The objective of the article is the substantiation of the constructive strategy of a commercial enterprise – the strategy of integration of offline and online trade and the content of its individual elements, the content of which is aimed at ensuring the management of strategic changes in the entity under the influence of market situational perturbations.\u0000\u0000Methods. General scientific methods and special techniques are applied: statistical and comparative methods – to study the dynamics of trade performance; method of abstract-logical analysis – to build a construct of integration strategy of offline and online trade; graphic and tabular methods – for visual display of statistical material and visualization of research results.\u0000\u0000Results. According to the results of the study, the need to include in the list of functional strategies of network enterprises the strategy of integration of offline and online trade, which is associated with unexpected changes in the market situation due to disruption of the usual course of development, indicative structure of the strategy of integration of offline and online trade with the allocation of elements to ensure the equality of channels and optimize their ratio. Reflections on the introduction of e-commerce indicators in official statistical information to determine the hierarchy of retail channels and recognize their equality are presented. The dynamics of trade performance indicators in 2016-2020 is analyzed with the selection of trends in the perturbation of economic situations. An overview of approaches to evaluating the results of e-commerce and current trends in its development. The objective of the article is to summarize the theoretical developments on conflict management in the personnel management system\u0000\u0000Methods. To achieve the objective, methods of theoretical generalization, analysis and synthesis, logical generalization, analogies, comparative comparison, formal and substantive modeling are used.\u0000\u0000Results. It is proved that modern conflict theories follow two main approaches: conflict as a negative phenomenon; conflict as a basis for achieving better results, as well as the impetus for change and development of the organization itself. For a company’s climate, direct conflict is sometimes more beneficial than a climate of constant doubt and constant failure. Understanding the source of conflict increases the likelihood of effective conflict management. Conflict management involves solving two strategic tasks: conflict prevention and finding ways to end it constructively. The author comes to the conclusion that conflict management should become a subsystem of the personnel management system, which will increase the number of positive and reduce the negative consequences of conflicts. The strategic approach to conflict management, which is implemented through the coordination of goals and objectives of the conflict management system with the goals and objectives of the organization. This is justified by the difference in organizations in their structure, culture and goals, and therefore different needs in conflict management. Meeting these needs requires managers to develop and apply conflict management techniques that are consistent with the organization’s goals, existing culture, and organizational structure. The objective of the study is to assess the effectiveness of the financial resources management of the territorial community of the Kryvyi Rih city in the context of decentralization and to identify the alternative sources of funding for the city development based on the effectiveness of the formation, the use of its budget and tax capacity.\u0000\u0000Methods. In preparing the article, general and special methods of scientific research of economic processes are used, in particular, a systematic approach, comparison, grouping, detailing, generalization, methods of statistical analysis, and others.\u0000\u0000Results. The possibilities of the formation of an effective budget of the territorial community on the example of the Kryvyi Rih city are investigated. It is determined that the revenues are given a central place in ensuring the financial independence of the territorial community, and the local taxes and fees are the main source of increasing the local budget. The analysis of the state of execution of budget revenues of the city of Kryvyi Rih for 2018–2020 is carried out. It is noted that despite the numerous crisis phenomena, including the COVID-19 pandemic, the city ensured the implementation of the budget by 87.7 % for the period of the 2020 year. It is emphasized that it is impossible to speak about the effectiveness of the formation of the revenue side of the city budget without an analysis of the expenditures, especially in terms of comparing social expenditures and expenditures aimed at ensuring the strategic economic development programs. The analysis of the state of the execution of the budget expenditures in Kryvyi Rih for 2018–2020 allowed the authors to make a conclusion about the social direction of the expenditure policy, which is characterized by a constant increase in the need for the financial resources for the social expenditures and requires the constant growth of the local budget revenues. However, in the context of the general economic instability and the long-term development of the COVID-19 pandemic, it is difficult for the city to compensate for losses and to ensure the effective development. The authors offered a set of the strategically important measures that will help increase revenues to the city’s budget. Theoretical and methodological basis of the research is the position of modern economic theory, management theory, scientific works of domestic and foreign scientists in the field of marketing. The research applies methods that provide its logical essence such as the method of a systemic approach, the dialectical method of scientific knowledge, the method of system-structural analysis, the method of modeling complex systems, which allow to reveal the essence of the innovative marketing approach for the promotion of a tourist product.\u0000\u0000Results. In the article authors consider ways to ensure effective promotion of goods and services and attract consumers in order to increase sales of tourist products. The peculiarities of the use of traditional and innovative marketing tools in the modern tourism business are determined. New forms and channels, methods and marketing tools of tourism product promotion, ways of filling them with innovative content are characterized. Creative and effective ways of promoting goods and attracting customers in the market of tourist services in the modern virtual space are defined. The main aspects of the use of the virtual environment for the effective and promising activity of tourist enterprises in order to increase their competitiveness are analyzed. Following methods and techniques of knowledge are used in the process of the study: theoretical generalization and comparison, analysis and synthesis, induction and deduc­tion, grouping, and classification.\u0000\u0000Results. Based on the integrated indicator of the intensity of the innovation strategy and the integrated indicator of the intensity of the investment strategy the objective of the article is to determine the innovation and investment strategy for the development of tourism enterprises as hospitality industry subjects.\u0000\u0000Methods. In the course of the research, the following methods are used: methods of theoretical generalization and comparison, analysis and synthesis (to determine the notion of the concept of “innovation and investment strategy”), index (to calculate the intensity of innovative and investment strategies using integrated indicators), matrix (to form a modi-fied GE / matrix McKinsey on the definition of innovative investment strategy of tourism enterprises).\u0000\u0000Results. Based on the study, a procedure for the integration of innovative and investment strategies of tourism enterprises, which involves comparing a separate type of innovative strategy (traditional, opportunistic, imitative, defense, offensive) with a separate type of investment strategy (preservation, accumulation, moderate growth, aggressive growth) is proposed. Based on these data, innovative investment strategies for tourism enterprises using the modified GE / McKinsey matrix (investment plateau, innovation breakthrough, innovation pole, innovation circuit, innovation springboard, innovation pit, innovation plateau) are offered. Using the index method, the intensity of the innovation and investment strategy is calculated as integral indicators, which consist of individual indicators of innovation (growth index of financial potential, growth index of material and technical potential, growth index of staff potential, growth index of marketing potential, growth index of information potential) and investment (index of growth of own investments, index of growth of attracted investments, index of growth of profit on own investments, index of growth of profit on attracted investments, index of sufficiency of investments) potentials. To determine the innovation and investment strategy for the development of tourism enterprises, a rating scale is developed for assessing the integral indicator of the intensity of the innovation strategy and the integrated indicator of the intensity of the investment strategy. Accordingly, innovation-investment strategies for the development of the tourism enterprises under study are identified. The objective of the article is to form a scientific and methodological approach to determining the hierarchy of local components of organizational and economic support of a logis­tic activity of a trading enterprise by the priority of their improvement. \u0000\u0000Methods. To obtain the results of the study, the following general and special methods are used in the work: analysis and synthesis, decomposition methods and methods of hierarchy analysis.\u0000\u0000Results. In this article the sequence of improvement of organizational and economic support of trading enterprise logistic activity is grounded. Given the cyclical nature of the management process and the importance of assessing the state of organizational and economic support as a precondition for managerial decision making, improving the organizational and economic sup­port of logistics activities is considered as one of the stages of managing it. Improvement of or­ganizational and economic support is implemented within the framework of a model of continuous improvement of the quality of trading enterprise activity on a systematic basis, taking into account the results and goals of logistics activities, as well as the actual status and possibilities of improv­ing the support subsystem in accordance with the practices of logistics improvement. According to this, a scientific and methodological approach to determining the hierarchy of local components of organizational and economic support of logistic activity of a trading enterprise is prioritized, with the priority of their improvement, which is presented in stages: evaluation of the organizational and economic support of logistic activity on the characteristics of its condition, efficiency and ef­fectiveness of logistic activity; identification of logistic processes on the importance of improving organizational and economic support; systematization of local components of organizational and economic support in the sequence of their improvement. The objective of the article is to investigate the methodological basis of application of forecasting models and methods in performing statistical assessment of economic risk, in particular, to assess the possibility of reducing systematic risk through forecasting planning of the enterprise and taking into account the semi-variance approach to risk calculation.\u0000\u0000\u0000\u0000Methods. The theoretical basis of the study is achievements of foreign and national scientists. To achieve this goal, the following research methods are used: analysis, synthesis, abstract-logical and comparative analysis to classify economic risks and methods of their assessment; dispersion- semi-variance analysis to determine the level of risk indicators of the volume of sold industrial products by the type of economic activity; regression analysis to build forecast models, to obtain future values of sales indicators for industrial products by type of economic activity and to clarify the risk level for the evaluated indicators.\u0000\u0000Results. The directions of risk classification and uncertainty are considered, the main approaches to the quantitative calculation of systematic economic risk are analyzed, semi-variance analysis and its advantages are determined. It is proposed to use the methods of moving averages and regression forecast modeling in determining the level of risk, which will more accurately take into account future values of uncertain indicators, and, consequently, will reduce the level of risk when planning the enterprise. In order to achieve the objectives of the study the following scientific methods are used in the work: systematic and comprehensive analysis, comparative methods (to highlight trends in the hotel infrastructure development in the regional tourist system of Donetsk economic region), computational and analytical (for calculation of Defert’s tourist function index of Donetsk economic region and the capacity utilization factor of collective accommodation facilities (CAF) of Donetsk economic region), graphic and tabular methods (for generalizing and organizing digital information, visualizing calculations and statistical material).\u0000\u0000Results. The analysis of the hotel infrastructure of the regional tourist system of Donetsk economic region for 2015-2019 on the basis of diagnostics of industry’s key performance indicators allow to identify key trends in its development, namely: 1) the constant reduction in the number of the CAF in Donetsk economic region, which leads to the conquest of the total number of places in the CAF; 2) reduction of the average capacity of the CAF as a whole in Donetsk economic region and Donetsk region, with its increase in Luhansk region; 3) wave-like fluctuations in the number of people who have been in the CAF with different intensities in Donetsk and Luhansk regions, which is caused by unstable demand for accommodation services; 4) negative dynamics of the average length of persons staying in the CAF in Donetsk economic region caused by a steady trend towards a decrease in the number of overnight stays in the CAF; 5) practical lack of tourist activity in =Donetsk economic region according to Defert’s tourist function index on M. The objective of the article is the evaluation of the strategy and management decisions of the European Union in the context of the 2020 pandemic, identification of the main advantages and disadvantages.\u0000\u0000Methods. The following general scientific methods and techniques of cognition are used in the research process: theoretical generalization and comparison, analysis and synthesis, induction and deduction, grouping, abstraction.\u0000\u0000Results. The study identifies the features of EU governance in the run-up to the pandemic (approval of the Strategic Agenda, which includes protection of citizens and freedoms, development of the economic base, creation of a greener, fairer and inclusive future, promotion of European interests and values in the world; UK with the EU; preparation of the EU budget), decisionmaking mechanisms by EU legislative and executive institutions are defined, namely by the European Council (setting priorities (limiting the spread of the virus, providing medical equipment and supplies, stimulating research, supporting economic measures, roadmap) recovery), approval of mechanisms for concerted action, adaptation of state aid rules, resolution of technical issues), by the European Commission (preparation of business support rules, formation of the First and Second investment packages, redistribution of the Fund jointly and severally (preparation of budget proposals), by the European Parliament (approval of packages of measures for the recovery of the EU economy, new approaches to the formation of health care and unemployment insurance systems, improvement of hospital infrastructure, etc.).
