Through their authority, the state is required to provide excellent service, in order to respond to public demands which gets increasingly complex. Ideally,  high-quality public services should not only be given to people in the urban areas, but also towards marginalized people, including isolated indigenous communities. This study intends to determine the extent of the quality of the public services provided to the Tengger Tribe community in Probolinggo Regency, East Java. The research is conducted in Ranupane Village, Probolinggo Regency. And the research method used is qualitative method, with the techniques for collecting data are interviews, observation and documentation. Results showed that the quality of healthcare services for the people of Tengger Tribe was not optimal. The influential factors are local culture, geographical location, infrastructure and the quality of government official resources. This study applies qualitative descriptive method in which it is a series of procedures used in solving the problems being investigated by describing the state of research objects at present time based on existing facts. The data sources used are primary and secondary data. While the technique of data collections are observation, document interview and secondary data aid. The results show that the causes of land dispute between Gamsungi and Tosoa villages due to: a). The arrival of ex-refugees from Lata-lata village in South Halmahera regency, b). Land expropriation and/ or land disposal by ex-refugees of Lata-lata village to the agricultural field of Gamsungi villagers, and c). Felling of plants in the agricultural field of Gamsungi villagers done by Lata-lata refugees. Therefore, the mechanism or way of settling land disputes between these two villages is through negotiation (consensus). The purpose of this study is to investigate the possibility of an indication of abuse of discretionary funds in the APBD. This study use d an interactive analysis model using three stages, namely; data condensation, presentation of concluding data , and verification. The results of this study indicate d that the allocation of regional expenditures on grants and sosial assistance that car ried out regional head election (Pemilukada) with the incumbent candidates is greater than before the election, which means there was the use of incumbent discretionary funds for their political interests. The allocation of regional discretionary funds that carri ed out the election with incumbent candidates was greater than the regions that do not implement the election . I ncreased of discretionary funds continue to occur despite the unhealthy / deficit regional financial condition. It c oupled with the findings of the allocation of expenditure of goods distributed through 100 SKPD of Rp. 504,938,020,140,34 to the public. In ensuring all inclusive governance, the government has instituted a system which aims at bringing together various actors at all levels of government. However, little is known about the challenges involved in such multi-level and multi-actor system. In order to open this ‘black box’, we explored the views of those involved at the district levels to understand the challenges that are associated with this system of governance. We used face-to-face interviews and document review. The study area was Bosumtwi District and the sample size was 25 stakeholders. Data were recorded and later analysed. The findings of the study revealed some challenges which include: working with different set of stakeholders with incompatible interests and divergent goals; the existence of power differentials; limited opportunities for various stakeholders at lower levels to make independent decisions and finally, the problem of coordinated action .
