Efremenkov","doi":"10.2991/aebmr.k.220208.053","DOIUrl":"https://doi.org/10.2991/aebmr.k.220208.053","url":null,"abstract":"To assess the risk of an investment project for the development of coal deposits in conditions of the initial data uncertainty, methods of fuzzy logic are used, which allow operating quantitative and qualitative information, including the one difficult to formalize. To take into account the uncertainty of the initial geological information, on the basis of which all decisions on the development of a coal deposit are made, it is suggested to use an objective multi-variance of ideas (uncertainty of knowledge) about the geology of the deposit, based on the results of geological exploration. Such multi-variant mining and geometrical models of field indicators as pessimistic, design (traditional) and optimistic models taking into account the uncertainty of geological information are built. The values of the control parameters (minimum, design and maximum) are determined according to multi-variant models of the main indicators of the deposit (seam thickness, seam ash content, etc.). The price of marketable products, production volume, capital and operating costs are taken as regulating parameters. The degree of the current criterion value belonging – net discounted income – to a fuzzy set is established by a triangular function, which is determined by the minimum, design and maximum value of the criterion. The average value of the degree of belonging of the current criterion value to a fuzzy set for all regulatory parameters is taken as a quantitative assessment of the project efficiency (sustainability); the closer this value is to 1, the more sustainable is the project. Assessment of the project’s efficiency by a set of economic criteria involves the formation of a linguistic term-set of project’s states: “inefficient project”, “project of average efficiency”, “efficient project”, “highly efficient project”, etc., with expert assignment of values from 0 to 1 to terms. The degree of a fuzzy set membership of the current value for each of the accepted criteria is also determined by a triangular function. The average value of the membership degree according to the set of accepted criteria (for example, net present value and internal rate of return) is correlated with the linguistic set, thereby establishing the project sustainability according to the set of criteria. These new approaches have an aim to be more relevant to characteristics of modern economic life, such as volatility and high speed of metamorphosis. In the present exploration we expect to provide this relevance owing to three components. The first one is system economy: each manager’s decision should take in account that economic system managed by the manager includes sub-systems of four types: environment, object, process and project. The second component is the connections between decision of a manager and basic functions executed by the manager in an economic system: producing, administrating, entrepreneurship and integration. And the third component which connects the previous two is a phenomenological modeling. It’s being used for a long period already in nature studying and technics for designing production circumstances of particular materials. And then integrating such models forms a base for creating model which describes long-term laws of the relative materials’ behavior. We offer to accept this experience to arena provided with management of economic systems. In the scientific literature, the issues of managing accounts receivable, improving its quality, and improving collection methods are covered quite widely, but there are not enough publications reflecting the current features of managing customer debt in telecommunications companies. The study was conducted based on a large telecommunications company operating in the market of Moscow and the Moscow region (Russia). During the study, standard methods of financial analysis were used, the main source of information was management accounting data, as well as internal regulations. During the analysis, it was found that, due to industry specifics, almost all accounts receivable from buyers and customers are overdue, and the least disciplined are the customers of the B2O segment. The main opportunities to improve the quality of debt and accelerate its turnover are associated with the segment of legal entities. Based on the analysis of the practice of managing customer accounts receivable, proposals were developed aimed at accelerating its turnover and reducing the likelihood of bad debts. Based on the results of the study, changes were made to the existing regulations for managing accounts receivable in the company under study. The proposed directions of optimization of the customer accounts receivable management system, developed for a specific company, may be relevant for other enterprises providing communication services, since they reflect the industry features of this process. External political instability as well as the ongoing change of technological structures in the economy also complicate the production activities of enterprises of the defense industry. The article analyzes the problematic issues of managing the cooperative interaction between defense industry enterprises, caused by the development of forms of inter-factory cooperation in the manufacture of weapons, military and special equipment, and also identifies guidelines that make it possible to effectively plan and coordinate the production activities of all actors involved in the implementation of the State Defense Order. As part of the study, a comparative analysis of the functionality of automated production process management systems used by defense industry enterprises has been carried out, which made it possible to identify a list of cooperation management tasks not covered by existing systems. Based on the results of the study, an automated information system for managing inter-factory cooperation has been proposed, the implementation of which will create a single information and analytical space for all participants in the manufacture of samples of weapons, military and special equipment. The article presents a conceptual scheme of this system, describes its functionality and main users. The structure of an automated management system for inter-factory cooperation is described, which consists of six modules: defense industry enterprises logistics, planning the production of samples of weapons, military and special equipment, defense industry enterprises’ production capacity management, contracting management, normative reference data, the integration of the system with ERP- and PLM-systems of enterprises and departmental information systems. Undoubtedly, the Industrial Internet of Things is aimed primarily at developing the tertiary sector of the economy, but this development will take place in parallel with the transformation of manufacturing operations into open digital ecosystems that integrate various market players. The process of digitalization and the introduction of artificial intelligence into economic activity also have enormous potential for the administration of foreign economic transactions of industrial enterprises by customs authorities. Customs administration of foreign economic transactions of industrial enterprises should not be an exception in the process of universal digitalization and application of artificial intelligence. Customs administration tools need to be built on modern technology, given that they are of critical interest to the government in relation to foreign trade sustainability and national security. The large volumes of complex information submitted during customs procedures require the latest technologies, based on digitalization and the application of artificial intelligence, to be able to read texts at high speed, recognize relevant terms and images, exchange information between executive authorities as well as customs administrations, interpret the context and draw conclusions from it. First of all, this applies to Big Data technology. Technology diffusion statistics and development forecasts are presented. The authors identify two factors that negatively affect the spread of Big Data: the openness of information and the institution of higher education. A solution is proposed for leveling the negative impact of these factors, that is a change in the essential characteristics of the control system necessary for the advanced development of both managed and managing subsystems of an organization. For this, on the basis of the observations carried out, the modern essential characteristics of management systems have been analyzed and the conclusion has been made about their inconsistency with innovative technical and technological solutions. The authors see the solution to the problem in a change in corporate culture, which should become the foundation of the managerial decision-making system. As a result of studying the content of educational programs of higher educational institutions located in the constituent entities of the Russian Federation, the authors observe its interdisciplinarity, project activities, and the study of IT technologies, but there is also a considerable group of universities where departments and institutes try to maintain the status quo in any way, using for achieving this goal all available means. According to the authors, knowledge of the management methodology and the availability of analytical competencies are a catalyst for the generation of a leader striving to implement the model of the alignment of interests, for which it is necessary to build an appropriate corporate culture, the values of which will change the essential characteristics of the management system existing in an organization; the role of the institution of higher education in this process is dominant. Branding tools increase recognition and attractiveness, as well as help territories to compete for the end consumer in highly competitive industrial markets. The main research purpose was to identify such effective marketing communications tools that will ensure the promotion of the ecological resort region. The article reveals the relevance of marketing communications in the development of territory branding. It names new popular marketing communications tools that need to be included in the regional development strategy and in the strategy for building a territorial brand. The analysis of available research on “brand” and “territorial brand” categories allows formulating the copyright definition of the territory brand notion. The authors underline the importance of a wide range of audiences, which should become the target of activities aimed at building the brand of the territory. The cases of the most successful territorial brands identified during the implementation of geo-branding practice in Russia have been considered. The analysis of research literature results in emphasis on errors leading to failures or to a zero result in the implementation of strategies for creating and promoting the brand of the territory. One of the Russian regions, the Stavropol Kray, has become the case for estimating the current state of branding and for identifying the potential for creating a successful geo-brand. The article singles out the main factors that influence the success of an eco-resort region brand, including its development and growth, creativity, attractiveness of the territory, support and control. There has been a significant decline in outbound tourism flows due to the closure of national borders and the introduction of restrictions by countries that were traditionally considered the most attractive for tourists. At the same time, the reduction of outbound tourism can be seen as an opportunity for the development of domestic tourism, including intra-regional tourism. Krasnoyarsk Krai is the second largest subject of the Russian Federation, which has significant opportunities for tourism development, however, we notice a low level of inbound and domestic tourism development due to insufficient development of tourism infrastructure, as well as low level of people’s awareness of potential places of attraction in the region. To develop tourism in Krasnoyarsk Krai it is necessary to carry out large-scale studies to identify the most promising tourist flows, to strengthen marketing activity on the part of private business and tourism management bodies, to form a tourist brand of the region, to develop a mechanism for managerial decision-making in the field of tourism development and support. In our opinion, the initial stage of research and decision-making complex should be the assessment of the region's tourism potential. The article is devoted to the research and comparative analysis of approaches to the assessment of tourist potential of territories. Assessment of tourist potential is the initial stage of a systematic approach to making management decisions for the development of the tourism industry at any level, including intra-regional. Distance learning technologies make it possible to expand the list of educational services, increase their availability and increase the percentage of highly qualified competitive professionals in the economic sector. The purpose of the study is to analyze and determine the possibility of developing the country's digital economy based on expanding the informatization of the higher education system through the use of distance learning technologies. Based on the analysis of the norms of current legislation, expert opinions, statistics and research data on the stated issues, the article discusses the advantages and disadvantages of e-learning, the introduction of distance learning technologies in the creation of an educational space for an effective digital economy in Russia. Currently, all kinds of changes are taking place around us, which affect all areas of life. These include the increased development of digital technologies, the evolution of the globalization process, which encourage all market participants to compete with each other, teach to quickly adapt to all kinds of changes, develop the participants' abilities for self-improvement. Also they increase the information space, which leads to the improvement of institutions and social structures, establishes a new type of economy in which information technology is the central element. This is all a manifestation of the digital economy. A bibliographic review of scientific views on interpreting the “innovation ecosystem” concept is carried out; the author’s interpretation of the researched definition is proposed, which most widely reveals its actual essence. The criteria for classifying a territorial entity as a “science town” are outlined; the defining role of science towns in forming the region innovation ecosystem as points of its growth is emphasized. The article presents the positive dynamics of the development of science towns in Russia, as well as small businesses as drivers of their development (on the example of Moscow region). In this regard, the experience of implementing programs of state support for small business in Moscow region has been studied; the scale of financial support has been estimated. The factors hindering the innovative development of small enterprises in science towns have been identified. An innovation ecosystem project is proposed, which is formed, inter alia, by strengthening the interaction between its main actors: the business community, the educational environment, the scientific community, science towns corporations, regional authorities. The main advantages of implementing such a project are noted. The principles of the region innovation ecosystem functioning are determined to achieve the goals of increasing its efficiency and competitiveness. The results of the study are of practical importance in terms of the possibility of their application by regional authorities when implementing programs for the innovative development of science towns and regions in general.
