Improving the methodology for strategizing the NIS development by introducing the methodology for IAI determining into the statistical database will help define the additional guidelines for its development. A comprehensive assessment of the NIS is performed by determining the IAI of its effectiveness. The developed structure of the IAI includes sub-indices: 1) “Management” to evaluate the institutional environment; 2) “Science” as a result of research and development; 3) “Intellectual resources” to determine the quality and number of researchers in the innovative production system; 4) “Innovations” to assess the efficiency of innovation. The article presents the structure of sub-indices from the point of view of organizing activities and evaluating efficiency, a set of indicators and their sources, and a calculation method. The utmost importance of intellectual resources determining the effectiveness of the NIS is emphasized. The authors offer the original definition of intellectual resources as a set of forms (physical, mental, social, emotional, spiritual, and adaptive), their use in the NIS determines their development and the increment of the latest knowledge. In the process of innovative activities, intellectual resources through the commercialization of scientific research, development of an intellectual product and the production of innovations determine the level of development of the intellectual capital of the national economic system. The article gives an example of calculating the IAI and its sub-indices for the NIS of the Republic of Belarus. The authors analyze the IAI dynamics and its sub-indices; they show the deviations of the elements that make up the sub-indices; the article identifies the development zones of the NIS of the Republic of Belarus. The growth of NIS IAI is inferred. However, negative trends in the sub-indices “Science” and “Intellectual Resources” cause the slowdown in the growth of IAI. The substantive limitations of planning documents, their insufficient interconnection and hierarchy, the emergence of new strategic documents not provided for by law (doctrines, policy frameworks, national projects, development initiatives, complex investment projects) are noted. The congestion of the planning system with program documents is shown, which reduces the effectiveness of the use of program-target planning methods. The article raises the question of the ratio of directive and indicative elements in the strategic planning documents being developed. The measures proposed by Russian specialists to improve the system of planning documents, in particular, to develop five-year plans for socio-economic development at the federal and regional levels, were assessed. The authors proposed to expand the horizon and the range of objects of territorial strategic planning, including new objects – urban agglomerations, mineral resource centers, macroregions, closely integrated economic complexes of cities-subjects of the federation (Moscow, St. Petersburg) and the surrounding regions. Recommendations have been developed for the formation of specialized territorial planning authorities in them, formed on a collegial multilateral basis. The expediency of including representatives of public organizations, the business community, and independent experts in the development procedures for all types of planning documents is shown. The article focuses on the need to apply technical capabilities in planning procedures and calculations, which are provided by rapidly developing information technologies, computers, and communications. The article considers the main aspects of formation of HR-strategy of Kolmar Coal Mining Company, which the authors called “Transition Strategy”. The article identifies the basic principles and tools for working with personnel at different stages: recruiting, hiring, training and working in the organization. The elements of corporate culture are also considered, the directions of its development in accordance with the stages of the life cycle of the organization are determined. The choice of the basic HR-strategy and its main components was made, and the potential and directions of strategic development of the company were determined. The main cohesive theoretical basis for the development of Transition Strategy principles and tools was the organization life cycle theory and the managerial style model by Ichak Kalderon Adizes. Using these theoretical foundations and elements of strategic analysis, the authors defined the stage of the company's life cycle at the moment, established the correspondence of the necessary management styles to this stage. Based on the theoretical tools, as well as applying other developments of leading experts in the theory of management, the authors have built a system of measures in the field of personnel management consistent with the current state of the Kolmar Coal Mining Company and outlined the main elements of functional strategies for work with personnel, relevant to the strategic directions of development of this area of the company activities. The factors that determine the bank's ability to choose an ecosystem approach and distinguish an ecosystem from a holding vertically integrated structure are identified. The main directions of development of banking ecosystems are considered: B2B – business to business, B2C – business to consumers and О2О – online to offline. The study of empirical data on the construction of ecosystems by Russian banks allows us to identify the advantages and disadvantages of this process, and also it is shown what impact the ecosystem can have on the economic security of the banking sector. The introduction of the ecosystem prevents the risk of non-competitiveness in the development of new markets; the bank has the ability to allocate more funds for the formation and replenishment of reserve funds, as well as the development of new activities, which has a positive effect on the dynamics of ensuring the economic security of all levels of the ecosystem. The problems of the economic security of the banking sector arising in the process of building an ecosystem are based on omissions in personnel policy, the impossibility of total control of the elements of the ecosystem, investment, operational and financial risks, as well as an insufficient level of economic security of the ecosystem partner enterprises. An analysis is given of the reasons that cause difficulties in identifying this indicator in a long period of time due to random internal and external influences on the object under study. The article describes a methodology and a computational experiment associated with modeling GDP statistics in the range from 1998 to 2020 in the classes of functions: exponential, logarithmic, exponential, and polynomial. The results are obtained in the form of aperiodic trends that do not reflect changes in GDP indicators during the crisis and economic recession. The study of the possibility of using the GDP model in the procedure for extrapolating (forecasting) analytical results until 2023 also led to a negative result. The article analyzes the innovative activity of individual Russian industrial enterprises and proposes strategic priorities for the innovative development of industrial production in Russia in the context of digital transformation. The activities of 384 industrial enterprises of various profiles from 2015 to 2019 were analyzed on the basis of publicly available accounting (financial) statements. The analyzed sample of enterprises is representative with a confidence level of 95% and an error of 5% for the entire set of industrial enterprises in Russia. To specify the innovative development of industrial production in the Russian digital economy, the economic development and financial stability of selected Russian industrial enterprises, and the determinants of the innovative development within digital transformation of the economy are analyzed. The results imply the need to transform ways of managing and studying the functioning of industrial production and innovative trends. The analysis led to the definition of strategic priorities of the innovative development of industrial production in Russia based on control mechanisms ensuring stable economic growth and increasing competitiveness of Russian industrial enterprises within the digital economy. The emphasis is made on the competitiveness of products of high-tech business and its ability to accumulate added value, which changes the intersectoral structural proportions in the economic system of the region. A sequence of research tasks was determined, including the formation of a portfolio of high-tech products in accordance with the demand for them in various product markets with a subsequent assessment of the effects of strategizing and the growth of added value in the high-tech sector and manufacturing industries in the region. The assessment of the competitiveness of high-tech products was made based on the systematization of information on the possibilities of entering the domestic and world markets by taking into account supply and demand in these markets. The selection criteria and the conditions for dividing into groups in terms of priorities were determined. This allows high-tech products to be grouped for promotion in various markets. Priority positioning schemes for high-tech products make it possible to designate their specific portfolios for promotion in the domestic market, including import-substituting products, and in world commodity markets. Forecasting value added within the designated portfolios of high-tech products accumulates the effects of possible transformational changes in the structure of the region's economic system. In addition to the most important function of ensuring the security of the state, the MIC is a source of positive qualitative changes in the civilian sectors of the economy. Of particular importance in this process is ensuring the continuity of the effective implementation of state policy in the field of defense, security and sustainable innovative development of MIC organizations, a key place in which is the training of management personnel. The article shows the importance and relevance of ensuring proper training for the leadership of the MIC and its place in the life cycle of personnel training in the interests of the MIC, a comparative analysis of various approaches to the formation of managerial personnel reserves used in the MIC. A unified approach to the formation and development of managerial personnel reserves in the MIC is proposed, on the basis of which, using the convergence methodology and structural and functional modeling, an appropriate organizational and economic mechanism is developed that describes a unified system of personnel reserves in the MIC, based on the integration of the existing personnel reserves of state corporations and integrated MIC structures within the framework of a unified multi-level system for the formation of managerial personnel reserves of the MIC at the federal and corporate levels. In this context, the country is faced with a strategic dilemma: to try to risky transition to carbon-free technologies, thereby going beyond its priority industry, or to focus on maximizing the benefits of the hydrocarbon industry. Therefore, the digitalization of the industry will help a more balanced and will help to correctly distribute the financial and debt burden, assess industry risks and volatility of global commodity markets. The article discusses the concept of energy transition from traditional non-renewable to environmentally friendly renewable resources to overcome the “Dutch disease” of countries dependent on oil and gas. A review of approaches to the future energy market in 2040-2050 was carried out, based on which two trends can be distinguished: the impossibility of completely abandoning oil and gas and an increase in demand for deep oil refined products for the needs of the chemical industry. The authors conducted a study of the current state of the energy sector in Russia: the production and export of oil, gas and coal – as the main sources of energy in the country. The geographic structure of Russian hydrocarbon exports is estimated and the shift in foreign trade supplies towards the Asia-Pacific region (primarily China) is highlighted. The forecasts of changes in the structure of energy consumption in Europe, as the main importer of Russian oil and gas so far, are presented. It was noted that the production of electric vehicles and, in general, the electrification of industries, together with the support of renewable energy at the state level in the countries of the European Union, creates external economic and foreign policy threats for the Russian Federation. The key problems that complicate the energy transition in the Russian Federation and the reasons for the emergence of these problems are highlighted. The production of grain and its processing create the basis for satisfying the internal needs of the country’s population for those food products in which this type of product is used to a certain extent. It does not concern only bread and bakery products, pasta, cereals or confectionery. Grain as a raw material for the production of animal feed is indirectly involved in the production of eggs, milk, meat, and food products which use them. Thus, the level of development of the grain sub-complex largely determines the degree of ensuring the full-fledged food independence of the country. Besides, due to this dependence, the grain market conditions greatly affect many other national food markets; the negative grain market situation can have profound consequences for political stability in the country. Consequently, the research on the production potential of the grain sub-complex of Russia and other states located in the post-Soviet space has acquired the paramount importance. After the collapse of the USSR, the grain production in the emerged fifteen independent states was developing in different ways. Some of the countries, including Russia, managed to significantly increase the production and export potential of the national grain sub-complex. The given research used statistics data of the United Nations Food and Agriculture Organization for the period of 1992-2019 to analyze the physical quantity of grain production in Russia and neighboring countries. The authors also consider the change trends in the parameters of grain export from the states, which in 2019 were the main exporters of grain from this part of the world.
