However, conflicts generated by urban growth and environmental deterioration have raised questions about how we think and intervene in our cities, giving rise to a gradual shift in mobility paradigms. Today, pedestrian, and non-motorized mobility have reemerged as central topics for both public agendas and the intervention on urban space. This shift has brought into the debate a variety of reflections about spatial design and quality and the human experience of space. To demonstrate the importance of pedestrian environments as a key space for sustainable mobility practices and based on a methodological proposal developed as part of a master's work, this paper presents a design proposal applied to Bolívar corridor, between Calle 44 San Juan and Calle, in the center of Medellín. \u0000Keywords: Pedestrian environments, walkability, urban design, Medellín \u0000Topic: 3. Public space and urban project in the contemporary metropolis.\u0000 El auge de la movilidad vehicular durante el siglo XX significó el reemplazo progresivo de la movilidad peatonal y de una acción primaria del individuo: el caminar. Sin embargo, los conflictos generados por el crecimiento urbano y el deterioro ambiental han traído cuestionamientos acerca de las formas de pensar e intervenir nuestras ciudades dando lugar a una transformación gradual de paradigmas de movilidad. Hoy, la movilidad peatonal y la movilidad no motorizada se han vuelto temas recurrentes, tanto en agendas públicas como en la construcción del espacio urbano, visibilizando una importante variedad de reflexiones sobre el diseño, la calidad y la experiencia espacial. Para evidenciar la importancia de los entornos peatonales como espacio clave de las practicas cotidianas de movilidad sostenible y partir de una propuesta metodológica desarrollada como parte de un trabajo de maestría, esta ponencia presenta una propuesta de diseño aplicada al corredor Bolívar, entre calle 44 San Juan y Calle, en el centro de Medellín.  \u0000Palabras clave: Entornos peatonales, caminabilidad, diseño urbano, Medellín. \u0000Bloque temático: 3. However, very often, infrastructural interventions have resulted in a disconnection between transport facilities and the urban spaces where they are inserted, due to an excessive prioritization of commuting over pedestrian experience. This paper argues for a proposal in which the possibility of addressing this issue from an urban design approach centered on mobility and the mobile subject is illustrated. For this purpose, based on a literature review and an analysis of referents, a number of core aspects are introduced in order to advance some design criteria and strategies for creating high-quality urban mobility spaces. In particular, this paper presents a project in which these aspects, criteria and strategies are applied to a counterproject for the construction of Avenida 68 line in Bogota, where the main mass transit system (TransMilenio) is an example of the prioritization of efficiency in commuting over high-quality urban spaces.        \u0000Keywords: Transport Infrastructures, TransMilenio, Urban Mobility Spaces, Quality of Urban Spaces \u0000Topic: Public space and urban project in contemporary metropolis\u0000 La implementación de sistemas masivos de transporte como medios eficientes de desplazamiento ha logrado mejorar las condiciones de accesibilidad para miles de personas en áreas urbanas. Sin embargo, en muchos casos, las intervenciones físicas que requieren estos sistemas han generado una ruptura entre las infraestructuras de transporte y el espacio urbano en el que se insertan. Esta desarticulación, resultado de una excesiva priorización del desplazamiento, produce un deterioro en la calidad de la experiencia de los peatones. Este trabajo desarrolla una propuesta que muestra la posibilidad de aportar a la solución de este problema a través del diseño urbano y a partir de un enfoque centrado en la movilidad y la persona móvil. Para ello, se plantean una serie de aspectos fundamentales que surgen de la revisión de la literatura y del análisis de referentes, y que permiten llegar a estrategias y criterios de diseño para la creación de espacios urbanos de movilidad con calidad. The research has as spatial cutout the municipality of Fortaleza, Brazil. \u0000The hypothesis presented is that Information Modeling, as a support to Urban Planning, can assist to describe and predict the occurrence of this phenomenon in order to contribute to its mitigation. For the methodological construction of the system, the research investigates the operational dimensions that should be addressed by a possible indicator of gentrification. We considered it pertinent to compose a system with indicators and data that could account for the vulnerability of residents, proximity to opportunities, and pressure to develop. \u0000  \u0000Keywords: information modeling, gentrification, urban planning, urban indicators. \u0000Topic: territorial analysis and project.\u0000 Partindo do entendimento de que é preciso compreender um fenômeno para só então ser possível endereçá-lo, o presente trabalho busca apresentar a construção de um sistema de indicadores que possa sugerir um método de medição da propensão de uma área particular a sofrer processos de gentrificação, tendo como recorte espacial o município de Fortaleza, Brasil. A hipótese apresentada é a de que a Modelagem da Informação, como suporte ao Planejamento Urbano, pode ajudar a conceber dispositivos que possam descrever e prever a ocorrência desse fenômeno a fim de contribuir para sua mitigação. Para construção metodológica do sistema de indicadores, após o levantamento de estudos de caso e revisão de literatura, partiu-se para o direcionamento das dimensões operacionais cabíveis a um possível indicador de gentrificação no município. The project “Por aquí pasa un río” presented in the contest of ideas for the urban integration of the Guadalmedina river, 2012, proposes how to reverse this situation and make the “crack” of the Guadalmedina river become a civic axis and element of integration of the city. The analysis of the work allows us to explore an intervention methodology for the river spaces project, based on the simultaneous consideration of different scenarios, times and scale, and to corroborate the following hypothesis: the urban water land project must be approached through starting from strategies that at all times seek interscalarity, interdisciplinarity and good management of water resources. \u0000Keywords: river, Mediterranean cities, water, free space\u0000 El Guadalmedina (del árabe وادي المدينة wādī al-Madīna, « río de la ciudad ») hoy por hoy ha perdido su carácter y es en cambio un cauce seco que atraviesa canalizado la ciudad de Málaga ajeno a ella.  El proyecto “Por aquí pasa un río” presentado en el concurso de ideas para la integración urbana del río Guadalmedina, 2012, plantea cómo revertir esta situación y conseguir que la “grieta” del río Guadalmedina se convierta en eje cívico y elemento de integración de la ciudad. Changes in many extreme weather and climate events have been observed and linked with human influences, including an increase in extreme high sea levels and an increase in the number of heavy precipitation events. About 70 percent of the coastlines worldwide are projected to experience sea level change within 20 percent of the global mean. India, a developing country of global south and a major global contributor, is among the first ten countries in climate risk index. The country is witnessing average sea level rise of 1.7 mm/ year with rising sea projections in coastal cities. Further, India host a large percentage of urban population living in slums. Dharavi slum, Asia's biggest slum, located in the centre of Mumbai along the coast, host a population of more than a million in just 2.1 square kilometre. Slums are located at land which is usually unsuitable for formal development, being the low lying marshy areas along the river basins or coastal mangroves. As a direct cause, the physical location of the slums in developing world, makes them at a greater risk of flooding. Urban slums of metropolitan Mumbai, Kolkata and Surat in India, along with many others, are vulnerable to flooding. The present policy framework lack in providing for climate resilience and has thus compelled the slum dwellers to adapt to the risk of flooding with local community based measures involving public space retrofits. \u0000The paper assess these adaptation measures and strategies from different coastal urban slums in India and aims to create a theoretical framework of measures and elements. Case study analysis approach is used to generate for adaptation strategies and presented in the parameters (type – time – role – intent and scale of adaptation). Results showcases a framework of adaptive and mitigation measures pertinent to local participation and public space retrofits for coastal urban slums. It enables the generation of a typology, lexicon of measures and elements, a toolkit to face extreme floods. Community mobilization with public space retrofits open new possibilities for addressing future floods and in gaining resilience. \u0000Keywords: Adaptation, coping strategies, flood resilience in slums, public space retrofits.\u0000 El cambio climático y las catástrofes se están convirtiendo rápidamente en el reto más definitorio del siglo XXI como riesgo global. Visibilidad y desobediencia como supuestos de una vivienda digna para los desplazados en Colombia.","authors":"Claudio Varini","doi":"10.5821/siiu.10104","DOIUrl":"https://doi.org/10.5821/siiu.10104","url":null,"abstract":"In Colombia, the phenomenon of forced displacement from the territory of origin by ethnic minorities and inhabitants of rural areas is macroscopic; pressure by armed and economic actors, abandonment by institutional entities induces them to find refuge in no man's land. In the anonymity and informality of the extreme margins of large cities, this vulnerable population builds a primary refuge and seeks life opportunities on land without infrastructure or public services (DANE, 2015; UN_Habitat, 2016; UNHCR, 2019). In these slums there are precarious health conditions, low temperatures associated with cold winds, which generate different pathologies in their occupants. The settlement typology, based on terraces and vertical slopes, constitutes a further factor of seismic vulnerability and due to mass removal. The Tocaimita Oriental settlement (2900 m.a.s.l.) shows a complex reality of lucid awareness and determination, of community cohesion where the aims of having a “decent” home underlie the legalization of the settlements and their individual and group recognition. Forced displacement is necessary and always painful (Hannigan, O'Donnell, & O'Keeffe, 2016). In the last three decades, 36.2% of the Colombian population has left their identity territory for the largest cities in the country; in Bogotá alone there are approximately 1,393,140 people who live in the extreme urban periphery, in full illegality (UNHCR, 2017). The sad dream of this form of freedom implies leaving threats behind and satisfying needs that the very fact of staying alive demands (Shedlin, Decena, & Noboa H. & Betancourt, 2014). This is an extreme exercise of self-determination that entails abandonment, escape from conditions of hunger, pain, fear, need (Türk, 2017) in the face of death threats and extreme poverty (Centro Nacional de Memoria Histórica, 2015); the need to exist, the possibility of being able to decide in a constrained framework implies the loss of the social support base (Bobada, 2010), social, physical and economic vulnerability. Resettlement represents a new beginning with the expectation of finding housing, employment, health, education, public services (Braubach, 2011) however, the displaced, left to themselves, in turn abandon institutional rules; count on their own means and found extremely precarious illegal settlements waiting for institutional responses. Bogotá is chosen as a destination because it presents multidimensional poverty levels that are clearly lower than the rest of the country (DANE, 2017) and provides greater opportunities even in informality. In these, a different logic to the traditional compact block of the Latin American city was configured, with important interior public spaces, circulations and commercial plates that were dissociated from the street and vehicular traffic. These urban projects represent a way of densifying the city from which lessons for the future can be drawn. To this end, were analyzed theoretical productions and contemporary design strategies that eschew very deterministic and generalizing logics, thus admitting the possibility of characterizing cities as a system far-from-equilibrium. After characterizing such condition, some properties inherent to the complex nature of cities were defined, without very clear outlines. An indication – or arrangement - that makes possible to understand some alternatives of acting in the city, not in an imperative way, but recognizing its indeterminacies as project tools. They are:  Interactions, which operate and engender dynamics, establishing constructive relations of new realities; Becoming, as an expression of the creative force, the possibilities of multiple and mutual fecundations; and Entropy, which reveals our ability to recognize the possibilities of a system facing off unpredictability and new arrangements. \u0000Keywords: Complexity, Urban Design, Cities. \u0000 \u0000 O urbanista italiano Bernardo Secchi (1934-2014), em diversas ocasiões, enfatiza sua preocupação com a simplificação do funcionamento urbano própria do Movimento Moderno e levanta a necessidade sobre um novo olhar para a cidade contemporânea que, ao mesmo tempo, opera maiores níveis de abstração e de precisão (SECCHI, 2006). As questões que orientam essa pesquisa estão relacionadas às contribuições das teorias sobre Complexidade, que, assim como para as ciências exatas e biológicas, apresentam para o campo das sociais um importante ferramental para a revisão de paradigmas deterministas e que enriquece as concepções de fenômenos considerados caóticos ou aleatórios. Buscamos investigar com quais pressupostos a Complexidade opera, analisando abordagens mais flexíveis, produções teóricas e estratégias projetuais contemporâneas que escampam das lógicas muito deterministas e generalizantes, admitindo assim a possibilidade de caracterizar as cidades como um sistema que não tende ao equilíbrio. \u0000A noção de equilíbrio e a imagem da cidade-máquina e do planejamento controlador, desviaram o debate sobre as questões críticas essenciais e ajudou a manter a ilusão de um falso controle sobre a morfologia urbana e suas dinâmicas. A imagem de uma “boa” cidade – equilibrada – era, nessa ilusão, aquela que se apresentava homogênea, onde todas suas variações e diversidades pudessem ser controladas através, por exemplo, do zoneamento e da hipercodificação, ideia também refutada por Jane Jacobs em 1961. Com isso, a percepção de que o Planejamento Urbano deveria trabalhar buscando uma cidade estável e funcional começou a sobrecarregar não só sua teoria e prática, mas também a noção de que as cidades eram compreensíveis através de analogias com a ciência reducionista e as tecnologias industriais do passado. In this sense, the document analyzes the urban planning guidelines for the generation of public space associated with mass transit systems, based on what is set forth in public policy documents, and how these are concretized at the local pedestrian scale through the platform booklet, which is the document that condenses the design and implementation criteria, and is in turn, the common point of the public space and mobility master plans. Identifying the origins, characterizing, evaluating and discussing the evolution and modalities adopted by this current of urbanism in Bogotá, in two spatial areas, the old sector and the city as a whole, became of interest. Specifically, to discuss two types of relationship between these territories of the city was proposed: the first, in which a notable differentiation between the old sector and the rest of the urban area predominates, as if they were foreign realities despite having essential links; the second, characterized by functional relationships between the two areas, particularly in terms of the benefit for the speculative real estate market. This text discusses heritage and urban planning policies during the decades of the 1970s and 1980s, based on the expressed context.  \u0000  \u0000Keywords: Technocratic urbanism, heritage in a historical-artistic key, spatial social segregation. \u0000Thematic block: Theory and history of the city.\u0000 La investigación sostiene que durante las décadas de estudio desde 1940, la administración pública de Bogotá adoptó una sucesión ininterrumpida de planes de urbanismo y de conservación del patrimonio urbano, que desarrollaron diversas modalidades de una única vertiente de pensamiento, el urbanismo tecnocrático y conservador. Interesó identificar los orígenes, caracterizar, evaluar y discutir la evolución y modalidades adoptadas por esta vertiente del urbanismo en Bogotá, en dos ámbitos espaciales, el sector antiguo y la ciudad como un todo. Específicamente se propuso discutir dos tipos de relación entre estos territorios de la ciudad: el primero, en el que predomina una notable diferenciación entre el sector antiguo y el resto del área urbana, como si fueran realidades ajenas a pesar de tener vínculos esenciales; el segundo, caracterizado por relaciones de funcionalidad entre los dos ámbitos, particularmente en términos del beneficio para el mercado inmobiliario especulativo.
