The results of the study of scientific works and investment projects on entering the markets of civilian products of enterprises of the military-industrial complex made it possible to form the structure of their rating in the composition of five profiles and the criteria and assessment indicators included in them. The profiles include: financial and economic profile, diversification profile, organizational development dynamics, marketing profile, management profile. In the course of the study, the choice was substantiated for using in the course of rating indicators for assessing the effectiveness and efficiency of enterprises of the military-industrial complex in the process of developing civilian markets. Within each profile, methods for calculating the constituent indicators were proposed, scales were developed for each indicator, the proposed indicators were combined into a single rating system. The proposed scientific and methodological approach makes it possible to combine individual indicators characterizing the achievements in the markets of civilian and dual products into a structured system of profiles, which allows, on the basis of integration, to determine the total rating of organizations of the military-industrial complex, as well as to carry out their comparative analysis. The developed rating model makes it possible to monitor, analyze and evaluate the work of organizations of the military-industrial complex, on their basis to form targeted measures to support organizations, to develop and enforce regulations, projects and programs that stimulate the development of the military-industrial complex in civilian markets. It is no coincidence that the first decades of the 21st century were marked by an increased scientific interest in the study of the problem of ecological and economic education of preschoolers, as well as the development of innovative educational projects and technologies in this area by practicing teachers. In this context, starting from the preschool level of education, the formation of the foundations of ecological and economic culture in preschoolers in the conditions of a metropolitan city is of particular importance. It is possible to ensure the quality of the solution to the tasks set, subject to the high professional competence of teachers, their mastery of modern technologies for the formation of the foundations of ecological and economic culture. The analysis of dissertation research indicates the presence of scientific works of Russian and foreign scientists devoted to the study of this problem, and indicates the insufficiency of its consideration. The scientific and practical relevance of the indicated problem is confirmed by the traditional approach to this problem, the need to expand the use of partial programs for the formation of ecological and economic education in a metropolis, which have a certain potential in the development of the educational process. Despite the absence of conditions, it is necessary to search for directions in this direction. The article presents the results of a study that made it possible to identify positive and negative trends in the activities of teachers in the formation of the foundations of the ecological and economic culture of children in a metropolis. The content of educational programs in environmental and economic education has been studied; their correspondence to the originality of the metropolitan areas and the socialization of modern preschoolers under the influence of the family was determined. The purpose of the study, the results of which are presented in the article, was to substantiate the methodology of the ecosystem approach in relation to the consideration of innovative education systems, the analysis of internal and external factors that influence innovation processes. The article notes that in the ecosystem of innovative education in the region, its subjects actively interact with any other subject in their joint innovation activities. The ecosystem of innovative education in the region is interpreted and refers to an integrated environment where all subjects (managers, teachers, methodologists, specialists in the field of IT-technologies, students, representatives of science) interact with each other, as well as with a variety of innovative products, technologies, methods learning and other elements of the educational ecosystem. Moreover, instead of exchanging energy between components (as is customary in natural ecosystems), information is exchanged in an educational ecosystem, especially an innovative one. In the logic of the ecosystem approach, innovative models of the cross-multidimensional organization of the educational process are proposed, when the educational environment is complemented, intersected and interacts with other spaces and environments that have an appropriate educational and developmental potential. The article presents and discusses the results of a study with the participation of forty-six managerial and pedagogical workers, aimed at identifying effective managerial and pedagogical practices to stimulate and implement the innovative activity of the subjects of the educational process. The digital transformation of all socio-economic systems requires the education system to introduce new approaches to the implementing the learning process, as well as the developing and testing new competency models that ensure effective interaction between society, business, the labour market and education in the digital economy. This study focuses on identifying existing deficits and difficulties in the process of introducing digital technologies into the educational process in terms of the readiness of all groups of educational relations participants: teachers, students and their parents (for example, educational organizations in St. Petersburg, Russia). Their subjective assessment of the conditions for implementing educational process with the use of a digital educational environment and distance education technologies is considered as a significant assessment indicator. What is more, a difference in the self-assessments of the educational relations participants’ readiness to work in a digital educational environment (using distance education technologies), presented in studies conducted before and during the COVID-19 pandemic, has been recorded. A comparative analysis of the results of surveys conducted at the regional and national levels did not reveal significant differences, which proves the validity of the assessment of the results obtained. The key problem of the study is the global changes in consumption ecosystems that are caused by technical, organizational and institutional factors that affect marketing, society’s economic resources and the development potential of new and emerging markets of e-commerce and online sales. According to the results of the literature review, it was noted that traditional material consumption is replaced by symbolic, the satisfaction of basic needs is replaced by the need to belong to a social group or corporate brand culture, usually global and controlled by a major global transnational corporations and transnational banks. For the most part, all modern social media and business models, based on Big Data and artificial intelligence (AI) technologies, operate on the need to impose their vision of happiness on the user through the possession of a certain set of goods or services. The authors, based on the methodological apparatus of behavioral economics, highlight the irrational link in consumption, viewing it as a psychological deviation from normal economic behavior. The COVID-19 pandemic has only increased the suggestibility of focus groups and the ability to externally control them through sophisticated mechanisms of information manipulation. In this study, the authors highlighted new consumption habits and the most frequent patterns of buyer’s behavior. Conclusions are drawn about the formation of new social classes due to the fact that some users live only in online, virtual world instead of the material one, and the need to introduce sustainable and moderately rational consumption. While solving the research tasks, the authors defined the list of scientometric indicators for assessing scientific results, analyzed the scientometric indicators of development of Yaroslav-the-Wise Novgorod State University (Veliky Novgorod) for the past three years, determined the importance of a further increase in publication activity of the university for a positive influence on the regional development. The authors consider the strategy for transformation and integration of the flagship university into the University-Region ecosystem of the regional innovative development fixed at federal and regional levels, in order to introduce advanced and knowledge-intensive technologies into the digital economy of the territory. The authors described the first results obtained within the indicated collaboration and the performance of the university as an autonomous strategic agent of regional transformations. The authors outlined the main directions of innovative development of Yaroslav-the-Wise Novgorod State University and the Novgorod Region as an advanced scientific and technological center (in the field of intelligent electronics among others), the center for developing social, anthropologic, cultural, urban and other studies which determine current and future directions of the university’s publication activity. The authors set a number of tasks, including clarification of the concept of “social and communicative competence of master students” based on the analysis of scientific research; development of a system of organizational and pedagogical conditions for the development of social and communicative competence of master students; determination of the state and problems in the development of social and communicative competence of master students of the Federal State Budgetary Educational Institution of Higher Education “Yaroslav-the-Wise Novgorod State University” (Veliky Novgorod) on the basis of a diagnostic study; implementation of the system of organizational and pedagogical conditions for the development of social and communicative competence of master students under the “Educational Management” program of the “Pedagogical Education” direction; generalization and description of research results. {"title":"Typology of Arctic Constituent Entities of the Russian Federation by Development Level of Regional Financial Systems","authors":"R. The study found that the regional financial system was the basis ensuring the implementation of financial relations in a certain territory and connecting all economic subjects into a single mechanism. Factors determining differences in the development of territorial financial systems were highlighted. The special features of financial support for the development of the regions of the Arctic Zone of the Russian Federation (hereinafter – the AZRF) were defined. It was found out that the regions of the AZPF significantly differed in the development of regional financial systems, existing financial infrastructure, budget support, investment activities, as well as the opportunities to form a sufficient financial basis for sustainable economic growth. The article presents a typology of the regions of the AZRF carried out on the basis of assessment of financial potential. On the basis of the assessment, relative indicators of such components of the total financial potential as a fiscal potential, a potential of households, a potential of commercial and non-commercial organizations, a potential of finance and credit system were calculated. Final ranging was carried out on the basis of application of point assessment of calculated values of financial indicators. In the process of the study, it was found that the Yamalo-Nenets Autonomous District and the Krasnoyarsk Territory had the highest level of the financial potential among the AZRF regions. At the same time, the lowest level of the financial potential is characteristic of the Republic of Karelia and the Arkhangelsk Region. The study is aimed at solving a serious problem of the development of micro-tourism, which consists in the lack of sufficient data on specific tourist sites of certain territories, as well as tools for their analysis, which make it possible to predict tourist flows, as well as to develop and promote both individual sites and the territory as a whole. Most of the existing approaches to analytics of the digital space in micro-tourism involve the use of data that tracks actions already taken by tourists, in most cases relying on their digital footprint associated with financial transactions. At the micro-tourism level, there are many tourist sites, the popularity of which cannot be analyzed in this way, for example, natural attractions. Using such digital space analytics tools as search queries and hashtags in social networks, the authors propose to assess the potential interest in tourist sites and their real popularity, to rank objects by these indicators and thus to predict tourist flows, distribute investments and highlight groups of objects for priority development. and promotion. The proposed approach has been tested on the example of a municipal district with thirteen tourist sites. It is inexpensive, understandable and convenient for specialists of any level of training.
