One of the magic cards that are very popular during the COVID-19 pandemic is the Prakerja card. The purpose of this paper is to analyze the process of implementing the Grindle theory (2017) involving interest actors. The research method was carried out qualitatively by using secondary data which was analyzed in depth. The results show that the grindle theory includes Content of Policy and Content of Implementation in the social protection policy implementation process of the Prakerja card program, there are problems and are difficult to implement properly by the implementers, this causes the real purpose of social protection policies has not shown the impact on community welfare during the COVID -19 pandemic compared to other social protection policy programs on target. in addition, the actors of the Prakerja card program have different interests and goals from both the implementor and the recipient side. The proportion of workers with worker/employee status has decreased while the status of self-employed has increased. The increasing percentage of self-employed people indicates that the interest in entrepreneurship in the population of DKI Jakarta has increased, in line with the intense socialization of the Integrated Entrepreneurship Development program that began with a community movement called OK OCE. The purpose of this study is to analyze the quality of Integrated Entrepreneurship Development services in the Cooperative Micro Small Medium Enterprises (CMSME) Implementing Unit in Jatinegara District and determine what factors affect the quality of Integrated Entrepreneurship Development services. This research uses a descriptive method with a qualitative approach, this research was conducted by observation, interview, and documentation techniques. The theory used in this study is the theory of Zeithaml (1990) with 5 indicators of service quality measurement, namely tangible dimensions, reliability, responsiveness, assurance, and empathy. Every dimension has indicators to measure service quality. In this study, triangulation was used to check the validity of the research data. This study will use the E-Readiness approach to measure government preparedness. The four indicators of the E-Readiness model are Policy, infrastructure, financial resources, and human resources. This research uses a qualitative approach. The findings show the Yogyakarta City Information and Bath Communication Office is ready in the implementation process in developing the concept of the smart city through the Jogja Smart service application. Policy readiness can be seen from the availability of the legal basis stated in Yogyakarta Mayor Regulation No. 15 of 2015 concerning e-Government and the decision of the mayor of Yogyakarta number 373 regarding the application of Jogja smart services related to the position, duties, and functions of technical managers. From the aspect of the development of Jogja Smart Service application infrastructure, it is ready to implement the application of Jogja smart service. It is intended that the infrastructure has been available from previous years. Overall readiness of musty budget resources can be seen from a very significant budget allocation from year to year where the application of these funds comes from the budget, and there is no allocation of funds from the private sector. It can be denied that the Medan Municipality Youth and Sports Agency has not yet implemented Law No. 40 of 2009 concerning optimal youth, especially in terms of giving attention to youth organizations in developing and empowering youth in their communities. This study also found Law No. 40 of 2009 concerning Youth has not yet got a place in the Department of Youth and Sports (Dispora) Medan as a leading and strategic leader, in the development of youth development in Medan. Nigeria has the largest population of any African country and as such, anything which may threaten its unity must be a concern to any discern mind of any black race. To be able to come up with what could serve as catalyst of unity, this paper considered the struggle for independence which made Nigerian to see themselves not as Hausas, Igbos, or Yorubas, but as Nigerians in a common struggle against their colonial rulers and such unity the country had during the election that would have made Chief M.K.O. Abiola the president of Nigeria, but truncated. It was discovered that love for the country and the person was the key in the observed unity. But Citarum today is faced with acute pollution which results in huge losses to health, economic, social, ecosystem, and environmental resources. This study will discuss how the government deals with SDGs 2030 by cleaning the Citarum River. In the future, it is normal that with government projects to clean up the waterway, the Citarum river is expected to be the cleanest river and can be used as much as possible. This study uses a literature review study with the focus of the study on how the government's role in solving the problem of water pollution in the Citarum river, then also focuses on how the government implements Citarum river cleaning programs. Government programs to clean up the Citarum river are considered good, but not yet optimal. Because until now there is still a recalcitrant industry that often dumps waste into the River Basin. Water pollution that occurs in the Citarum River ought to be of sure worry to the Indonesia government, particularly in West Java. By the several programs, neutral policies that protect the environment, and strict supervision it will be useful and works. This is partly due to limited access to employment opportunities. Special Region of Yogyakarta through Regional Regulation Number 4 of 2012 has made serious efforts to protect and fulfill the rights of persons with disabilities, particularly in the field of work. However, the employment of persons with disabilities in the formal sector is still low. Evidently, the results of monitoring the Special Region of Yogyakarta’s Manpower and Transmigration Office in 2016, only 24 of 325 companies that have employed persons with disabilities. Therefore, this study aims to examine the Yogyakarta Special Region government program in facilitating employment opportunities for persons with disabilities. Special Region of Yogyakarta’s Social Service through the activities of the Mobile Social Services Unit; providing motivation and strengthening social mentality; skills guidance; Training in Loka Bina Karya; Job Learning Practices; and some capital activities have been carried out to prepare workers with disabilities. However, skills training is considered to be traditional in nature and only trains basic-level abilities. Thus, the competencies of persons with disabilities do not match the qualifications required by the company. In addition, the unavailability of accessibility is also the reason companies have not employed workers with disabilities. Furthermore, the Department of Manpower and Transmigration Special Region of Yogyakarta conducts disability-friendly labor market activities in collaboration with non-governmental organizations to increase employment opportunities for persons with disabilities. Promoting and giving rewards to companies is also carried out to encourage the absorption of workers with disabilities in the formal sector. So that tourism is encouraged both at the Provincial, Regency and village level. This was done to meet the performance target of the ministry of tourism and improve the country's economy. One of the Attractions in West Kalimantan Precisely in the city of Pontianak, which is quite interesting to visit and is a cultural preserve, the Equator Monument. This Equator Monument attraction is one of the mainstay promotions of Pontianak City. To develop the equatorial monument in Pontianak City government in collaboration with several stakeholders to realize the development of a more attractive tourist attraction into the Equator Park. This is one of the reasons for research to see the collaboration carried out in the development and management of the Equator Monument. This research is a qualitative research with a case study approach which intends to see the activities carried out in the daily life of the community and also the interaction process in groups or individuals. Data collection in this study uses the method of observation, interviews and also documentation. Thus, any data that has been collected can be selected and described and conclusions can be drawn. The results of the research related to the cooperation in Build Operate Transfer in the development of tourism in the Equatorial Park showed that there was indeed a collaboration with the City Government and Private Parties. But the key stakeholders who are the driving actors in the development of tourism in Khatuistiwa Park are PT. One significant role in community empowerment is the Non-Governmental Organization (NGO). This study aims to analyze the role of the NGO Spedagi in empowering rural communities based on local wisdom through the Papringan Market activity in Temanggung, Central Java. This study used a qualitative method. The researchers collected the data through observation, documentation, and interview techniques. The observation was examining various activities in Spedagi NGOs and the community, as well as the condition of the Papringan Market, was the observation. The researchers collected data for documentation from several types of literature, documents, websites, and official social media. The NGO's manager, the village leaders, the community, and Papringan Market traders were the parts of interviews. The results of this study found two purposes of the NGO Spedagi in empowering communities based on local wisdom through the Papringan Market. They were political and non-political purposes.
