The authors consider the mechanisms of the evolution of the army of Hellenistic Egypt and show the main directions of this process, its ideological justification – philosophical concepts that developed in the era of Hellenism. Rejecting the excessively strict classical assessments given to the military art of Hellenistic Egypt, the authors turn not only to historical but also to historical and philosophical argumentation. The conclusion is made about the sufficient effect of the army organization throughout the greater length of the history of the Ptolemaic state when the army acted as one of the main pillars of the Ptolemaic rule and a universal foreign policy tool. The decline of military affairs in Egypt, which occurred in the second half of the II – first half of the I century BC, was mainly caused by the changes that occurred in the system of international relations in the Mediterranean region and in the general crisis of the Ptolemaic dynasty and state. Despite all the shortcomings of the army of Egypt during the Hellenistic period, the army was one of the most stable institutions that slowed down the process of state collapse. They can potentially influence people’s opinions and behavior, relationships, and attitudes toward many issues. Thus, Mass Media play an important role in politics, from reviewing major political events to influencing an election campaign. The purpose of this article is to identify the nature and extent of the influence of the media on the formation of politics and the entire global political process. The authors of this article consider the evolution of the media and conceptual approaches to study; reveal their political and ideological orientation; analyze the concepts of “censorship”, “propaganda”, and “information warfare”; using the SWOT analysis, identify the strengths and weaknesses of the media activities, as well as their opportunities and potential threats; determine the positive and negative nature of the media’s impact and the role and prospects of media’s development in the political process. The scientific novelty of the work lies in the fact that this article is an attempt to comprehensively analyze the place and role of the media in the context of policy formation and implementation. One of the main tasks of the new university was the training of highly qualified specialists for the coal industry of Central Kazakhstan. Based on the study of historical and archival material, an attempt was made to reconstruct the main milestones in the formation and development of the Karaganda Mining (Polytechnic) Institute. The main source was the archival materials of fund 645 (Karaganda Polytechnic Institute) and fund 341 (Karaganda Mining College) of the State Archive of the Karaganda region, as well as documents of party and government bodies, documents of regional authorities (Central Kazakhstan), statistical data and memoirs of Academician of the National Academy of Sciences of the Republic of Kazakhstan A.S. Saginova. It was revealed that at the initial stage of the formation of the university, there were difficulties of material, technical,personnel, and organizational nature, but the Institute successfully coped with the tasks. Moreover, it managed to expand and transform in 1958 into the Polytechnic Institute. The historical reconstruction showed that the Karaganda Polytechnic Institute became a major technical university in the 1950–1960s for a whole range of faculties and specialties, which is of great importance not only for the development of the Central Kazakhstan region but also for the whole of Kazakhstan. A huge role in the transformation of the Karaganda Polytechnic Institute into the leading technical university of the republic belongs to the Rector Abylkas Saginovich Saginov, who for a long time (over 30 years) led this university. In recognition of his merits, on February 19, 2022, Karaganda Technical University (the successor to KPTI) was named after Academician A.S. One of them is a copy of Akzhan al-Mashani’s manuscript “Tabigat matbugat” ( طبيعة مطبوعة ), stored in the rare fund of the scientific library of the L.N. Gumilyov Eurasian National University. This manuscript was donated to the fund of the scientific library by the scientist pharabiologist-machanievist Dukenbayeva Zadash Orazgaliyevna. The pharabiologist scientist Akzhan al-Mashani, indicating in the book “Al-Farabi and Abai” the reason why this manuscript is called “Matbugat of Nature” justifies that nature is one of all beings, and matbugat is the place of printing orthe place of book printing. That is, the source of knowledge of man-nature. The pharabiologist-scientist Akzhan al-Mashani notes that by observing, exploring, testing, recognizing the legitimacy of nature, we can know the creation and Creator of the planet. This manuscript by Akzhan al-Mashani presents new scientific studies aimed at knowing the world of nature and reality, by combining the Quran, Abjad, and natural sciences into a single channel. This manuscript further proves that the pharabic scholar Akzhan al-Mashani is an encyclopedic scholar.
