The integration of public services in Batu City is formulated into the Integrated Public Service (Public Service Mall). This research is preliminary, meaning that researchers wanted to identify potential public services developed in Batu City. Furthermore, the discussion of the initial framework focused on three aspects, namely institutional, management, and human resource management. This research used a mixed-methods approach. Furthermore, data collection was carried out through questionnaires, semi-structured interviews, focus group discussions, and literature studies. The results uncovered that the integration of public services in Batu City has the potential to be developed through Public Service Mall. The strategic placement of Public Service Mall locations is also needed to provide affordability for the community. Public Service Mall can also expand the types of services from 118-130 to 130-140. From an institutional perspective, Public Service Mall remains under the Batu City One-Stop Integrated Service and Investment Service (DPMPTSP) supervision by coordinating with technical agencies from the public and private sectors. Then, in terms of management, the implementation of the Public Service Mall requires physical and network infrastructure in the service process. This paper describes a meta-analysis on policy inequality regarding public transportation. Meta-analysis and Computer Assisted Qualitative Data Software (CAQDAS) were utilized to evaluate the inequality of public transportation policy for conventional transportation. Scopus search engine was also used to identify broad literature on a particular policy regulation in Indonesia between 2010 and 2021. Then, this study employed online news related to the conflict between conventional and online transportation. The result disclosed a policy inequality between online and conventional transportation based on the social movement on online media. Thus, the government has to implement a strict policy applicable to transportation. The words “protest”, “regulation,” and “police” were also seen clearly on the issue. In addition, the protesters, comprised of drivers from Uber, Grabcar, and Go-Car, said that Transportation Ministry Regulation No 32/2016 would disadvantage them because it is too difficult to comply with the requirements. Hence, the government can decide on self-regulation to design a policy for online transportation. The purpose of this study is to analyze capacity building in the Department of Women's Empowerment, Child Protection, Population Control and Family Planning, Bintan Regency. The research method used a qualitative approach by reviewing secondary data in the 2020 Government Agency Performance Accountability Report (LAKIP) and other documents which were then analyzed in-depth using the concept of institutional capacity building as a form of evaluating organizational performance in the future in reform bureaucracy. The results show that institutional capacity building in the Department of Women's Empowerment, Child Protection, Population Control, and Family Planning in Bintan Regency has to support and inhibiting factors during the COVID-19 pandemic. it focuses on regulations and rules during a world health emergency that makes the government system not in a normal condition so that these inhibiting factors cannot be guaranteed to disappear. It is qualitative research by applying multiple cases of three cities in Southeast Asian countries, i.e., Indonesia, Malaysia, and Thailand. For data gathering, it takes relevant sources of News channels, whether in English or local languages of those countries. The finding demonstrates that Indonesia, Malaysia, and Thailand can adopt all principles of good governance in addressing the COVID-19 pandemic situation. Nevertheless, each country has its determinant factor of the successful strategy in handling a such situation. Indonesia is more excellent in the implementation of transparency, Malaysia has a well performance in the operation of participation, while Thailand is more successful in the application of accountability. These depict that each state has a typical strategy in coping with this global pandemic situation. The purpose of this study is to analyze and evaluate the implementation of cash social assistance policies during the COVID-19 pandemic, analyze the factors that hinder the successful implementation of cash social assistance policies during the COVID-19 pandemic, and analyze the factors that support the social assistance policies during the COVID-19 pandemic. The research method used was descriptive qualitative. Informants in this study were bureaucrats, policy implementers, and the community as beneficiaries. This study found non-compliance with policy implementers in the standard and policy targets by deliberately violating them for certain benefits. Factors inhibiting cash assistance policy implementation include ineffective and inefficient policy output to target intended beneficiaries, lack of recipient’s name in the Integrated Social Welfare Data (DTKS), inaccurate redistribution of social assistance benefits, and inappropriate use of social assistance funds to purchase non-basic needs. However, there are only a few studies to evaluate this program. To fill the research gap, the researchers seek to implement the regulation by investigating policy effectiveness factors. The ultimate purpose of this paper is to illuminate what factors affect the policy. The researchers studied the implementation of paid plastic bags in Depok City, West Java, Indonesia, by employing a survey to achieve the objective. One hundred and thirty-four respondents had participated in this research and shared their responses on the policy. A partial least square structural equation modeling (PLS-SEM) was applied to analyze the data. The results showed three factors contributed to policy implementation: knowledge, awareness, and compliance. The current research extends Grindle’s theory by examining individual determinants as predictors of policy implementation. Therefore, this study aims to fill this gap by exploring the local government’s workings and the agencies. This study used narrative qualitative research with the main data source from interviews with the Ogan Ilir Regency COVID-19 Task Force for the Acceleration of Response. This study found that government agencies have not accomplished at the action level despite having a common goal as a condition of coordination. This article explores the strategy to manage the disaster and budgetary mechanism currently underpinned by the rationalist principle. However, during the dynamic situation and high degree of uncertainty, the effectiveness and efficiency of the rationalist principle remain questionable. It has been supported by a set of notorious consequences of the disaster that the government has undertaken in recent years. Therefore, by using a qualitative approach, this article aims to seek the performance's description and shortcomings of current strategy based on theoretical analysis and literature study. The findings illustrate the vague mechanism, particularly local disaster strategy, political decision-making, and flexibility of reimbursement mechanisms. This research applies the document analysis method; data obtained from public documents from government, universities, magazines, and newspapers. Normatively, the university conferred the Doctor Honoris Causa to individuals with outstanding service or work and contributed to science, technology, culture, humanity, and society. The study reveals that the Indonesian authorities have issued three amended regulations regarding honorary doctorates between 2000-2020. This policy provides increased flexibility to universities in determining the awarding of honorary degrees compared to previous regulations. This research has uncovered an evolutionary trajectory of shifting away from awarding the honorary doctorates to the academic community towards non-academic and even political circles and public officials. Such a policy or practice invites criticisms that this signifies an exchange of interests between campus leaders and the power establishment in Indonesia. As with the simultaneous regional elections in Indonesia in general, there are still problems related to the practice of vote buying, network of winning teams and strong patronage. This is a determining factor in a candidate's victory, even though he was once labeled a prisoner. We observed a phenomenon in the Pilkada of Palangka Raya City; that having high popularity and strong political clientelism cannot help a person that is labeled an ex-prisoner to attain victory. Our study is complemented by a case study approach with a holistic analysis method. We observed and interviewed key informants in order to obtain some data related to the theme. Results show that the ability of the winning candidate’s team to frame and counter frame the candidate as an ex-prisoner who gives cash to former fellow inmates, succeeded in helping the other candidate to win the Pilkada in the Palangka Raya City. We found that the implementation of the frame and counter frame theories was successful in the Pilkada context. This method of framing and counter framing is very effective in producing regional leaders with integrity and clean records and in instilling rationality in voters to reject corrupt leaders.
