{"title":"Hidden in Plain Sight: The Representation of Immigrants and Minorities in Political Science Textbooks","authors":"E. Research suggests political science textbooks lack diverse perspectives, but much of this literature has focused on American texts. Do these findings travel? My analysis of Canadian politics textbooks shows although there is considerable diversity content, immigrants and minorities rarely appear as key political actors and almost never in the context of Parliament, the judiciary, or bureaucracy; rather, most of their coverage is siloed in the textbooks’ diversity-specific chapters. Issues related to inequality are largely glossed over, and exclusion is presented as a historical artefact. The findings suggest students’ first introduction to Canadian politics is generic and quite narrow, with insufficient attention to immigrants’ and minorities’ political contributions and experiences. These portrayals may limit students’ understanding of diversity and produce scholars who are ill-equipped to address questions of marginalization and injustice in broader society.Résumé:Les manuels de science politique structurent la compréhension de la discipline chez les étudiants et les aiguillent sur les sujets les plus importants. Selon certaines études, les points de vue adoptés dans ces manuels ne seraient pas suffisamment diversifiés, mais ces critiques portent en grande partie sur les manuels américains. Ces observations sont-elles transposables ? L’analyse des manuels canadiens de science politique à laquelle se livre l’auteure révèle que, même si leur contenu est très riche sur le plan de la diversité, les immigrants et les minorités semblent rarement y apparaître comme des acteurs politiques clés, et presque jamais dans le contexte de l’exercice des pouvoirs parlementaires, judiciaires ou administratifs; ils sont plutôt essentiellement relégués aux chapitres des manuels précisément consacrés à la diversité. Les enjeux liés à l’inégalité sont en grande partie passés sous silence, et l’exclusion est présentée comme un artéfact historique. {"title":"Canadian-Born Soldiers in the Mexican-American War (1846–48): An Opportunity for Migration Studies","authors":"P. This is especially true in regard to the Canadian-born men who joined the forces of the republic during the Mexican War (1846–48). Newly retrieved data indicates that approximately 1,500 individuals from British North America enlisted—a fairly widespread survival strategy at a time when people from the Canadas and the Atlantic colonies were increasingly seeking opportunities abroad. Enlistment records tell us something of the economic backgrounds of the prospective soldiers and the ways in which the creation of a national market in the United States drew British subjects south of the border. Thus, they provide a valuable glimpse into an oft-overlooked aspect of Canadian and North American history prior to 1849.Résumé:Les documents d’enrôlement dans l’armée des États-Unis n’ont pas pour seule utilité de rendre compte des états de service militaire; ils peuvent apporter un certain éclairage sur des aspects par ailleurs obscurs de l’histoire de l’immigration américaine. C’est particulièrement le cas pour les Canadiens de naissance qui se sont enrôlés dans les forces républicaines au cours de la guerre américano-mexicaine (1846–1848). {"title":"Frontier Violence and Law and Order: Historical and Geographical Variance in the Great Plains of the North American West","authors":"Pierre M. Atlas","doi":"10.3138/IJCS.2018-0007","DOIUrl":"https://doi.org/10.3138/IJCS.2018-0007","url":null,"abstract":"Stark differences between the United States and Canada in the post-Civil War/ post-Confederation frontier West of the Great Plains and Prairies regarding the role of government, levels of interpersonal violence, and access to firearms (especially handguns) helped to shape the two countries’ divergent developmental paths. Utilizing the alternative approaches of Seymour Martin Lipset’s “origins thesis” and borderlands studies to structure its analysis, this article contrasts the frontier experiences of both countries in the nineteenth century concerning gun laws, violence, and the enforcement of law and order. Canada’s frontier West was demonstrably more orderly and peaceful than was the American frontier, yet the closer one came to the 49th parallel, the more rowdy and violence-prone were the Canadian towns and settlements. These rulings were very different, however: the Supreme Court of Canada upheld a constitutional right to assisted-suicide while the Supreme Court of the United States denied that any constitutional right exists. Looking ahead over the next quarter century, I expect that the most important impact on Canada's relations with the world will stem from geopolitical developments in the United States and Asia. Not only will demand for natural resources and commercial products from these two parts of the world exert an ineluctable influence over Canada's economic development, but so too will the fallout generated by the politics of China's rise and America's response to this new force. We might call this the shadow of geopolitics. As Canada attempts to diversify its economy away from an overreliance on the American market, rising Sino-American tensions will effectively shrink geopolitical space in the most important new market for Canadian trade and investment. The paradox is that as Canada is drawn into economic flows connected to Asia's political economy, it will also slide into the crosshairs of rising Sino-American geopolitical tensions. In other words, to the extent that Canada reduces its economic vulnerability to the United States, it will become more susceptible to geopolitical vulnerabilities in Asia. Ironically, over the next 25 years or so, economic diversification may well generate geopolitical vulnerability for Canada in its global relations.Résumé:Le Canada est depuis longtemps soumis aux puissantes forces concurrentes de la géopolitique et de la demande mondiale dont ses abondantes ressources naturelles font I 'objet. The complication is most profound in the case of those living in refugee camps in Africa. In addition, Canada's commitment toward peacekeeping—which it deems a solution for conflicts that are the leading cause of population displacement in the context of Africa—is fraught with complexities. This article reviews the complications underlying Ottawa's response to refugee issues from Africa, arguing that in the next 25 years, Ottawa can change its complicated relationship with Africa into a partnership aimed at providing a solution to the myriad refugee crises. Such a partnership will necessarily include contributing financial and technical support to refugee-hosting countries in Africa and returning to active participation in peacekeeping in Africa.Résumé:L'auteur tente de définir, à travers le prisme de la multipolaritéde l'économie politique mondiale (ÉPM), certaines des possibilités qui s'offriront au Canada dans 25 ans en ce qui a trait à ses engagements avec la Russie. {"title":"How Demographic Transition Can Help Predict Canada-US Trade Relations in 25 Years","authors":"M. It argues that this demographic profile can be known with reasonable certainty in 2017, allowing policy-makers to take actions today to prepare for that future. I argue that North American policy-makers can sow the seeds for a more prosperous economic future in 25 years by focusing now on the shared economic future they wish to build. I outline several ways in which renegotiations of the North American Free Trade Agreement can be used to prepare Canada and the US for the future economy, with an emphasis on Canada's comparative advantage in education. I also identify several sectors that could benefit from greater bilateral integration in order to protect and increase employment on both sides of the border in a future economy characterized by technology, automation, and services-based employment.Résumé:L'auteure s'emploie à prédire certains aspects de l'avenir des relations commerciales entre le Canada et les É tats-Unis en mettant l'accent sur les perspectives démographiques de nord-américaines dans 25 ans. Africa in the twenty-first century is no longer the continent emerging from colonial rule; it seeks new forms of relationships with international partners. The African Development Bank, for instance, has identified five priorities for inclusive growth on the continent. The challenges are huge, as is the potential for transformative change. But the conditions for international collaboration in achieving these goals have changed; African leaders are seeking new forms of associations and teamwork. Canada has an opportunity to \"come back\" differently if it can look beyond its narrow mining interests and become an active partner working with public authorities in need of new and bold international partnerships. Unfortunately, Trudeau's \"Canada is back\" campaign does not look set to change the status quo. {"title":"Canada and the US: Not Necessarily Listening but Tied by Necessity","authors":"Melissa Haussman","doi":"10.3138/IJCS.55.08","DOIUrl":"https://doi.org/10.3138/IJCS.55.08","url":null,"abstract":"Abstract:This article concerns the US half of the Canadian-US relationship in the medium future. Issues of focus include demographic and economic changes in the two countries and how the Trump presidential candidacy, aided in large part by consultant and former White House chief strategist Steve Bannon, tried to frame both negatively with respect to the US' history of a fairly open economy. Within the next 25 years, the United States, like most of the Organisation for Economic Co-operation and Development (OECD), will continue to have better job growth in the service industries than in manufacturing ones, necessitating an acknowledgement by both the public and private sectors that significant jobs retraining is necessary. In regard to Canada, this article argues that what is needed is more of a \"tweak\" to NAFTA, to recognize increased automation and include items like new computerized auto parts not covered in the original agreement, rather than a complete overhaul of the agreement. Canada and the US will still be talking to each other in 25 years' time.Résumé:L'auteure s'interroge sur la portion états-unienne des relations entre le Canada et les États-Unis, a moyen terme. I argue that demographic shifts in the Canadian population and changes in the Canadian political economy support such a shift, and by orienting ourselves to the Pacific, we will be completing our transformation from a former colony to an independent state, freed from the Eurocentric prejudices that accompanied our colonial founding.Résumé:En ce XXle siécle, force nous est de constater que le centre du pouvoir mondial se déplace de VAtlantique Nord vers VAsie-Pacifique. L'auteur se demande si le Canada s'adapte a cette transformation et quelles sont les mesures qu'il doit prendre pour s'y ajuster et s'assurer du maintien de son statut de puissance intermédiate centrale au milieu du XXIe siécle.
