In this regard, the acute issue of modernizing higher and general secondary (high) education arises, in order to prepare a competent and successful personality. At the same time, traditional forms of educational activities are not justified as they are mainly aimed at forming the definite system of knowledge, abilities and skills restricted by the frames of program material. The development of personality is only an accompanying effect of such a training system. Meanwhile, currently, more and more attention is paid to the formation of meta-competencies or over-disciplinary , over-professional abilities and traits which allow the personality to become successful and effective in all living spheres, including professional one. The article presents the results of a theoretical analysis of the problem of developing meta-competences by means of productive education, as well as data from an experimental study of the effectiveness of productive education in the process of developing meta-competences of university students. The purpose of the study was to highlight main criteria, as well as methods and means of forming meta-competences, and to determine the role of productive education in this process. The objectives of the study included a description and analysis of problems of vocational education in the conditions of development of an innovative digital economy. Among the criteria for the development of meta-competences of a professional the authors highlighted readiness for innovations, readiness for self-development, ability to critically think, creativity, digital and functional literacy, emotional intelligence. As research methods, the authors used both theoretical techniques of an analysis, synthesis and material systematization, and diagnostic techniques aimed at an empirical assessment of the level of formation of the main components of a metacompetence. According to the study results, modern education should be aimed not at knowledge but at a person capable of self-development on the basis of acquired knowledge, abilities and experience. A similar effect can be achieved through productive education implemented under the conditions closed to natural professional and everyday activities as much as possible. To train competitive specialists, primarily in the field of economics and management, universities create their own ecosystems. They are designed to ensure the sustainability of the system and the quality of education through the diversity of the learning environment. Close interaction with the outside world requires new skills from student managers. One of these social skills is ecological thinking. The purpose of our study is to show the possibility of developing the ecological thinking of student managers in the conditions of the ecosystem of the university with the help of special pedagogical tools, which we call pedagogical cues. As the main author's method of empirical research, a questionnaire survey with a Likert scale and a set of 10 questions were used. This made it possible to identify the level of formation of ecological thinking among students of the Faculty of Economics and Management. The author's methodology assumes 5 levels of development of such a skill. This is necessary in order to learn in dynamics how quickly and efficiently a skill is formed. The article presents tools that contribute to the development of ecological thinking. For example, the WOOD strategy. Pedagogical cues, which were used as a universal pedagogical tool in teaching various disciplines, have shown their effectiveness. Student managers actively interacted with teachers and with each other, including in a distance format. The scientific significance of the article lies in the possibility of the practical use of this methodology for the development of the ecosystem of other universities. The listed pedagogical tips can be applied in any form of education, which also contributes to the creation of the stability of the system in a constantly changing world. Such a skill as ecological thinking is universal and necessary for all future specialists for successful work. At the same time, for the countries that import them, they are currently an important element in meeting the needs of their population in fruit and berry products in terms of volumes, assortment and availability throughout the entire calendar year. The main tropical fruits are bananas, pineapples, avocados, mangoes, papaya. Considering that the Food and Agriculture Organization of the United Nations has declared 2021 the International Year of Fruits and Vegetables, the problem of identifying the importance of Russia as a subject of the world market for these types of fruit and berry products is of great importance. Within the framework of this study, statistics from the Food and Agriculture Organization of the United Nations were used, on the basis of which for 1992-2019 changes in global production, global and Russian imports of major tropical fruits were analyzed. The shares of global imports in the global production of the types of fruit and berry products under consideration, the importance of Russia in their global physical and value imports were also calculated and characterized. In more detail, according to the official data of customs statistics, for 2020, the directions and volumes of imports to Russia and exports from Russia of the main types of tropical fruits are reflected. In the course of the study, it was revealed that in 1992-2019 the volumes of global production and international trade in these types of fruit and berry products increased, and the importance of Russia as their importer has significantly increased. The share of global imports of major tropical fruits in their global production also increased. The motivational component in the study is considered as a set of internal and external motives of the teacher to use modern digital technologies, accompanied by the processes of forming an internal desire to achieve success and a sincere and personally significant desire to improve themselves in this area. The purpose of the study is to study the possibility of managing the development of teachers’ digital competencies with different motivations. The article examines the features of teachers' motivation in mastering digital competence, revealed the nature of teachers' awareness of the possibilities of using information and communication tools in teaching schoolchildren, and identified the main problems that teachers with different motivations have that prevent the formation and deepening of their digital competencies. Features of motivation were studied using A.A. Rean's methodology “Motivation for success and fear of failure” and a questionnaire about teachers' ideas about the use of information and communications technologies in teaching their subject. About 30% of teachers from the experimental sample focus on achieving success in the development of digital competencies, although the proportion of teachers without a pronounced motivational orientation and focus on avoiding failure is approximately the same. This indicates an insufficiently effective methodological and psychological support for teachers who cannot independently cope with the urgent task of modern education – the formation of digital competence. This happens for various reasons – fear of mastering new technologies, age composition, inability to take advanced training courses, etc. Thus, the strategy and tactics of developing digital competencies of teachers who avoid failure and are motivated to achieve success have fundamental differences. Methodological and psychological-pedagogical support for specialists with low and high levels of motivation is built within the framework of an individual trajectory of their professional development and self-improvement. Modern society is characterized by active transformations in all spheres of life activities; the ranges of production, economic, social, foreign and domestic political activities are expanding. In these conditions, the traditional classical theories of management are no longer justified and do not allow the society to reach the world standards of socio-economic development. This is due to the fact that the mechanisms of functioning of social systems are being improved and modernized, vertical and horizontal connections and structure are expanding, and self-regulation tendencies are increasing. Thus, the formation of the innovation ecosystem of the region is taking place, which includes various sectors and spheres of life. In this regard, there is a need to find new, more effective mechanisms for managing regional innovation ecosystems. The article presents the results of comparative analysis of integration mechanisms and interrelations of educational institutions and management structures of regions with different level of economic and social development. Performance indicators of the innovation ecosystem are highlighted; moreover, we identified the main current trends and priorities of regional economic development. Since the modern world is characterized by global and dynamic information flows, which are used to analyze and process all spheres of life, educational institutions are given an increasing role in shaping the region's innovation ecosystem. Based on the generalization of research data of modern domestic and foreign scientists on the importance of educational organizations in the formation and development of the innovation ecosystem of the city, region, country, the hypothesis that the qualitative and quantitative composition of educational institutions affects the level of economic and social development of the region was formulated. The main aspects of competence, environment, ecosystem approaches in the formation of an innovative ecosystem of the region are considered. The principles of managing the development of the region's innovation ecosystem on the basis of close interaction with educational institutions and expanding the spheres and forms of such integration are highlighted. Data from empirical studies of ecosystem efficiency of several Russian regions with different levels of socio-economic development are presented. Automation is designed to ensure the application of network principles of trade organization in order to improve the performance of trade enterprises and the level of consumer satisfaction. The purpose of the study is to develop measures to increase the level of achievability of the results of the strategy for automating business processes in the trade industry of consumer cooperation on the example of Belarus. To achieve this goal, the following tasks were performed: appropriate methods of analysis were selected, problems of the quality of higher education services were analyzed, breakthrough innovations in the field of higher education were considered, and problems of introducing blended learning models were assessed. Both the potential opportunities associated with the introduction of blended learning and the problems specific to Russian practice were considered. To carry out the analysis, the method of statistical analysis and the method of graphical analysis were applied in the work. The authors conclude that when implementing blended learning models in Russian higher education institutions, it is important to take into account a number of problems that may arise in practice including students' difficulties in doing homework systematically, the need to significantly increase the level of students' motivation, students' resistance to innovations that require them to be more involved, lack of knowledge in the field of information technology among educators, the resistance of certain groups of educators to changes that require the use of a new style of work, problems with the technical equipment of higher educational institutions, uneven development of Russian regions. At the same time, blended learning makes it possible to increase the availability of educational services and achieve a higher level of personalization of learning. The key planning method among such as: scenario methods; multifactor models; Delphi method; collective survey; predictive graph; extrapolation method; normative method; individual expert survey is recognized as a normative planning method based on standardization. The importance of urban agglomerations in the formation of the regional economy is shown, the role of standardization in the strategic planning of the development of both regional and sectoral systems is indicated. It is noted that the sustainable development of urban agglomerations depends on the use of standardization tools. The organizational mechanism of standardization of sustainable development, used as a way of planning and forecasting socio-economic development of territories, is described. A model of regulatory regulation of standardization of sustainable development is proposed based on the need to implement the 17 Sustainable Development Goals adopted by the United Nations and achieve the national development goals defined in the Decree of the President of the Russian Federation (2020). In addition, the publication of new international standards, as well as an analysis of the long-term and medium-term benefits of standardization of sustainable development became the basis for the formation of regulatory regulation of sustainable development. The publication notes that the studies conducted in the field of sustainable development assessment systems adopted in Russian cities indicate the need to adjust the provisions of the current GOST R ISO 37120-2020. In order to clarify the content of the standard, the article formulates specific proposals to expand the composition of indicators for its two sections. In addition, proposals are given for planning the standardization of sustainable development for the coming years, aimed at rationing and evaluating the innovation and production activity of industrial enterprises. In conclusion, it is concluded that standardization can be considered as one of the main methods of innovative development of urban agglomeration. The assessment will be carried out according to an objective, transparent, standardized methodology and characterize convincingly the production and innovation activity of industrial organizations. Regularities of digital transformation and reorientation of business processes to vector of high technologies, automatic and robotic systems, neural networks, artificial intelligence, Internet of things, cyber-physical systems with cognitive functions, leading to an increase in synergetic effects and a decrease in entropy are revealed . Analysis of conditions and factors of the emergence and course of hype processes in a number of industries and spheres of economy is given: a hype change in demand in cryptocurrency markets; high growth of NASDAQ high-tech stock index; dynamics of abnormal changes in the share price of GameStop. It is determined that arising processes caused by influence of large flows of information develop in time according to model of hype cycle curve. Authors’ interdisciplinary approach to model development of cognitive-network hype processes that reduce entropy in management of socio-economic systems subject to replication and mass use, including in automatic mode in WEB services, has been substantiated. A cognitive production function is proposed that takes into account decomposition and accounting of cognitive production factors, intellectual property objects and creative abilities of personnel, whose activities generate new knowledge and lead to emergence of new cognitive functions. It is concluded that the most important effect of digital cognitive-network transformation is a decrease in entropy and exponential economic growth based on dominance of increasing returns over decreasing productivity with an extensive increase in volume of traditional factors (labor and capital). The experience of the departments of transport law and personnel management of the Samara State Transport University (Samara, Russia) in teaching disciplines of socio-economic and humanitarian cycles is analyzed. Examples of successful pedagogical practice of using various forms of interaction between teachers and students in the learning process are given: discussion, business role-playing game, essay. The position on the relationship between the formation of students' creative abilities in the process of conducting such classes and their subsequent transformation in engineering education is argued. A parallel is drawn between academic education in higher education and the creative forms of work of students and teachers. The level of students' creative potential is made dependent on the professional level of the teaching staff; at the same time, the most important role of the latter is emphasized.
