The well-organized management of their use is the basis for improving the efficiency of the fixed assets of an enterprise. In modern realities, the successful activity of any organization depends on the ability to adapt to rapidly changing environmental factors, as evidenced, among other things, by the epidemiological situation in the world. Russia, like all countries, is in a state of digital transformation, increasingly introducing digital tools in the management of various processes. The use of digital technologies in various sectors of the economy is becoming an integral feature of modern reality. The article presents an analysis of the process of digitalization of business in Russia, including in the context of certain types of economic activity. The indicators of the development of the digitalization process are highlighted, which are ERP-, CRM-, SCM-systems. The existence of positive practices for the use of digital tools in the activities of various enterprises is noted. The leading types of economic activity in the Russian economy in terms of digitalization are identified. An algorithm for managing the fixed assets of an organization is presented. The key areas in the management of fixed assets of an organization are noted, where digital tools are the basis for its effective use – these are various elements of EAM (Enterprise Asset Management). The article also noted a large gap between the leading enterprises in the use of digital tools for managing fixed assets and the bulk of enterprises. The ecosystem approach is considered by the authors as a new management paradigm for organizing the educational process, where one of the fundamental ideas is reliance on data from international educational and economic statistics (Education Index, Global Index of Cognitive Skills and Educational Attainment, Global Education Expenditure, Human Development Index). The purpose of the article is to form an idea of the management of an integral ecosystem in which foreign servicemen who study in Russian military educational organizations function. Research objectives were: substantiation of methodological approaches to the management of the educational process of foreign students in Russian military universities, ensuring the implementation of ecosystem methodology, integrated with thesaurus and praxeological approaches; the need to identify the structural components of the ecosystem (deterministic and variable); proof of the validity of the allocation of eco-segments in the integral ecosystem of a military university; determination of diagnostic parameters for the eco-segmentation of the integral ecosystem of a higher military educational institution that manages the process of training foreign military personnel. To solve the set tasks, V.A. Yasvin, adapted by the authors for the examination of eco-segments of a higher military educational institution, as well as the method of cluster analysis of data (K-means algorithm with normalized data) to prove the validity of the hypothesis put forward about the heterogeneity of the integral ecosystem of a military university and the need for its segmentation to improve the efficiency of management decisions. The result of the theoretical part of the research was the proof of the validity of the application of the ecosystem approach to the management of the educational process for foreign students in military educational institutions of Russia; the need for segmentation of an integral ecosystem based on the put forward characteristic parameters (breadth, intensity, awareness, etc.) in order to determine the subject composition of each eco-segment and estimate their total number for each new set of students. The authors argue that school IT teachers are the most important part of human resources necessary for digital transformation at the regional level. To solve the problem of training human resources for the implementation of digital transformation, it is necessary to build a flexible, network, multi-level system for training qualified staff, taking into account regional needs. The research purpose is to define the features of training IT teachers as a part of regional human resources necessary for digital transformation inside the educational ecosystem, to make the training a part of the ecosystem, to determine their mutual influence and possible directions of further development. This purpose is achieved through the following objectives: analyzing the content of the “educational ecosystem” phenomenon in regards to the staff training for the digital transformation of the region, including the innovative training of IT teachers; identifying the components of the ecosystem, training staff for the digital transformation of the region, including the innovative training of IT teachers; developing a number of questionnaires to determine the maturity level of the university as the core of the ecosystem. The research results are used to define the structure of the ecosystem necessary for the human resources development in regards to digital transformation of the region. The authors single out five components to analyze the educational ecosystem of professional training for the digital transformation of the region. The ecosystem for the development of human resources necessary for the region digital transformation has been created in Tula State Lev Tolstoy Pedagogical University. One of the main trends of export regional potential is becoming the expansion of assortment due to high-tech products with a high share of added value in the economy of a region. However, the existing methodological approaches to the assessment of external demand of a region are not focused on achieving structural transformations of regional economy; the existing mechanisms of state support are mainly aimed at the interests of local businesses in the short-term period of development. The purpose of the article is to propose methods for the formation of export potential of regional economy on the basis of development of high-tech fields, new sectors and markets. A system-structure approach to research, which was developed by the authors, includes clarifying the concept of export potential, identifying the stages of its formation and development, determining the performance metrics of choosing marketable products to form a regional export potential, highlighting the direction of the development of the latter. Based on the comparative analysis of approaches to the assessment and development of a regional export potential, the authors formulated a basic premise to model its structure and level assessment: the requirement to distinguish between ways of revealing and assessing priority and long-range types of export products. A step-by-step methodology to form a regional export potential, which is aimed at selecting both priority types of existing export products and new types of promising high-tech products for the growth in regional exports on the global market, is proposed. As methods for selecting priority types of export products the authors used a structural dynamic analysis, a grouping method based on the XYZ-analysis and variation coefficients, a positioning method. To substantiate the choice of new types of promising products for the growth in regional exports on the global market, the following methods were used: intersection of sets, evaluation of the potential of global commodity markets and of a potential share of commodity position in regional exports, evaluation of comparative advantage of countries based on the Balassa index. In the context of the development of human capital in the knowledge economy, an overview of the most significant areas of transformation of higher education is given. The urgency of the idea of productive education as a promising educational format, implying two lines of productivity, has been substantiated. The first line is associated with obtaining an external observable product of educational activity (for example, a solution to a case or a created project). The second line of productivity is internal personal increments that arise in the process of carrying out this activity. The fundamental position of the authors regarding the systematic approach when considering productive education. On the basis of theoretical analysis, the authors identified a general didactic structure of productive education, independent of the level of higher education. This is a system that includes goal-setting based on the principles of practice-oriented education and quasi-professionalism; content in the form of systemic generalized knowledge; problem, project or case study technologies; reliance on the existing stock of specific knowledge; evaluation of the external product (as an alienated result) and the internal product (personal increments), interdependent among themselves. Particular attention is paid to the harmonization of the content and procedural aspects of productive education in the article. The article provides examples of courses / modules implemented in the logic of productive education in bachelor, master, and postgraduate studies. The analysis of the didactics of the courses allowed the authors to assert about their general structure, independent of subject specificity. At the same time, both among domestic researchers and foreign specialists in innovation, there is no unambiguous understanding of this category, which does not allow us to reasonably offer a set of organizational and economic tools to compensate for this deficiency. The goal of this paper is to concretize the concept of innovation infrastructure in order to correctly determine the ways of its development to a level capable of removing obstacles to the accelerated mastering of innovations in production. In the course of achieving the goal, the challenges of identifying the significance of the studied category in innovation development, of concretizing the concept of innovation infrastructure in accordance with the logic dictated by the classification of types of economic activity, as well as of substantiating the methods that should be used when solving issues of its development have been met. The results allow us to assert that innovation infrastructure belongs to the sphere of economic activities, the purpose of which is not to generate new knowledge or to replicate new products, but to serve the processes of creating and mastering innovations in industry. This conclusion determines the methods which should be applied in the development of innovation infrastructure, in particular, the methods of organizing economic networks and clusters. In such a situation, the growth of competition between pharmacy organizations forces us to make adjustments to the assortment policy, which can affect the competitive position of an individual pharmacy in the region. The authors see the purpose of the study in assessing the state and level of competition in the Novgorod region pharmacy market in order to identify the organizational and financial conditions for the development of the drug assortment and the possibilities of pharmaceutical care for patients with ophthalmic pathology. To solve the tasks at hand, regulatory materials were studied, sales of ophthalmological drugs in the retail segment of the regional pharmaceutical market were considered. The ABC-analysis of the sales of medicinal products used in ophthalmology was carried out using statistical data from Novgorod pharmacy enterprises for the period 2016-2018. Analysis of the range of ophthalmic drugs showed that the formation of the range is not so much an economic task as a social one, since drugs are in demand by all residents of the region. Reduction or rejection of unprofitable assortment positions in pharmacies is unacceptable. However, in order to ensure a competitive position and the possibility of an effective (break-even) pharmacy business, it is necessary to use various tools for increasing competitiveness, ranging from a wide range, maintaining a stable presence in the range of drugs from the Vital and Essential Drugs List, using marketing tools to stimulate consumer demand and maintain consumer loyalty at a high level. It involves changing not only the technological structure, the established forms of doing business, but also the ways in which people interact in general. The new (digital) economy also reveals the need for new digital competencies among staffers, specialists in completely different fields. The most important feature of modern personnel in demand in the digital economy is the effective use of information and communication technologies in everyday and professional activities, as well as digital literacy. The authors link digital skills with the successful implementation of the state innovation policy. They provide a comprehensive study of the category of digital competence, from the standpoint of different scientific approaches. An attempt was made to systematize and substantiate the skills and abilities necessary for personnel in the context of the digital transformation of the economy, including: innovative thinking, the ability to generate new ideas, a creative approach to solving problems and tasks, analytical thinking and digital competencies. The factors influencing the formation of personnel for the new economy are considered, including: state policy in the field of education, science, innovation, the needs of the business community, etc. The main goals and priorities of the state policy in the field of digitalization and training of qualified personnel are reflected, taking into account the needs of the modern economy. The main trends in the training of competent and highly qualified personnel for the digital economy, capable of using information and communication technologies in the workplace at a qualitatively new level, are revealed. A statistical analysis of the level of formation of some digital skills among personnel in the real economy of Russia is presented in comparison with foreign countries.
