To obtain a high compression ratio without visible subjective degradation, our scheme separates the coding of the strong transitions (or edges) and the residue source component. The edge source is coded by a chain coder. The residue source is coded using multiresolution subimages generated by applying a subband filter. Each block in the subimages is predicted by an affine transformation of blocks in lower resolution subimages with the same orientation. Since the proposed scheme is a non-iterative scheme, the affine transformation does not compose any contractivity constraint on the block mapping or isometry operation. Experimental results show that the performance of our scheme is superior to the iterated transformation theory-based coder and other popular image coders such as JPEG in terms of both the visual quality and bit-rates.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. These filter banks are derived from their uniform counterparts by combining adjacent filters. Both proposed analysis/synthesis filter banks require only one prototype filter respectively and both also result in improved computational complexity for the filtering algorithm. The improvement in computational complexity is compared against AECs using oversampled DFT filter banks based on low-delay eigenfilters. Design examples for each of the proposed filter banks are also presented and tested with real signals for implementation of an acoustic echo canceler.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. Power utilities are required to keep the customers' voltage profile over a feeder close to the rated value under all load conditions. However it is expected that the interconnection of DSGs to the power distribution systems impacts on the existing voltage regulation method and customers' voltage variations. Therefore, DSGs should be integrated to the automated power distribution systems to prevent interconnection problems and supply high quality electricity to the customers. For these reasons, we should proceed with the evaluation of interconnection capacity of DSGs to the power distribution systems. However, it is generally impossible to perform actual testing on the power distribution systems, and standardized methodologies and guidelines are not developed to evaluate it. In this paper, the criterion indexes for voltage regulation and variations are presented in order to evaluate the interconnection capacity of DGSs to the power distribution systems. In addition, the evaluation methodology of interconnection capacity of DSGs for power distribution systems is presented.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. These methods are time-consuming and restrict the colors for extracting captions. In this paper we propose a method that extracts caption areas using TFs (topographical features) and isodata color clustering. After extracting TFs points using the topographical characteristics of characters, the isodata clustering method is used to cluster the similar colors. The point-line-region method is used to construct the blocks for each of the clustered groups. Constructed blocks are verified and candidate areas are decided. Caption regions are determined by testing several conditions and verifying those candidate areas. Experimental results show that the candidate region extraction rate is 100%, and the character region extraction rate is 98%.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. Due to the computational complexity of the problem, dedicated architectures are needed for achieving real-time processing. In real-time applications, image frames are continuously fed to the computer vision system and three different levels of operations are performed on each image frame. Multi-layer systems, such as the pyramid architecture, provide an efficient means to solve those problems by exploiting parallelism in both spatial and temporal domain. We present techniques applied to solve an image processing problem using a three-layer architecture and demonstrate the system's ability to conduct these operations in real-time.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. The computational approach taken in this system is motivated by color and motion Information and PCA (principal component analysis). Our approach treats the face recognition problem as a two-dimensional (2-D) problem rather than three-dimensional geometry. So, the problem is easier to treat. The system functions by two steps, first, extracting face image in a complex background using difference image and color model, and second, projecting pre-extracted face images onto a feature space that represents the significant variations among known face images. We use this weight vector to recognize each individual. Several evaluation methods of this weight vector are attempted in this paper.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. It connects the (3m+2)-th Fibonacci number, f/sub 3m+2/, m/spl ges/0 nodes with 2m links per node. It is an improvement over a comparable hypercube or multiply-twisted cube that the number of nodes with the same diameter and node degree is (2/sup 2m/)/(f/sub 3m+2/)/spl cong/0.85(0.94)/sup m/. And its diameter and maximum node degree are both 2m, that is two-thirds of a comparable Fibonacci cube with f/sub 3m+2/ processing nodes. We propose a noise-adaptive edge-preserving image restoration algorithm based on the Markov random field image model. Our potential function is controlled by the weighting function for providing the capability of adaptively introducing the discontinuities into the solution. Moreover a new parameter is adopted to prevent the undesirable amplification of strong noise. Extending our previous work, we propose a nonlinear formulation of the regularization functional and derive an iterative algorithm for ensuring the global minimum. The effectiveness of the proposed algorithm is demonstrated experimentally.","PeriodicalId":121142,"journal":{"name":"Proceedings of IEEE. IEEE Region 10 Conference. TENCON 99.
