To expose the concept of digital literacy of the head of the educational institution. The main functions are distinguished: cognitive, developing, evaluative and adaptive. The most acceptable system is postgraduate pedagogical education, which, by its very nature and purpose, is capable of rapidly adapting to social changes and ensuring the process of teaching modern pedagogical technologies with the help of current INSTRUMENTS, which include Internet services. The listed and substantiated needs for the formation of the digital competency of the heads of institutions of general secondary education are listed. The essence of the concept of digital competence is revealed. The main aspects of digital competence are highlighted, namely: the existence of a fairly high level of functional literacy in the field of ICT, effective, well-founded application of digital technologies in educational activities and for solving professional tasks, understanding of digital technologies as the basis of a new paradigm in education aimed at the development of students as sub information society objects. And also, that the digital competence of the manager can be formed on three levels: general user, general pedagogical and subject-oriented. The analysis of domestic and foreign scientific sources concerning the formation of digital competence of heads of institutions of general secondary education has been conducted. The components of digital competence of heads of institutions of general secondary education are formulated. The main ways of forming the digital competence of the head of educational institutions are identified, namely the method of teaching outside the workplace, in the workplace, mixed teaching methods. The analysis of the essence of non-formal education, as well as the feasibility of the use of the andragogical principles of adult education, is made possible to clarify and correct the filling of the main blocks of the methodology of forming the digital competency of the heads of educational institutions. The development and implementation of internal ratings, the methodology of which reflects the methodology of key educational ratings, is important for the analysis of the dynamics of indicators of a higher education institution. The article analyzes the most common scientometric databases used to evaluate the results of scientific research – Scopus, Web of Science, Google Scholar, Semantic Scholar, Dimensions. The experience of Ukrainian universities in building ratings of scientists based on indicators of the effectiveness of research activity in scientometric databases is analyzed. Transparency rating based on citation rates in Google Scholar, implemented at Borys Grinchenko Kyiv University, is presented. The transparency rating ranks higher education institutions academic staff according to the indicators of publication activity in the Google Scholar system. The advantages and disadvantages of implementing a rating system for the analysis of the research activity of higher education institutions academic staff have been determined. The growing need of scientific journals for supporting tools that would, on the one hand, protect journal editions from unscrupulous authors who resort to the practice of scientific plagiarism, and on the other hand, instill in authors a sense of responsibility for the texts they send. The purpose is to reveal the problems of using text similarity scanners - plagiarism checking services in the editorial process of scientific journals of Ukraine, to verify by empirical research the theoretical hypothesis about the existence of certain types of practices of academic plagiarism in the Ukrainian scientific environment. Survey of editors of professional editions of the Ministry of Education and Science of Ukraine has been conducted using the CAWI method with the help of the Google forms functionality. The sample consisted of 99 experts (editors of category “A” journals – 8%; editors of category “B” journals – 92%), who represented the general population on the basis of “journal category”, which ensured the validity of the results. The opinion of the editors of scientific journals on the use of text similarity scanners in the editorial process has been determined. The most widely used services are Unicheck and Antiplagiat, which, according to respondents, most simply and concretely solve the problem of plagiarism and reuse of text. It has been identified that publishing houses that publish journals with international distribution and those indexed by the scientometric platforms Scopus and WoS (category “A” according to the national classification) mostly use similarity scanners. Publishing houses operating only within Ukraine, the journals of which are not represented in prestigious scientometric platforms, often ignore plagiarism detection software altogether and rely solely on the opinion of reviewers and editors. Thus, according to the Edgar Dale’s cone of learning they\u0000are more effective than classical classroom lectures, reading textbooks or\u0000listening to podcasts. Moreover, video as a part of a learning routine\u0000appeals better to modern students who are used to gaining knowledge\u0000from digital sources. The article presents data on video materials\u0000implementation into an electronic learning course (ELC) of a university\u0000both as a part of distant learning system and for providing information\u0000for flipped learning process. In addition, the question of using videos in\u0000the classroom is given attention. The article also deals with peculiarities\u0000of educational video design considering psychological features and\u0000studying patterns of modern students who mainly belong to z-generation.\u0000That is why microlearning is considered as a successful distant learning\u0000implementation method for the above mentioned purposes. Video\u0000materials for microlearning should not be more than 15 minutes long,\u0000should have clearly structured information and involve student into the\u0000learning process. There are different types of videos used in ELC such as\u0000introductory videos, video lectures, video instructions, additional\u0000materials videos, interactive videos.
