The results showed the Consumer Protection Agency for Self-Reliance is a registered and acknowledged government-owned nongovernmental entity that deals with consumer protection. Under the Consumer Protection Act, LPKSM has the opportunity to take an active role in realizing consumer protection. To ensure the existence of a legal certainty, openness and order in the implementation of consumer protection in Indonesia, every LPKSM must register to the Regency, to obtain LPKSM Registration License as evidence that LPKSM concerned is really engaged in consumer protection. There are two conditions to be acknowledged as LPKSM, that is, (1) registered to the Regency, (2) Moving in consumer protection as contained in the LPKSM statute and conducting consumer protection activities throughout Indonesia. This qualitative research uses quasi experimental design. The data of this research were collected through a test, in the form of statements as many as 4 items statement written in the statement sheets. Then, the data were processed by using t-test. The results showed that children in the experimental class who were taught by using the flash card had a high average score, 86.66, to be compared with the control class that use an ordinary card media which got 6.69 as the average score. Therefore, based om the hypothesis testing, it is found that the t-count (2.0531) was larger than t-table (0.9259) which shows that there is a significant effectiveness of the use of flash card on the children`s language development atPreKindergarten Hikari Kids Club Padang. Thus, it can be concluded that the flash card media highly affect the toddlers` language development. The objective of study was to explore, describe and analyse specific programs which intended for non-school communities in terms of their learning methodology. The approach used is qualitative, in the form of case study method through participant observation data collection technique, in-depth interview and documentation study. The subjects studied were the study group of Community Learning Centre (PKBM) Tenggang Raso and Siti Nurbaya, each one was guided by a Tutor. The results showed this method is very effective to teach learners of Functional Literacy, where learning activities have been started from controlling the interest and learning needs of learners. Implications and recommendations of this research are the need to improve the system of organizing functional literacy education programs, including guidance on the implementation of Tutor training, especially concerning the method of learning. The implementing of reflection methods in the learning process in other study groups, as this method is very effective in teaching learners, and can eliminate the dependence on Functional Literacy module. The methods of data collecting are using observation and interview. The subjects are the manager, educator, and students. The data analyzing is conducted by collecting data, data reduction, data presentation, and conclusion. The results are to show that on context dimension, which is society, expecting the learners to utilize internet facilities, the implementation of learning can fulfil teaching-learning needs to conduct the learning without limitation time and space. On input dimension, the learners are inexperienced to use cyber school learning. The means is incomplete. On process dimension, interaction and relationship between learners and educators are not maximum yet, using KTSP curriculum, implementation and learning evaluation using google classroom, parents have role in monitoring and assessment of learners, learners can optimize their equipment and provided by campus PKBM. On product evaluation, the implementation of learning in accordance with the purpose and cyber school model learning has impacts on study result accomplished. In general, it can be concluded that the implementation of cyber school model learning has been well conducted, thus the researcher recomends the similar model held back with some improvements. However, the low public awareness about early childhood education slows down the rate of success of educational programs administered. The purpose of this study is to find out the correlation between the periods of early childhood education with the rate of success of the development of children’s multiple intelligences. Quantitative approach was used in this study. Students from 30 kindergartens' Aisyiyah in Padang City were involved in this study. The data were taken 10% from the whole random sample that involved children living in between city centers and suburbs, and in the suburbs. The data were collected, summed up, and converted. The data were subsequently processed using a regression formula. The result showed that there is no partially significanct influence between early childhood education to the multiple intelligences, but together both are of significant influence. The conclusion of this study is that the period of early childhood education is one of contributing factors to the development of multiple intelligences.
