The study was conducted on the basis of the conceptual approach of one of the first researchers of the Holodomor, Vsevolod Golubnychy (1928–1977). It is substantiated that the main cause of the famine in Ukraine in 1932–1933 was the Soviet economic policy, which was aimed at the total monopolization of economic power, one of the mechanisms of which was collectivization. Having become part of a total state monopoly and the object of merciless exploitation by economic and non-economic methods, agriculture ceased to fulfill its main function – providing the population with food and saturating the commodity market. This caused a deformation of the market structure and an imbalance in the ratio of product demand and supply. Taking into account the fact that the main tool of collectivization was disinvestment, i.e. the liquidation (including physical) of the most efficient agricultural producers, it was concluded that the priority of Soviet policy was not the creation of an effective system of farming in the countryside, but the overcoming of public opposition the most an organized and independent stratum of agrarians, with the subordination of the rest of the Ukrainian peasantry to Bolshevik rule. The ineffective policy of collectivization caused a drop in productivity and led to a large-scale Holodomor, the negative economic consequence of the Holodomor was the physical destruction of a huge part of the able-bodied and hard-working population. Lutskiv","doi":"10.15407/ingedu2023.56.062","DOIUrl":"https://doi.org/10.15407/ingedu2023.56.062","url":null,"abstract":"The experience of the post-war reconstruction of the Western Balkans is relevant for Ukraine, in particular, both with regard to the structural features of the transformation of their economies, and with regard to the diversification of financial support instruments. In order to determine the possibilities of approving the experience of the post-war reconstruction of the countries of the Balkan region in Ukraine, the main losses and consequences of military actions for the economies of these countries have been characterized. As a result of the conducted research, the essence of approaches to the interpretation of the meaning of the concept of «post-war recovery» was revealed, its priorities, criteria and means of achievement were substantiated. Based on the analysis of the experience of the post-war reconstruction of these countries, a number of institutional changes that were implemented to strengthen the economic integration of the Balkan countries with the EU member states are highlighted, and the possibilities of diversifying the financial resources of international aid through program and grant support tools are characterized. The analysis of the economic losses of Bosnia and Herzegovina, Croatia and Serbia caused by the war made it possible to determine the traditional types of economic activity that constitute the economic specialization of these countries. The article summarizes the main directions of the use and distribution of donor funds and grant support funds, as well as analyzes the strategic documents developed by the authorities of these countries and international institutions to achieve post-war stabilization. On the basis of the analysis of the sectoral structure of the GDP of the Balkan countries, the peculiarities of their competitive positions in the European economic space, conclusions are formulated about the specifics of the dynamics of the post-war structural restructuring of the economies of these countries. The experience of the post-war recovery of the economies of the Balkan countries proved that the success of the post-war reconstruction is the result of a purposeful policy of structural reforms and consistent regulatory measures of the state to achieve the defined goals and priorities of the reconstruction. The purpose of the article is the historical and economic characterization of the process of the revival of European agriculture in the post-war period to determine the possibilities of extrapolation of this experience in the restoration of rural areas and agricultural production of Ukraine at the current stage. The research results in an analysis of key agrarian reforms, an exploration of the unique aspects of the economic policies of European governments in rejuvenating the agricultural sector, and a justification for the potential utilization of this foreign experience in modern Ukraine. The article presents a positive historical experience of successful practices and government measures in post-war agricultural recovery and rural community development, substantiating the relevance and possibilities of its implementation in Ukraine. It has been demonstrated that pivotal agrarian reforms laid the foundation for the establishment of an effective and productive farming industry, contributed to the overall market reorientation of agriculture, and facilitated its modernization through the adoption of mechanized equipment and advanced agricultural production methods. Borrowing and implementing contemporary local ecological, energy-efficient, social, and educational public initiatives holds promise for the development of rural areas in Ukraine and can be achieved through the synergy of international and domestic non-governmental organizations and local self-governing bodies. The Italian experience in equalizing regional disparities in economic development to achieve national integrity and unity is beneficial for Ukraine. The purpose of the study is a retrospective generalization of the results of a critical and comparative analysis by domestic economists of the specified period of alternative property reform programs in the aspect of their theoretical validity and predictive expectations of socio-economic consequences. The results of a critical review by domestic scientists of the Marxist concept of property as a justification for the need for full socialization of the means of production are presented, in particular, the insufficiency of the labor theory of value for the economic justification of the ownership of the working class over the entire social product and the unsuitability of the Marxist theory of the capitalist system development for proving the historical necessity of liquidating a system based on private property. Scientific discussions surrounding various projects of land nationalization as a partial socialization of the means of production are analyzed. It was revealed that the majority of scientists refuted the accusations of private ownership of land and the landowner's right to land rent as insufficient moral justification and considered it inappropriate to carry out land nationalization in any form. The development of the concept of multifaceted forms of ownership as the basis for the effective functioning of the market economy in Ukrainian science is highlighted. The prerequisites, institutional mechanisms, and performance results of the Special Survey Committee (SSC) of the Ministry of Foreign Affairs of Japan are comprehensively analyzed; its impact on the post-war reconstruction and the phenomenally successful modernization of the Japanese economy in the context of Ukraine’s post-war reconstruction tasks is assessed. For this purpose, the abstract-logical, empirical-historical, interdisciplinary methods are used, and the tools of political economy and modernization theory are applied. It is concluded that the SSC has become the intellectual, personnel and program «assembly point» for the entire further process of Japan’s national reconstruction. Thus, the SSC provided the Japanese government with a systemic vision of the country's place in the postwar world, in the latter’s economic and financial system as well as of national landmarks, priorities, and postwar reconstruction mechanisms. Despite the powerful influence of military-security and geopolitical factors, it took a very high level of mobilization, patriotism, and social responsibility of the Japanese national elite to convince the Allied Powers of the need to make heavy industrialization based on advanced technologies the basis of Japan's postwar recovery. The SSC’s experience testifies that in every successful case of national post-war reconstruction, one should find and define the key conceptual and institutional initiative that launched the recovery process – not necessarily materially, but at least in conceptual and political-volitional terms, as every large-scale and successful (re)construction begins with the development and approval of the relevant project. The features of using emission, tax and credit instruments to ensure the financial capacity to cover the growing military needs of the Russian Empire and its allies during the First World War have been analyzed. The specifics of the financial policy of the imperial government during the initial years of the war, reflecting contemporary ideas about state intervention in economic life, are characterized. On the one hand, there was extensive issuance of credit notes to fund war needs, leading to the spread of inflationary processes. On the other hand, the authorities sought, through coercion, to curb price increases. It is argued that the absence of a long-term transformation program in the financial sphere after the onset of the war forced the government to resort to excessive expansion of the emission activities of the State Bank, gradually reducing the gold backing of the ruble, resulting in the proliferation of inflationary processes and negatively impacting economic development. The policy in the field of state credit, actively applied to finance war expenditures, is characterized. Zlupko synergetic system of multifaceted areas of research that have contributed to the development of modern Ukrainian economic thought and its history. It is determined that S.M. Zlupko's thorough scientific works concerned the development of economy of Ukraine, the use of a cybernetic approach to clarifying employment and labor market problems, economic frankiana's, substantiation and creation of a new topical science - ecohomology, theoretical and applied aspects of regionology, economic culture and culture of national dignity through spirituality, moral and ethical values. The scientific methods of comparison, induction and deduction, historical and logical analysis in the process of writing the article are used. It is substantiated that the scientific work of Professor S.M. Zlupko, which remains still insufficiently studied and popularized, is a signpost to ensure the future revival and balanced development of the national economy of Ukraine. The main postulates of modern economic thought are identified, relating to: the study of quantitative and qualitative economic and social relationships based on the use of flexible models; identification of directions for solving the problems of sustainable development by creating a thrifty society; dependence of competitiveness and economic security of territories on completeness and reliability of information, knowledge, creativity of mankind. The coevolution of innovative directions of scientific researches of Professor S.M. Zlupko and the newest domestic and world economic concepts is analyzed. It is argued that the works of S.M. Zlupko form the worldview and economic culture of national dignity. Both in the active phase of the war and in the post-war reconstruction period, keeping the Ukrainian economy afloat and its gradual recovery is impossible without further integration into the international market and intensive economic cooperation, which actualizes the role of foreign trade policy. Because of this, it is necessary to refer to positive historical practice in identifying the most optimal measures and instruments of state influence in foreign economic relations. The purpose of the research is to justify the role of foreign trade policy as an instrument for the post-war reconstruction of the European economies included in the Marshall Plan. The theoretical basis of the conducted research is both the classical concepts of foreign trade interaction and the theory of new economic thought. The methodological basis is systemic, problem-logical, comparative, and statistical analyses. The features of the post-war economic development of the countries included in the Marshall Plan were revealed. It was determined the formation of high food, industrial, and technical dependence on imports, a low level of national production and exports, negative trade and payment balances, financial and currency destabilization, etc. It was revealed that direct government support for national production and foreign trade policy, implemented through customs and tariff concessions and non-tariff instruments (state purchases, subsidizing production and exports, currency devaluation, the system of bilateral trade agreements, etc.) played an important role in the post-war economic transformation of European countries. It is justified expedience using ecohomology paradigm in making new financial mechanism development of the national entrepreneurship at the conditions of adaption factories to the realities of war. It is proved the necessity of consideration ecohomology aspects development of labour potential at the conditions modern threats of the national-culture identity Ukrainians. It is highlighted the authors vision using human-oriented ecohomology access to harmony development society in development new mechanisms regional management and local municipality. It is outlined processes restoration Ukraine after war at the bases of strategy European green course and the importance of consideration justified by Stepan Zlupko innovative ecohomology principles sustainable development as scientific bases of forming nooethic paradigm thought. It is suggested to rethink at the conditions of modern challenges and dangers of the Ukrainian identity significance of ecohomology researches by Professor Stepan Zlupko for postwar reconstruction and sustainable innovative development of Ukraine. The study was carried out on the basis of a comparison of the effectiveness and role of the management measures of the occupation authorities, the mechanisms of the Marshall Plan and the economic reforms of the German government in the restoration and further economic rise of Germany. This question is considered in the context of the study of the mutual influence of antagonistic economic doctrines (planning-directive and neoliberal) and a comparative analysis of the doctrinal approaches of the occupation authorities and the national government, which determined the configuration of their interaction and the leading mechanisms of post-war reconstruction in Germany. The article shows that despite large-scale American financial and organizational assistance within the Marshall Plan, the framework conditions for successful transformations were laid by the effective policy of the German government, which was directed at ensuring national interests and realizing the competitive advantages of national production. It was determined that the institutional basis of the economic reforms of the German government of K. Adenauer was the liberalization of the economy and the development of the model of the social market economy, the initiator of the implementation of which was the Minister of National Economy, and later the Chancellor of the Federal Republic of Germany L. Erhard. One of the basic components of economic liberalization reforms was the large-scale deregulation of business, which provided for the removal of most blocking regulations and the creation of stimulating norms for the development of private entrepreneurship, in particular, the liberalization of tax and credit instruments. The strategic direction of the government's reform policy was determined to be the modernization of the national economy, which included support for the development of strategically important industries and renewal of industrial production.
