The main factors influencing the growth of migration flows are substantiated, namely, such reasons as the military-political situation, the example of the conflict between Russia and Ukraine, which contributed to the growth of Ukrainian refugees in European countries, destructive migration policy, shortcomings in the foreign policy of the European Union, economic problems of neighboring states. The article indicates the positions and decisions of the EU foreign policy elite on the issue of complex migration.
