This democratic system is carried out to the lowest level in the government system, namely in the general election of village heads. However, in practice, the village head election process is still not optimal due to various forms of fraud. One of which is the practice of money politics. Money politics aims to influence the voters' votes so that they are influenced to choose a candidate who provides them with assistance in the form of money or goods and services. The case of money politics is getting stronger in the run-up to the election, and the targets of money politics are not only voters who have held elections before but also beginner voters. This study aimed to determine the practice of money politics in the election of village heads and its effect on the level of participation of novice voters. The research method used is descriptive quantitative. Data were collected through questionnaires and interviews. The research used data interpretation assisted with statistical applications, SPSS, to analyze the data. The results showed that the money politics practices that occurred in the election of the Village Head in Gampong Gunong Meulinteung were in the form of money that is 64 people (76%), goods that is 46 people (57%), and services that is 47 people (58%). The correlation test results show a value of 0.276, where the influence of money politics on novice voters in the Gampong Gunong Meulinteung Village Head Election in 2019 is 7.6%. It means that it has little effect on novice voters. The rest, amounting to 92.4% of novice voters, chose the Village Head candidate based on other factors such as age, education, and the candidate’s personality. Therefore, all forms of money politics should be eliminated in the general election so that the implementation of democracy in Indonesia can run well. This research is a qualitative case study designed to analyze the findings with four characteristics of agile government: responsiveness, strategic adaptation, focus on results, and management anticipates future problems. This study shows that the best responsiveness in East Kalimantan Province, the responsiveness of handling the Covid-19 vaccine is considered very agile, the responsiveness level is 25.00%. In contrast, the province that is still under its responsiveness is West Kalimantan Province with its responsiveness. 14,00% rate. Furthermore, the highest strategy adaptation is the Province of South Kalimantan and Central Kalimantan, 22.00%, both of which have the same percentage value. At the same time, the lowest percentage is in North Kalimantan Province, which is 16.00%. In addition to Focus on Results, the highest percentage of achievement results in West Kalimantan Province, which is 31.00%. At the same time, Central Kalimantan, East Kalimantan, and North Kalimantan Provinces have a low achievement rate of 15.00%. Then in the Management of Overcoming Future Problems, the highest percentage is the Province of West Kalimantan, which is 26.00%, and the Provinces of East Kalimantan and Central Kalimantan, which have a low yield of 15.00%. This trend occurs because of the unsynchronization of data from the Regional General Election Commission (KPUD), the Central Statistics Agency (BPS) and the Population and Civil Registration Office (Disdukcapil) of Riau Province. Findings in the form of poor accuracy in determining the voter list by the KPUD of Riau Province have caused dynamics and polemics in the community. By using the concepts of Election theory and Democracy and Community Political Rights with a single case qualitative approach, this study finds that the potential for people whose data is not recorded by the Disdukcapil will not only lose their right to vote in elections but can also lead to potential violations of Human Rights. This study uses the concept of campaign funds, and campaign expenditure as an analytical tool. Political funding has an important role because it intersects with many aspects of political activity. Indonesia as a pluralistic and multicultural nation has a variety of local wisdom, one of which is the culture of gotong royong. Especially, practices in the context gotong royong that occurred in Central Java's based political funding of Pilkada, which used as case study in this research. It can be optimised in social terms, and also in the political context. The result of this research is an alternative to political funding that raises public confidence to revive the values of gotong royong culture in building a more established democratic society. Based on the case studies studied, local wisdom-based election political funding alternatives were identified based on several factors. The first factor is building sustainability from the cultural value of gotong royong. Second, through cultural values that are built and then supported by mutual understanding communication among existing stakeholders to strengthen and preserve local wisdom-based political funding. Thirdly, it forms the political awareness of the community, the political awareness of the community that is formed will support candidates who really have the competence to solve regional problems. This study aims to evaluate the effectiveness of taxpayer data security in carrying out tax obligations with case studies at the Directorate General of Taxes, knowing the obstacles faced by the Directorate General of Taxes in building a taxpayer data security information system and analyzing the efforts made by the Directorate General of Taxes regarding the development taxpayer data security system in carrying out tax obligations. This study uses a descriptive qualitative approach. Data collection techniques through observation, interviews, and documentation studies as well as data analysis techniques using content analysis. The results of this study indicate that after the taxpayer data leak occurred, the Directorate General of Taxes carried out a comprehensive system improvement so that the level of taxpayer data security became better. The participation of taxpayers in using a strong username and password is an important factor that determines the taxpayer's own data. The development of the National Capital Region (IKN) is a national strategic project that is considered to be able to increase economic growth and equitable distribution of national welfare. There are data that explain empirically the explanatory material that has been discussed. It can be emphasized that in the short term, the development of the IKN can encourage economic activity through infrastructure investment in the IKN and surrounding areas. Then encourage trade between regions, and open up job creation opportunities. This paper also recommends that development in the context of welfare is not only a matter of increasing economic impact after the development of IKN in PPU and Kukar. However, in the context of the perspective of local community involvement in the stages of IKN development, it must be included, especially the contribution to recommendations for strengthening the socio-cultural aspect. The argument of the Sleman local government is that the e-voting device for the election of the village head is smart, fast, and accurate. The author rejects this argument, because of the involvement of 59 state civil servants as the main technical team. The involvement of ASN in the election of e-voting village heads indicates that the independence of the organizers is lost. The involvement of ASN in the election of lurah has violated Law No. 16/2014, article 32. This research method uses an exploratory qualitative approach combined with governmentality. Primary data collection was done through interviews and observations. Secondary data was collected through mapping journals and books. After the data is collected, validation checks are carried out with the principle of triangulation. Data analysis was carried out by combining theory and field data. In a crisis, the government must provide real-time information to store and share information using websites and social media. This paper also compares government websites and social media during the COVID-19 pandemic. This study used a qualitative analysis method with NVivo 12 Plus and Similar-web as analytical tools to assist in capturing data and mining data from government-owned websites and social media accounts. This study’s results explained that local governments' use and availability of websites and social media was the government's response to ensure that access and public information services could run well during a crisis. The performance of government websites was influenced by the intensity of relationships on social networks, such as social media. The higher the engagement of government websites with social media, the higher the level of information dissemination in the community. The findings of this study also indicated that the performance of government websites greatly influenced public trust. The limitation of this research lies in the research method, which only took data for a certain period. In this case, Acehnese local elites, former members of the Free Aceh Movement (GAM), have economic and political advantages over other communities because they have networks within the Free Aceh Movement organization down to the grassroots. The qualitative method with the case study approach was used in this research. The findings of this study revealed that local Acehnese elites used the connections of fellow GAM members in the government as a strategy to seize economic and political resources in the village. They contested in the village head election (keuchik) and competed to become village government officials after knowing the number of village funds managed by the village through general elections and even through direct appointment as interim village head officials. This study concludes with four main strategies for gaining power in government in the village. This article aims to identify the implementation of the Sustainable Food Agricultural Land Protection Program in Lingga Regency, Riau Islands Province. This research is a qualitative study with a study approach that examines the government's efforts to overcome land conversion and support the productivity of subsistence farmers as alternative food suppliers by making policies to protect agricultural land for sustainable food. Research shows that to anticipate the occurrence of land conversion, the local government of Lingga Regency issued two regulations to ensure the protection of sustainable agricultural land and the determination of the area of rice fields. This study still has limitations, namely respondents for primary data sources, especially in farmer groups.
