The use of this concept long before its final formation was reflected in the field of economic modeling, however, the current level of development of information technologies makes it possible to widely apply the achievements of science in practice, particularly in the field of urban management by creating digital twins of settlements. Despite the significant interest in the topic of digital twins of cities, the impact of the city management system, which is an essential and high-powered part of the city, on the functioning of such hardware and software complexes has been poorly studied. Due to the fact that the effective interaction with the digital twin of the city is impossible without the use of modern digital innovations while performing managerial and analytical activities, which are the conditions of forming the environment of digital twins, the authors analyzed the state policy in the field of forming so-called smart cities which widely use the last achievements of digitalization, including the technology of digital twins. The purpose of the analysis is to highlight factors influencing the formation of the innovative environment of implementation both of digital twins of cities in particular and high-tech system of city economy in general. The aim of the article is to provide a theoretical description of the essence of the digital twin of a city and an overview of existing platforms for creating digital twins of an urban ecosystem to ensure the quality of life of the population. Research objectives: to identify the prerequisites for the creation of digital twins; to determine the essence of the definitional basis of the digital twin in the context of existing theoretical analogs; to characterize the conceptual foundations of creating digital twins of the urban ecosystem in Russia and the world, to identify the advantages of their development to maintain the quality of life of the population; to give an idea of the methodology for the development and functioning of digital twins of the urban ecosystem; to conduct a comparative analysis of the capabilities and functionality of digital platforms and technologies for the development of digital twins of the urban ecosystem; to conduct a comparative analysis of the existing digital twins of the urban ecosystem of the world. As a result of the study, data on existing domestic digital platforms and technologies for the development of digital twins of the urban ecosystem were obtained, their comparative analysis was carried out, advantages were identified, and the possibility of achieving technological leadership and competitiveness in this area in the world market was determined. Descriptive, analytical, and comparative methods were used as research methods. The economic growth of regions and countries is currently ensured with the inflow of investments into large infrastructure projects, as well as into projects that provide for the development of industry. Industry remains the basis for the development of the economic system and for the increase in the resource provision of the countries of the world economy. In addition, it is impossible to ignore the current changes in the economy and the society. Thus, the development of the digital economy, Industry 4.0, the Internet of Things, the improvement of artificial intelligence and the emergence of supercomputers radically change our understanding of the innovative environment that should provide for the development of the state targeted at a qualitative increase in the standard of living and well-being of its citizens. The analysis carried out in the article reveals the intricacy of ensuring the economic and spatial development of the country. In the economy of the XXI century, the achievement of intensive economic growth is expected through the implementation of large investment projects in industry. It is these projects that provide the necessary multiplier effect that will reveal the human, logistic and economic potential of the territories. The research work analyzes the experience of large industrial centers such as Moscow and Nizhny Novgorod, which are currently the leaders in the innovative development of Russia. Also there is the analysis of the existing and planned for implementation mechanisms necessary for the development of industry and attracting investment (both Russian and foreign) in production spheres. The formulated conclusions highlight the need to make rational management decisions at all government levels, which ensure strategic forecasting and effective use of available resources, as well as their increase in the short and long term. Mechanisms for constructing long-term personnel incentive plans taking into account the key indicators of risk assessment of enterprises in the rocket and space industry are proposed. Methods for calculating and implementing a deferral (installment) of bonuses to top management and other employees taking risks have been considered. The risk indicators of enterprises of the rocket and space industry have been determined, and a methodology for their calculation has been proposed. Key indicators for payment/adjustment of deferred bonuses have been proposed. The expediency of expanding the non-monetary part of bonuses to employees of enterprises in the rocket and space industry, for example, in the form of options and shares, has been proved; specific examples of non-monetary incentives for employees of enterprises in other industries have been given. The problems of tax accounting of annual bonuses of key employees holding managerial positions in the organization when calculating income tax have been considered. Recommendations are given on accounting for deferrals at industrial enterprises. The trend analysis methodology has been highlighted and the author’s approach for calculating the interest rate and deflator index has been created, which takes daily fluctuations in the key interest rate into account in order to determine the real cost of borrowed funds when calculating monthly indicators, and also methods of comparative and structural analysis of the following industries debt and individual indicators related to transaction costs and the impact of the financial regulator, the total amount of cash losses are applied: mineral extraction, manufacturing, production and distribution of electricity, gas and water, agriculture, hunting and forestry, construction, transport and communications, wholesale and retail trade; repair of motor vehicles, motorcycles, household goods and personal items, real estate operations, rent and service provision, other activities, for the completion of settlements. A literary review of approaches to irrational consumer behavior against the backdrop of global social upheavals has been carried out. The reasons for uncertainty, fear, anxiety, and panic, when the disease is common, have been described. The influence of these emotions on impulsive purchases has been outlined and the reasons for the ineffectiveness of such actions from the standpoint of macro- and microeconomics have been explained. The authors refer to Daniel Goleman's theory of social intelligence as the most suitable for explaining the current trends in digital marketing and the prevalence of the unconscious factor in the shopping process. The authors provide examples of the no-failure operation of the loss aversion theory and, as a result, examples of the explosive growth in sales of certain groups of goods during the pandemic. The essence of the emerging global market for Industry 4.0, shaping the needs in the digital world, and the place of transnational corporations in these processes have been found based on the ideas of Greg Thane and John Bradley about modern store wars. The participants of this market and the depth of their influence on the positioning of a company and its profit have been assessed. The role of Big Data in the formation of consumer motives and behavior habits has been also assessed. The authors provide a step-by-step analysis of the consumers’ reaction to the transformation of the way society functions regarding the introduction of mass restrictions (before the restrictions, during, and after their removal). The paper describes the increasing volatility of the markets and the characteristics of the behavior of sellers and buyers there, behavioristic tendencies influencing the supply and demand trends. The institutional framework of the region's infrastructure implements the principles of sustainability and adaptability. The use of smart contracts can facilitate strengthening of the communication stability between subsystems and elements of the region's economy. The practice of using smart contracts in various spheres of activity (banking sector, insurance, transportation, delivery of goods, government services, etc.) demonstrates their ability to maintain the intended development trajectory, despite the influence of external factors. The possibilities of using smart contracts in the regional economy include holding a vote of citizens on a particular vital issue; organization of cadastral registers and standard electronic documents. Also they include carrying out initiatives to register companies and support small and medium-sized businesses; introduction of a mechanism for tracking shares and their financial support; management of communication between business entities and individuals in terms of compliance with environmental standards, including the provision of regulatory and reference documentation. We are not talking about the formalization of the entire economic system with smart contracts and the creation of a “digital region”. The formulation of the research problem is associated with the use of smart contracts as a connecting link in the institutional framework of the regional economy, contributing to overcoming the state of instability of infrastructure in the digital economy. In recent years, support for the sustainable development of the territory has become an urgent agenda for the development of many institutions. The principles of sustainable development, or ESG – Environmental, Social, Governance, are formulated, implying a responsible approach to environmental issues, social and corporate cooperation. Obviously, in order to work according to ESG principles, Russian regions need institutional transformation. Digital tools (smart contracts, block chain, cloud technologies and artificial intelligence) create additional opportunities for the implementation of the ESG agenda. The sequence of actions is the following: analysis of the goals achieved in this direction on the basis of digital technology tools; development of a regional ESG policy (a concept for the development of a territory based on ESG principles) and informing the public (publication of the concept in the public domain) about the directions and priorities of its implementation. At the same time, in practice, it becomes necessary to take into account gender characteristics and make extraordinary management decisions for effective leadership both at the highest positions and at the lower level of the organizational and management structure of enterprises. The formed management theory needs to rethink the quality and improve the offered intra-corporate services; the relevance of assessing and taking into account the characteristics of gender aspects among other factors comes to the fore and requires a new approach. Gender characteristic is a concept that includes the behavioral characteristics of the male and female sexes, which are formed due to the cultural traditions of a society. The sign “gender” shows certain roles that are distributed in society, as well as social groups characterized by certain norms of ethics and rules of behavior. In practice, biological sex has three categories: socio-cultural, interactive and individual. The article reveals the relationship between gender and the style of management of the organization, and also defines the features of management, independent of the manager’s gender. It has been proven that females are more sensitive to non-verbal expressions, and males are more prone to aggression, but they are better than females at adapting in mathematics. There are gender differences in governance, which are based not only on biological differences between the sexes, but also on social characteristics. The use of a competency-based approach was substantiated, and a survey of heads of enterprises of the military-industrial complex was conducted on the composition and content of knowledge, skills and abilities necessary for effective work in the markets of high-tech civilian and dual-use products. Models of competencies for personnel of strategic, tactical and operational levels of marketing activities at enterprises of the military-industrial complex are proposed. In the structure of competencies for personnel of the strategic level of marketing activities, the predominance of knowledge, skills and abilities in the formation of the value of a business, its long-term stability and innovation in the markets of high-tech civilian and dual-use products is substantiated. As part of the tactical level of marketing activities, competencies are proposed that allow you to develop and implement marketing strategies, carry out tactical and operational management of work with markets, goal-setting, and the formation of teamwork. As part of the operational level of marketing activities, competencies related to direct interactions with target buyers and consumers, such as the ability to negotiate and carry out sales, Internet marketing, and the ability to conduct market research, are proposed as prevailing. The role and place of commercial banks in investment processes at the regional level was investigated. The factors influencing the investment activity of commercial banks in the regions are revealed. The potential of credit institutions in the regions of the Russian Arctic was analyzed, the problems of using the credit potential in these regions were studied. The features of the Russian Arctic, influencing the performance of the market of credit institutions, are indicated. It was determined that, in recent years, in the regions of the Russian Arctic there was a decrease in the number of regional banks and branches of capital credit institutions. The assessment of the established resource base of the banking sector by credit institutions was carried out. The presented dynamics of customer funds attracted by credit institutions and their divisions located in the regions of the Russian Arctic in 2012-2021 testifies to the different growth rates of this indicator in comparison with the average Russian level in individual Arctic regions. Analysis of the dynamics of the ratio of lending to the real sector of the economy to the established base of credit institutions made it possible to identify the regions of the Russian Arctic, in which the lending activity of the banking sector in relation to the real sector of the economy corresponds to the established base, and those where it is insufficient. A comparison was made of the structure of lending to legal entities and individual entrepreneurs by types of economic activity in the regions of the Russian Arctic and in Russia as a whole.
