The objective of the study is to generalize theoretical and methodological approaches to the essence, features of functioning and analysis of the effectiveness of food service management in a hotel and restaurant enterprise and to substantiate on this basis an improved methodical approach to assessing the effectiveness of its management.\u0000\u0000Methods. In the research process, general scientific methods and techniques of research were used: analysis, synthesis, generalization, induction, deduction, abstract-logical method, graphic and tabular methods (for a visual representation of the analyzed material).\u0000\u0000The results. The conducted research analyzed the main definitions of restaurant establishments according to domestic legislation and established their differences. The requirements for food service at a hotel and restaurant enterprise according to the categories of the hotel have been considered. The analysis of the opinions of scientists regarding the peculiarities of food service in a hotel establishment made it possible to single out the main characteristics of food service in a hotel enterprise.\u0000\u0000An analysis of the scientific literature was carried out regarding the available methodical approaches to the analysis of the effectiveness of food service management in a hotel and restaurant enterprise. He showed the lack of an established method of researching the effectiveness of the catering service in a hotel and restaurant enterprise, focusing the attention of scientists on the diagnosis of certain aspects of the catering service: analysis of demand for food service products, turnover, financial indicators of the unit's activity or key performance indicators, etc.\u0000\u0000The author's method of effective management of food service in a hotel and restaurant enterprise, which includes nine stages, is substantiated. Based on the world experience of determining the parameters of the functioning of innovation systems and rating assessment of security parameters, the objective of the research is to investigate the current state of the innovation ecosystem of Ukraine; services of basic security parameters that can be used for practical assessment of innovation ecosystems and conduct a practical assessment of various sectors of the economy of Ukraine on the level of effectiveness of their participation in the formation of innovation ecosystem.\u0000\u0000Methods. The theoretical and methodological basis of the study are the scientific works of foreign and domestic scientists. To achieve this goal the following research methods are used: analysis (to study the dynamics of innovation processes in the economy of Ukraine), comparison and synthesis (to study the security parameters proposed by other authors to form a list of security assessment parameters of innovation ecosystems), rationing of economic data; ratings and graphs (to build innovative security ratings of comparative industries in Ukraine).\u0000\u0000Results. Three main groups of indicators for assessing the security parameters of the innovation ecosystem of Ukraine are proposed. They in turn consist of 12 indicators for assessing the security of this type of economic activity to include it in the innovation ecosystem and to invest in innovation in this area. The advantage of the proposed list of indicators is that, on the one hand, it is based on security parameters proposed by other authors to assess investment processes, and, on the other hand, takes into account existing in Ukraine statistical reporting on innovation processes, which allows using existing data statistical reporting of the State Statistics Committee. The objectiveof the study is to analyze the state of the FinTech industry as well as the trend towards the emergence of neobanks and digitalization of classical banks in the Ukrainian banking sector; to determine the impact of FinTech companies on the institutional transformation of financial markets, especially in terms of their interaction with existing financial institutions, as well as to review the actions of the NBU as a market regulator.\u0000\u0000Methods. To achieve the defined goal and solve the set tasks, a system of general scientific research methods is used, namely: methods of theoretical generalization of induction, comparison, graphical and tabular — to clarify the problematic aspects of FinTech development in Ukraine and illustrate the analysis of the digitalization processes of the domestic banking sector; abstract-logical method — to summarize the results of the study and identify priority areas and tools for further development of FinTech and neobanks in Ukraine.\u0000\u0000Results. It is established that the fintech business and digitalization of the banking sector is at the stage of active development, which is manifested in the increase in the number of fintech companies and the expansion of their activities, as well as the transition of banks to online services. And the beginning of Monobank’s activity became the starting point for neobanks in Ukraine. One of the main catalysts for the transition to online services by banks is the introduction of the “Diia” and “BankID” service, which allows financial institutions to verify customers online. In order to control and legally regulate fintech companies, the NBU has developed a “Strategy for the Development of Fintech in Ukraine until 2025”. The objective of the study is to determine the trends in citizens' trust in the local self-government bodies of Kryvyi Rih and to develop practical recommendations for ensuring effective communication between the local self-government bodies and the public, which would contribute to increasing the level of trust.\u0000\u0000Methods. When preparing the article, general and special methods of scientific research on the level of public trust are applied, such as empirical, in particular, observation, questionnaires, generalization of independent characteristics, methods of statistical analysis, in particular, consideration of the dynamics of the level of trust, determination of the main development trends, determination of shares, etc.\u0000\u0000The results. Aspects of the formation of trust in local self-government bodies are studied; its concept is revealed; and its place and role in the functioning of public institutions are shown. It is determined that the problem of a low level of civic activity and civic trust is due to the negative historical context (permanent corruption of the government, its inability to solve the problems of the country's citizens, human rights violations, etc.), the impact of the global pandemic of COVID-19, and the general quarantine, which led, according to the testimony of experts, to a significant deterioration of the socio-political climate in the regions and negative assessments of the activities of subjects of power and state institutions and institutions. It is noted that this leads to the spread of distrust and destructive attitudes among citizens, which can mean not only another deterioration of the authority's reputation but also creates the basis for mass protests with both social and political demands. It is emphasized that citizens' trust in public authorities should be considered, firstly, as one of the main factors increasing social well-being and, secondly, as a driving force for effective social development through the implementation of reforms. It should be noted that Ukrainian society in recent years has remained one of the most dissatisfied and distrustful in Europe. There is a low level of trust in government institutions, regardless of who heads them. The authors made an attempt to research the trends of citizens' trust in local self-government bodies using the example of interaction between local self-government bodies and the Kryvyi Rih community. It is emphasized that, despite the Kryvyi Rih City Council's sufficient efforts to ensure the improvement of public welfare and the quality of administrative service provision, the pole of citizen distrust significantly prevails, but these results can also be evidence that society is ready for changes and reforms in the field of local self-government. {"title":"TERRITORIAL FEATURES OF INBOUND TOURISM IN UKRAINE","authors":"T. The objective of the article is to investigate the territorial features of inbound tourism in Ukraine, analyze and develop measures that will be aimed at the development of the tourism industry in Ukraine.\u0000\u0000Methods. The main scientific results of the work are obtained using a set of general scientific and special research methods, namely: methods of analysis, synthesis, generalization, systematization, abstraction and statistical analysis, comparative and graphical methods.\u0000\u0000Results. The development of inbound tourism in Ukraine is influenced by the following factors: favourable natural conditions; rich historical and cultural heritage; availability of regulatory framework for tourism development; belonging to socio-geographical aspects. It is revealed that, according to the statistics of the State Border Guard Service of Ukraine, the largest number of foreign tourists was observed in 2014–2017 from such countries as Moldova, Belarus, Russia. Primarily, it was due to the territorial proximity of states, similarities of traditions, religions, lan- guages and related historical and cultural heritage.\u0000\u0000According to the World Tourism Organization, the dynamics of international tourist arrivals in Ukraine is wave-like, the most observed international tourist arrivals were in 2017 (14.23 thousand people), the least — in 2015 (12.42 thousand people) and the growth rate of international tourist arrivals share in 2016 (7.33 %) and 2017 (6.75 %) and the least frequent in 2019 (-5.42 %). The article uses the following methods and techniques for studying economic phenomena and processes: analysis and synthesis, induction and deduction, a comparison method, an expert estimation method, dialectical and historical approaches, an abstract-logical method, system and comparative analysis.\u0000\u0000Results. According to the results of the study, Ukraine's accession to the global process ofsus- tainable development requires the introduction of a model of socially responsible business, which strengthens the mutual responsibility of organizations, enterprises for the impact of decisions and actions on society and the environment through transparent and ethical behaviour. It is emphasized that social business responsibility (SBR) and corporate social responsibility (CSR) in the system of public relations of Ukrainian society is not a conscious and applied norm in contrast to the world experience of developed countries, where it is regulated at the state level. Peculiarities and directions of socially responsible activity of the leaders of The Global Corporate Responsibility Rep Trak Study rating and the best CSR and CSR programs of the enterprises-leaders of the corresponding branches and spheres of economy of Ukraine are analyzed. The main directions of socially responsible activity of world ranking leaders are determined, in particular: children development; environmental programs and solutions of environmental problems; improving working conditions; cybersecurity; support for local communities; overcoming inequality and poverty; and companies-leaders of the Ukrainian economy, in particular: labour relations; consumer relations; development of regions anti-corruption practices; environmental responsibility. It is proved that Ukrainian companies perceive social responsibility mostly as a policy of development and improvement of staff working conditions; investment in regional development and consumer protection and support; at least as a fight against corruption and assistance to displaced persons. The objective of the article is the investigation of the world tourism development cyclicality in the context of increasing globalization processes.\u0000\u0000Methods. To achieve the objective a complex of general scientific and special research methods are used, namely: methods of theoretical generalization, analysis and synthesis, induction and deduction (to research the starting points of the general theory of the economic cycle, on which process fluctuations in tourism are based), as well as special analysis methods: statistical and structural, mathematical modeling (to determine market fluctuations in world tourism, cyclical fluctuations in world tourism and in the regional context, assessment of world tourism cyclical development), historical and abstract-logical modeling (to build a life cycle model for t world tourism development).\u0000\u0000Results. It is determined that cyclicity is an objective regularity of the world tourism dynamics. Using the method of spectral analysis by the index of international tourist flows, it was determined that the transition to each subsequent stage in world tourism development occurs spontaneously and regularly and is carried out under the influence of economic, political, social and other processes in the world. It is noted that the cyclical nature in the world tourism development\u0000\u0000is characterized by the duration, which depends on the specific economic situation and the effect of a complex of other factors: short, medium and long periods reflecting periodic recessions and upswing caused by shifts in reproductive structure and changes in economic policy, the general market situation and the specific conditions. The model of the evolutionary cycle of world tourism, which consists of four successive stages: exploration, growth, maturity, decline or renewal is considered. The objective of the article is to study the essence, attributes and specific features of the development of electronic governance as a new phenomenon of public administration.\u0000\u0000Methods. The following methods and techniques of cognition are applied in the research process: theoretical generalization and comparison, analysis and synthesis, induction and deduction, grouping.\u0000\u0000Results. It is established that at the current stage of the development of the theory of public administration, a transformation of the idea of an optimal system of public administration is taking place (transition from a hierarchical system to a horizontal, network system of administration); the subject and object structure of social development management is expanding; the principles of social management are changing; there is a transition from \"state-centrism\" to \"people-centrism\". It is substantiated that the most complex concept that reflects modern changes in the theory of social management as fully as possible is the concept of \"governance\". The main principles of good public administration (\"Good Governance\") are defined and the features of their evolution are presented. It is substantiated that Good Governance and e-governance are closely related in terms of goals, objectives and principles.Based on the analysis of the variability of the author's approaches to understanding the essence of the concept of \"e-governance\", the three most common approaches to the interpretation of the essence of this term have been identified: administrative, within which e-governance is understood as a form, a way of organizing state administration, state power; technological and procedural, within which e-government is understood as the use of information and telecommunication technologies (ICT) by the public sector in order to increase the efficiency of the latter's performance of functions; instrumental, within which e-government is understood as an attribute and condition for the formation and development of the information society. The purpose of the article is to study the state of Ukraine food security at this stage of the state development using the food security indicators system. Methods. The scientific results of the study were obtained applying the following methods: theoretical generalization and comparison (for the study of meaningful aspects of the definition of «food security»), analysis and synthesis (for analysis offood security indicators system), abstract- logical method (for establishing the trends of Ukraine food security for the analyzed period). Results. On the basis of the analysis of the state of Ukraine food security by the main indicators, a significant lag of Ukraine in ensuring food security has been revealed. Thus, according to the indicator of the daily energy value of a person's diet, in 2014-2018 the calorie content of the diet has been steadily decreased, approaching the limit value (2500 kcal), and the major part of the calorie content of the diet in 2018 is provided by the consumption of crop production — 1919 kcal (71 %). According to the indicator \"maintaining a person S diet with basic types ofproducts\" it has been found that only four, the most economically available food groups consumed (or exceeded) the established rational norm (bread and bread products; vegetables and melons; potatoes; vegetable oil). In other groups, the consumption ratio was less than one. It has been found that over the 2016-2018period, the structure of spending on food has not undergone significant changes, and the share of expenditure on food in total household expenditure is very high. It has been determined that according to the indicator \"food independence by individual product\" satisfaction of the population's needs for food in 2016-2018 was provided at the expense of domestic production, only for three groups ofproducts the share of imports exceeded the established 30 % limit value. It has been established that despite the fact that agriculture is the leading link in the economy, achieving food security in Ukraine is ruled out by a number offactors, which is reflected in its low position on the Global Food Security Index (GFSI).
