The research paper used archival documents and interview materials that were first introduced into scientific circulation. Since the Soviet trade and supply system, which did not take into account demand, could not fully provide the common population with types of goods, the qualities of the “Soviet man” in everyday life always helped to find a way out of the difficult, and the solution of the problem was carried out in the system of institutional and beyond structures. The article takes into account the disadvantages and advantages of providing local differences between districts and types of goods, reflects changes in taste and innovations in human needs. Nomenclature with low interest and zeal for the cause in Soviet institutions, as in other fields of activity of the Soviet era, the most important thing is an ordinary “Soviet man” with the desire to satisfy his basic needs in a rigid state and ideological system are given by examples of rural areas. The primary sources of the habits formation, which in most life situations first give importance to informal contacts, are indicated by clear evidence. The paper defines the features of the development of fishing among the Ural and Orenburg Cossacks, shows the issues of organization and regulation of the issue of Cossack fishing in the Kazakh region. The study of fishing is in- teresting because this type of management is a valuable source on the economic everyday life of the Cossack estate, its social and industrial relations, ethnography, family and legal aspects. By considering the peculiarities of the fishing of the Kazakh Cossacks, it is also possible to trace their political, economic, social and eve- ryday contacts with representatives of other ethnic groups: Kazakhs, Bashkirs, Kalmyks, Tatars, Nogai. Chronologically, the study is outlined by the period of the XIX century, since it was at this time that the de- velopment of fishing became one of the leading directions in the economy of the Cossacks. The development of fishing was largely due to the fact that the Cossacks in Kazakhstan were allocated the best lands near rivers and lakes. On the other hand, there were subjective reasons, namely: in the period after the resettlement of Russian and Ukrainian peasants to the Kazakh steppes in the 60s of the XIX century, the demand for fish is growing. Therefore, fishing becomes profitable from the point of view of the ability of Cossacks to increase their well-being. At the same time, fishing is also widespread among the local population, as in the conditions of transformation of traditional economic relations in the region, nomadic cattle breeding is gradually declining under the influence of external economic factors. One such vulnerability leads to human trafficking. It simply makes a bad situation worse. Most cases of human traffick- ing are prevalent in areas that reel under abject poverty belonging to the most marginalised and vulnerable sections of the society. They remain confined at the tail end of the country’s socio-economic profile. People who get trafficked are mostly for purposes of labour, commercial sexual exploitation, organ trade and domes- tic servitude. The role of Community Participation and Institutions are significant in developing the vertical and the horizontal linkages. The policy strategies formed at the top meant for the vulnerable, will remain unfinished unless they reach the grassroots. Without the CSOs (Civil Society Organisations) this would be impossible. The dots need to be joined from the macro to the micro level. We have studied the works of leading French researchers from the second half of the XX century to the present. Historiography is considered by us as a special historical discipline that studies the history of the accumulation of historical knowledge, the methodology of the development and study of historical thought, the history of the creation of historical works and biographies of scientists, the history of scientific institutions, the organization of historical education and the dissemination of historical knowledge. The main purpose of writing the article was to familiarize researchers with the scientific environment, the modern reading community. The article provides a scientific analysis of the works of French researchers who wrote about the culture, traditions and religious beliefs of the Kazakhs in the period from the twentieth to the beginning of the twenty-first century. According to the theory and methodology of scientific research, the methods of historicism, objectivity, historical comparative analysis and historical consistency were mainly used. In the post-war years, French Sovietology proved its right to occupy a worthy place in world historiography, was in demand not only in Western countries, but also in the countries of the former Soviet Union. The greatest accuracy and depth of analysis were distinguished by the works of Helene Carrer D'ancosse, Alexander Bennigsen, Vincent Monteith, Alain Blum, Isabelle Ohayon, Marlene Laruelle. The organizational and legal bases of the formation of the children's contingent in the Gulag camps have been revealed and characterized. Organization, structure and location of children's institutions in Karlag were determined. The number, composition and movement of the children's contingent, the nature and content of food and material provision, housing and living conditions, as well as medical and sanitary care and child mortality were covered. The causes and scale of child mortality were evealed and characterized. The dynamics of the number of children's institutions in Karlage were demonstrated. Quantitative and qualitative parameters of children's nutrition and food allowance were considered. The extremely low level of material and technical supply and the weak arrangement of homes for babies, the lack of caregivers and the lack of medical and sanitary services were emphasized. A wise assessment of the character and content of the daily practice of the functioning of the child's home was given. The article analyzes the anti-crisis measures taken by national governments for the comprehensive recovery and development of regions, as well as the sustainability of economic growth in general. The consequences and prospects of regional development are considered, the difference in approaches to the implementation of anti-crisis measures in each of the Central Asian states is emphasized.
