which are defined as digital technologies, the tasks of the library social and communicative activities in the digital media space, as well as the digital competence of the library specialist. Conclusions. The conceptual model of the innovative media space of libraries is based on the following concepts: digital technologies, the tasks of social and communicative activities of the library in the digital media space and digital competences of the library specialist. The research methodology uses the tools of the modeling method: problem statement, creation and analysis of the model. The application of the principles of integrity, hierarchy and structure allows us to consider the analysis of information about competitors from open sources as part of the marketing activities of the enterprise. The scientific novelty of the article is the expansion of theoretical knowledge in the use of open information about the activities of enterprises. The article identifies the key characteristics of participants in the competitive environment of the book publishing market of Ukraine; proved that the key players in the market are the publishing houses «A-ba-ba-ha-la-ma-ha» and «Old Lion Publishing House», the marketing strategy plan for increasing the target audience was specified. Conclusions. The article has showen that the key result of any information and analytical work on competitive intelligence for companies in any industry, in particular, publishing, is to make the right management decisions that will not only retain the existing target audience, but also increase it by new customer account. The result of the analysis of open information sources proved the need to use a strategy of protection against key and direct competitors (loyalty systems for regular customers; closed groups in various groups on social networks for regular customers, etc.). In order to increase the target audience, it is necessary to develop a strategy for attacking weak direct competitors (creating quality content on social networks, including advertising for bloggers; holding various raffles; thematic discounts, promotions). Strong and indirect competitors are also a threat to business. But the key difference from the strategy against direct competitors is the difference in the main characteristics of the product. The research methodology consists in the application of the scienific methods and systematic method of research. The scientific novelty of the work is to expand the understanding of online learning, strategic approaches that create an inclusive climate of the online course, able to maintain cognitive and affective differences that coexist in training specialists in information, library and archival affairs in higher education. Conclusions. It was found that the system of professional training requires significant optimization, revision of the pedagogical paradigm of effective educational process, increasing attention to the study of the basics of general culture, the formation of economic, legal, political, psychological, pedagogical and informational cultures. Scientifically substantiated need for humanization of professional training of future specialists in information, library and archival affairs, special attention is paid to providing formal and informal online education, awareness of internal needs and at the same time objective need for mobile self-development, ability to adequately and dynamically communicate with others and yourself. It has been established that humanization supplies the strict, practical education strategy for online education, which creates an inclusive online course environment, which is able to support the cognitive and affective differences, that coexisted within the courses of the high education institutions. A methodological basis of this research is critical, chronological and structural and system approaches to the analysis of the chosen perspective. The scientific novelty consists in complex studying of value of electronic resources for effective development of modern library establishment in the conditions of quarantine restrictions. Conclusions. The considerable popularity of electronic resources of the public library is explained by the fact that the electronic format provides easy, quick and continuous access to a big array of specialized data. At the same time there are also considerable problem aspects with a regulatory framework, in particular connected with copyright compliance in the text of the scientific electronic publication. Electronic resources of public library have to optimize quick access of erudite and other users to relevant domestic scientific literature. Electronic editions in the abstract database of public libraries can be presented as a collection of electronic documents in the reviewed look. The place of electronic resources in the system of data of library is defined by functions of the specified editions to which, the general, special and concrete functions belong. To signs which inherent in electronic resources of public libraries, it is necessary to specify multifunctionality, targeting and high quality. Of course, in the remote prospect providing the status to electronic resources international, increase in the index of a quotes in the international measurement, etc. is optimum. The website of library establishment which has to provide such sections acts as an important component of electronic resources of public library: general information; curriculum vitae of outstanding librarians and management of public library; structure of library, achievement, award and prospect of work; news feed; resources; methodical providing; electronic delivery of documents; headings for readers, librarians and administration of the website.
