To expose the concept of digital literacy of the head of the educational institution. The main functions are distinguished: cognitive, developing, evaluative and adaptive. The most acceptable system is postgraduate pedagogical education, which, by its very nature and purpose, is capable of rapidly adapting to social changes and ensuring the process of teaching modern pedagogical technologies with the help of current INSTRUMENTS, which include Internet services. The listed and substantiated needs for the formation of the digital competency of the heads of institutions of general secondary education are listed. The essence of the concept of digital competence is revealed. The main aspects of digital competence are highlighted, namely: the existence of a fairly high level of functional literacy in the field of ICT, effective, well-founded application of digital technologies in educational activities and for solving professional tasks, understanding of digital technologies as the basis of a new paradigm in education aimed at the development of students as sub information society objects. And also, that the digital competence of the manager can be formed on three levels: general user, general pedagogical and subject-oriented. The analysis of domestic and foreign scientific sources concerning the formation of digital competence of heads of institutions of general secondary education has been conducted. The components of digital competence of heads of institutions of general secondary education are formulated. The main ways of forming the digital competence of the head of educational institutions are identified, namely the method of teaching outside the workplace, in the workplace, mixed teaching methods. The analysis of the essence of non-formal education, as well as the feasibility of the use of the andragogical principles of adult education, is made possible to clarify and correct the filling of the main blocks of the methodology of forming the digital competency of the heads of educational institutions. The development and implementation of internal ratings, the methodology of which reflects the methodology of key educational ratings, is important for the analysis of the dynamics of indicators of a higher education institution. The article analyzes the most common scientometric databases used to evaluate the results of scientific research – Scopus, Web of Science, Google Scholar, Semantic Scholar, Dimensions. The experience of Ukrainian universities in building ratings of scientists based on indicators of the effectiveness of research activity in scientometric databases is analyzed. Transparency rating based on citation rates in Google Scholar, implemented at Borys Grinchenko Kyiv University, is presented. The transparency rating ranks higher education institutions academic staff according to the indicators of publication activity in the Google Scholar system. The advantages and disadvantages of implementing a rating system for the analysis of the research activity of higher education institutions academic staff have been determined. The growing need of scientific journals for supporting tools that would, on the one hand, protect journal editions from unscrupulous authors who resort to the practice of scientific plagiarism, and on the other hand, instill in authors a sense of responsibility for the texts they send. The purpose is to reveal the problems of using text similarity scanners - plagiarism checking services in the editorial process of scientific journals of Ukraine, to verify by empirical research the theoretical hypothesis about the existence of certain types of practices of academic plagiarism in the Ukrainian scientific environment. Survey of editors of professional editions of the Ministry of Education and Science of Ukraine has been conducted using the CAWI method with the help of the Google forms functionality. The sample consisted of 99 experts (editors of category “A” journals – 8%; editors of category “B” journals – 92%), who represented the general population on the basis of “journal category”, which ensured the validity of the results. The opinion of the editors of scientific journals on the use of text similarity scanners in the editorial process has been determined. The most widely used services are Unicheck and Antiplagiat, which, according to respondents, most simply and concretely solve the problem of plagiarism and reuse of text. It has been identified that publishing houses that publish journals with international distribution and those indexed by the scientometric platforms Scopus and WoS (category “A” according to the national classification) mostly use similarity scanners. Publishing houses operating only within Ukraine, the journals of which are not represented in prestigious scientometric platforms, often ignore plagiarism detection software altogether and rely solely on the opinion of reviewers and editors. Thus, according to the Edgar Dale’s cone of learning they\u0000are more effective than classical classroom lectures, reading textbooks or\u0000listening to podcasts. Moreover, video as a part of a learning routine\u0000appeals better to modern students who are used to gaining knowledge\u0000from digital sources. The article presents data on video materials\u0000implementation into an electronic learning course (ELC) of a university\u0000both as a part of distant learning system and for providing information\u0000for flipped learning process. In addition, the question of using videos in\u0000the classroom is given attention. The article also deals with peculiarities\u0000of educational video design considering psychological features and\u0000studying patterns of modern students who mainly belong to z-generation.\u0000That is why microlearning is considered as a successful distant learning\u0000implementation method for the above mentioned purposes. Video\u0000materials for microlearning should not be more than 15 minutes long,\u0000should have clearly structured information and involve student into the\u0000learning process. There are different types of videos used in ELC such as\u0000introductory videos, video lectures, video instructions, additional\u0000materials videos, interactive videos. The\u0000modern concept of open education assumes multilevel character of training, and also possibility of\u0000a choice of means, a place and time of training corresponding to its inquiries by trainees . This\u0000implies the availability of alternative teaching aids (courses) and application software for their\u0000creation, support of training and adaptation to a particular student. A significant challenge is to\u0000reduce the cost of developing e-learning courses and to increase their use in online learning. In\u0000addition, despite the availability of automated tools to simplify the development of pedagogical\u0000rules, it is impossible to generate rules suitable for any situation. These reasons have led to the search\u0000for a solution to the problem of developing e-learning courses that implement adaptive learning. The\u0000principles laid down in the concept of designing such a system are formulated. The structure of the\u0000system, including the model of the subject area (educational content), the model of the user, the\u0000model of adaptation and the model of evaluation of learning outcomes are presented. Within the\u0000framework of the proposed system, it has been developed and is at the testing stage. It is justified\u0000that the successful use of such a system by students contributes to the formation of their specific\u0000competences. In the adaptive system the roles of a teacher and a trainee are changing: a teacher is\u0000an organizer of the initial activities, and the responsibility for the results is shared with students. In\u0000this system, the democratic management style, not authoritarian one, is taken into account. A student\u0000is a performer of educational process and not a passive recipient of information (an object of the\u0000process). With the help of a teacher they acquire knowledge, actively involve into thinking process\u0000and plan own educational and cognitive activity. The central place in the adaptive learning system\u0000is occupied by a student with their individual features: biological potential and abilities, specifics of\u0000the organization of the cognitive process, the level of activity and independence in practical and\u0000cognitive activity, as well as efficiency, etc. The result of this system is a qualitative change in their\u0000individual features. Active independency of a student in the process of cognitive activities promote\u0000the development of individual qualities, the formation of intellectual and spiritual growth, as well as\u0000self-knowledge of a learner’s personality. The questions concerned the situation within the group, the cost of training, and the time of classes. Appropriate diagrams have been created to better understand the processes in the interaction and data flow. The created diagrams will provide an understanding of how entities interact with each other and what analysis processes the information received from the target audience takes place. To achieve this goal, current research on this topic was analyzed. Surveys are an important component of creating appropriate working and learning conditions through feedback between the university and students or employees. The COVID-19 pandemic has forced a rethinking of the role of online services in creating conditions for education and work. Thanks to the implementation of these services in the process of interaction with students, it became clear that such technologies have certain advantages and their further use will have a positive effect on the activities of the department and the university in general. The article contains a simulation of a situation when it is necessary to find out the opinion of students, an approach to its solution, and the result. These models of situations make clear the importance of communication between the university and students, thanks to such surveys, students can influence the activities of the department, which will make the learning process more comfortable and productive. Anonymous surveys allow you to find out students' opinions about things that can sometimes be difficult to say directly. This article shows that when students were asked about bullying, such questions should be answered candidly, and anonymity would facilitate this. The information obtained will indicate whether a conversation about the dangers of bullying should be held to prevent various dangers. The notions of \"digital environment\", \"digital technologies\", \"digitalization\" are disclosed. It was clarified that there was no single approach to the definition of \"digital technologies\" in scientific circles and national legislative documents. The peculiarities of the digital technologies implementation created by the local network of higher educational institutions through the module of administration and adjustment of the users rights, which ensures the implementation of participants activities in the educational process without territorial, geographical, time constraints, are described. The essential characteristics of educational tasks and digital technologies used for their representation are described that allows a teacher to create conditions for active student learning activities in the educational electronic environment. Possibilities of updating forms of interpersonal interaction in the context of educational tasks are generalized. The digital technologies providing feedback are characterized, in particular, through the final and formative assessment. There are three criteria for selection of digital means and technologies: provision of interactive information interaction in the learning process; adaptation to the individual characteristics of students; possibility of synchronous or asynchronous interaction of an educational activity participants. The effectiveness of using digital technologies in the educational process of the higher institution education has been revealed according to the survey of students and teachers. At present, a vector of higher education reform is clearly defined, aimed at developing conceptually new approaches to the organization of educational space for the training highly skilled, competitive specialists in various fields of professional activity, including the penitentiary profile. Penitentiary sphere is characterized by quasi-professionalism, which causes the penitentiaries to have a multifaceted spectrum of knowledge, skills and abilities. Particular attention is paid to the practice of providing various types of security to the penitentiary institutions (physical, administrative, dynamic), since this directly affects the level of society's security. Therefore, the author of the article paid much attention to the teaching methods of tactical training disciplines in the Academy of the State Penitentiary Service, which is based on the use of gaming (business learning game, role playing, training) and non-gaming (analysis of specific situations, group discussions, discussion platforms, brainstorming, methods of cooperative studying) teaching methods that are conducted in the form of special trainings. It is the form of conducting practical classes that promotes the formation of certain professional competencies of future officers in the field of penitentiary institutions security. The article proposes to improve the forms of conducting practical classes by using technologies of augmented reality. The paper substantiates the need to introduce this course in the educational process of training of pre-service Computer Science teachers, taking into account the professional teacher standard and the state standard in Computer Science. It is noted that the teaching of this course contributes to the formation of important interdisciplinary and subject professional competencies, including information and digital competence, which are necessary for both a modern specialist in the field of ICT and pre-service Computer Science teachers. The connection of this course with other disciplines that should be taught to pre-service Computer Science teachers according to the curriculum is presented. A survey of 1st year students majoring in \"Informatics\" was conducted to determine their knowledge and skills that they received before entering the university, their attitude to the use of various software used in the modern market of information and communication technologies for processing graphic data. An analysis of the current state of affairs in the university educational environment in the field of compliance with the principles of academic integrity was carried out. In the course of the study, respondents were asked to complete a survey aimed at determining the phenomena and factors that concern students in the conditions of forced distance learning of the 2020-2022 academic year and to decide on issues of academic integrity. Interviews were also conducted with student volunteers from various courses and universities who studied or are studying in conditions of forced distance learning. The results showed that, unfortunately, the percentage of students who regularly use cheating and incorrect borrowing has grown over these two years, but the reasons for this require further study, but it can already be said that the main factors that influence the manifestations of academic dishonesty in the environment students are: a new learning environment (full online learning), the lack of systematic work on the formation of an academic culture and a combination of low motivation in online learning and a low level of independent work skills among students in a new environment. Based on the results obtained, recommendations were formulated both for participants in the educational process in the context of countering and preventing cases of academic dishonesty in online learning. Digital tools recommended for use in online learning include: Respondus LockDown Browser, Respondus Monitor, ProctorU, Purdue OWL, RefWorks, Grafiati, Unplag, Self Control.
