One of them was in West Sulawesi, which was issued by three clans, the Manggranian Clan, the Mengga Clan, and the Masdar Clan. At present, the competition between the Mengga Clan and the Masdar Clan continues. Several political contestations in West Sulawesi have followed by-elections, both governor and regent elections. In the 2012 gubernatorial election, the Masdar Clan was defeated by Aladin S. Mengga (the Mengga Clan) and in the 2017 gubernatorial election, the Masdar Clan could win his victory. This article discusses the role of the Masdar clan socio-political capital in political marketing strategies using qualitative research methods, this study shows the socio-political capital used by the Masdar Clan is related effectively in political marketing activities. Social capital consists of bureaucracy, public trust and characterization carried out in activities through marketing. Political capital in the form of political party support/coalition, representative pairs, political experience, and successful team support is carried out in push marketing and pull marketing activities. Overall, socio-political capital is capital that is superior to the Masdar Clan. However, if examined closely, then social capital \"figure\" is the most decisive, the capital can make another capital.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"24 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-28","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"114190378","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Then, regional readiness in conducting institutional arrangements, so that the downsizing and fattening of the organization has an impact on the renewal of the organizational structure and renewal of field affairs which ultimately the organization can increase/decrease. The object of the research used was organizational restructuring in Dharmasraya Regency. This study uses the theory of Robbins (1994) which describes the related work, departmentalization, chain of command, range of control, centralization and decentralization and formalization. To find out the factors that influence organizational restructuring, researchers use indicators of formal rule approaches, performance evaluations, political processes, and human resources and apparatus. This study uses descriptive qualitative methods. Data collection techniques are carried out by direct interviews, indirect interviews and interpretation analysis of document documentation, reports, and other supporting documents. The results of this study are that the restructuring process of regional apparatus organizations in the Dharmasraya Regency is still largely supported by financial and budgetary factors, human resource factors or regional government apparatus, legislation factors, and political factors. In this study it can be concluded that the Dharmasraya District Government is still weak in the level of delegation of authority, the organization is still very poor in structure, and fattening is too large. Therefore, the factors that greatly influence the process of restructuring the regional apparatus organization in the Dharmasraya District Government are political interests and their implementation is political in nature.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"45 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-26","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130405318","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This was intending to assess the adequacy of road transport reform in Nigeria. The study employed both primary and secondary data. This study employed a stratified sampling technique for the choice of civil servants who are at directorate cadre with a total population of 35 in the Federal Ministry of Transport, Federal Ministry of Works and Federal Road Maintenance Agency. For interview administration, a purposive sampling technique was used to select the sample size of (FMW 3; FMT 2; FERMA 1) 6 Directors which constituted 17.1% who are the custodian of road transport policy. Observation of road infrastructures and office equipment was carried out. The secondary sources of information that were employed included relevant official publications and records from the Federal Ministry of Transport, Federal Ministry of Works and Federal Road Maintenance Agency who are a major player in road transport; journal articles, periodicals, and internet sources. Data collected through the use of the in-depth interview from the Directors of the two ministries and agency were analyzed using descriptive statistics such as percentages, tables, and frequency distribution and graphs. The results revealed that the road transport system reform in Nigeria was structurally deficient as it did not address all social classes especially the physically challenged and the elderly among others. The study concluded that as a result of hindrances associated with road transport reform the expected road infrastructure expansion and facilities upgrade through the reform recorded a partial success.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-10-10","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"130090060","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

The open selection is the process of filling in a position by opening a selection to all those who have the competency or ability determined to fill a certain position. This study is aims to analyze the open selection for echelon II Officials both in Yogyakarta Province which is Sleman Regency. The method that used in this study is a qualitative approach which did the depth interview with several stakeholders that involved. The result of this study are the selection mechanism conducted in Sleman Regency in 2017 lasts 2 times and all of them have referred to the applicable regulations and most importantly have implemented a merit system. In the selection implementation the position was carried out by a selection committee formed based on recommendations from KASN (Commission Of The State Civil Apparatus). The involvement of political officials in this case the regent in the open selection process only exists after the selection committee has issued 3 names that have passed. However, the involvement of political officials is positive because it considers the results of the selection. This is also because the Regent will cooperate with one of the 3 names to realize the vision and mission that has been set. Recently the center of attention is the exotarium or mini zoo Jogja. Jogja Exotarioum or mini zoo and education center is an educational tourism park that displays knowledge about animals. Jogja exotarium offers a variety of animal rides equipped with various facilities, such as children's swimming pools, fishing ponds, children's tubing, fisheries education, livestock education, agricultural education, outbound training to cafe and restaurant and spot selfi for visitors. The method used in this study is a qualitative method in which one of the research procedures that produces descriptive data in the form of speech or writing and the behavior of the people observed. Data collection techniques carried out are by way of in-depth interviews with each of the stakeholders, namely the government, the private sector and the community. Besides this, it is also supported by secondary data such as regulations, journals, books, and others. The results of this study indicate that the role of each stakeholder in the management of Jogja Exotarium education tours in Sleman Regency is the government as a control over education tourism management, the community as employees, and the private sector as the tourism manager. The process of collaborative governance in the management of educational tourism with 5 indicators used to measure collaborative governance is good, but the collaborative level carried out is still the beginning, which means harming the government, because the government has not been able to interfere too far in managing the tourism. Even if you have shared the risk and there is government involvement in implementation, it will benefit the government.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"65 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"129828392","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Finding New Public Management is applied not only in countries with high levels of prosperity but also applied in countries with levels similar to the conditions in Indonesia. Apart from deficiencies in the implementation of regional autonomy, the application of NPM in the management of local government in Indonesia has a positive impact on several matters, more trapped performance of accountability of government institutions and moratorium and early retirement policies for civil servants who do not qualify as an effort to improve efficiency and the productivity performance of local governments, which in turn will improve the quality of public services. The creation of partnerships between the public and private sectors or public-private partnership (PPP) has now become a standard concept in the local government environment. The concept of Trans BRT, Bandar Lampung BRT as the first in Indonesia to operate without government subsidies is a new thing in Indonesia. The strong desire and passion of the City of Bandar Lampung and transportation stakeholders in Bandar Lampung to create convenient urban transportation.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"1 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"123936037","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In the entire world, women are represented in government in poor ratio to their entire populace. A component of representative democracy is that irrespective of gender, all people have equal prospects to partake in the political arena. In elective points, better representation of women of power is a matter of fairness and parity. Yet, representation of women in many parliaments is often limited. Democracy cannot embellish without a rational representation of women in the parliament, which is the most influential organization of democratic states. The analytical structure of this study undertakes that the presence of women in parliament does not inevitably turn into the functional picture rather it is a result of organizational, sociological and institutional facets. This has failed to make an effective impact on the representation of women in Parliament in a particular political situation. Therefore, the issues that impede or enable women’s representation in elective points differ with the issue of socioeconomic progress, culture and the form of political arrangement. The author has taken a modest endeavor to disclose about the significant matters linked to women’s poor representation in Bangladesh Parliament.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"340 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-21","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122752197","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This has led to a series of disappointing legal attempts to better the underdeveloped Muslim region through the failed experiment of decentralizing financial resources and political power. In light of this, the paper aimed to analyze the system-rooted social closure that the case of the Autonomous Region of Muslim Mindanao reflects. It is analyzed in the lens of the systematic exclusion apparent in the compiled statistical data from the Philippine Statistical Authority and other scholars. Also, social closure is analyzed by looking into the usurpationary activities undertaken by Moro armed groups to gain access from resources; political and economic. The paper is a qualitative explanatory study which provides an analytical lens to the secondary data gathered from government websites of the Philippines and from scholarly reports and published studies. It was confirmed in the study that the Moro People are socially excluded and some are supporting if not affiliated to the Armed groups fighting the government for a better autonomous region, some even for an independent state for the Moro nation.","PeriodicalId":240590,"journal":{"name":"Journal of Governance and Public Policy","volume":"72 1","pages":"0"},"PeriodicalIF":0.0,"publicationDate":"2019-07-18","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"122310979","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":0,"RegionCategory":"","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
