Based on open statistics, an analysis of the dynamics of unemployment indicators in the Russian Federation during the pandemic period was carried out. The impact of crisis events on the duration of job search by unemployed people was considered. Features of pandemic influence on culture as one of branches of social sphere are described. A comparative analysis of the number of cultural workers who were simply due to the fault of the employer in 2019 and 2020 was carried out. The world community is concerned about environmental problems, creating possible solutions to these problems; however, this may not always be achievable, since there are political, economic and social factors that can serve as obstacles to the effective implementation of environmental policy and regulation. Such factors include: international conflicts and wars, instability in the economy, poverty and corruption. The analysis showed that some developing countries do not have adequate national institutions, mechanisms and procedures and, consequently, do not have adequate policies and laws to implement and enforce environmental standards. Thus, specific effective measures are needed to ensure the operation of international treaties in national legal systems. There are a large number of features of forecasting international trade, which are shown in this study. The purpose of the work is to study the features and develop a concept for constructing predictive models of indicators of foreign economic activity and ensuring an increase in the efficiency of managing the country's foreign economic activity. The article considers the need to use the economic complexity index, the product complexity index and the indicator of the identified comparative advantages as complex indicators describing endogenous and exogenous factors for building models. Bokayev, Azat Kaimoldiyev","doi":"10.52123/1994-2370-2021-222","DOIUrl":"https://doi.org/10.52123/1994-2370-2021-222","url":null,"abstract":"Since 2013, there has been an outflow of qualified specialists in Kazakhstan, which as a result affects the intellectual potential of the country.\u0000Based on the results of a survey of 1111 Kazakhstanis who completed their studies abroad, and an in-depth interview among 30 graduates of foreign universities, the main motives for studying abroad, factors preventing the use of intellectual potential in Kazakhstan, as well as the reasons that prompted them to stay abroad or return to Kazakhstan were analyzed.\u0000The results of the study show that the use of the intellectual potential of graduates is influenced by: a high degree of bureaucracy in the country (34,5%), low wages (28,3%), lack of necessary conditions for effective work (26,8%). Only 21,3% of the survey participants fully apply the acquired knowledge and skills. Various approaches to short-term inflation forecasting, inflation factors and their main channels of influence used by bank regulators in various countries are studied. The shortcomings of the used models for predicting inflation in the post-pandemic economy have been formulated. A comparative analysis of the use of various models has been conducted and solutions for building forecasting models in the medium term have been proposed. These circumstances have attracted the attention of the scientific community. As the dynamics of the number of publications on the development of small and medium-sized enterprises shows, scientists around the world are interested in a wide range of issues. The purpose of this article was to analyze the evolution of research fronts and identify key research topics, the current knowledge base and influential publications of Russian and foreign scientists. We used the freeware product CiteSpaceV to conduct our research. To analyze the publications, we used the ISI Web of Science Core Collection (WoS) database, the selected time interval was from 1997 to 2020. As a result of this study, eight major clusters in the field of SME development were identified according to foreign publications; only one cluster was identified according to Russian publications. The correlation of the types of trends in the labor market in the regions of Kazakhstan is carried out: regions with positive trends in the labor market, regions with positive dynamics according to certain indicators with a risk of deterioration of the situation, regions with a negative trend in the labor market are identified. Structural shifts in employment are investigated and their masses are calculated. The presence of polarization of workplaces was revealed. The article describes the current and possible practical approaches to the organization of control of documents and orders, which covers all stages and processes of reviewing documents: reception, control of registration, registration, distribution, sending to recipients, consideration, execution, approval, examination, approval, decision-making, signing, sending to the author of the document. For each of the stages and processes, their readiness for digitalization and transition to online work is described.
