However, along with this, remote sensing of the earth has functions that, according to the authors, should become an integral part of the routine practice of the state bodies of Kazakhstan. Suleimenov","doi":"10.52123/1994-2370-2020-75-4-80-88","DOIUrl":"https://doi.org/10.52123/1994-2370-2020-75-4-80-88","url":null,"abstract":"Determination of clear contours of European policy for Central Asia, which could satisfy the interests of both the European Union and the countries of the region, took quite a long time, and is still at the stage of forming common approaches to the implementation of mutually beneficial cooperation.\u0000The first program documents of the European Union in relation to Central Asia, called strategies, were to a greater extent only action plans aimed at maintaining its political and economic presence in the region. Meanwhile, the Central Asian countries are always interested in pragmatic interaction with the European Union on equal basis.\u0000In 2019, the European Union adopted a new Strategy for Central Asia, which replaced the previous 2007 document. In the poet's legacy, you can find many examples that demonstrate the discipline and ethics inherent in a civil servant. The article reflects the views and thoughts of modern employees: examples of the competencies put forward in the writings of the thinker that a civil servant should have are given: integrity, responsibility, stress resistance, strategic thinking, cooperation and interaction.\u0000The main outcomes and results of the research were announced in the branch at training workshops dedicated to the development of the language competences of civil servants. In most cases the analysis of state and municipal policies for working with youth is determined by the economic sense, that is, the economic and financial efficiency of implemented programs is analyzed. The authors approached the problem under consideration from the sociological point of view in order to determine the needs directly from the subject, as well as to assess the managerial and organizational problems and obstacles to increasing the importance of activities for young citizens. In order to combat corruption and reduce the scale of the shadow economy, the income and assets declaration of citizens will be introduced from 2025. In this regard, the key issue of the study is the need to involve the entire population to achieve the goal, or it can be limited only to certain individuals. The article presents theoretical, regulatory, and legal frameworks/strategic documents in terms of corruption and the shadow economy. The article also analyzes the factors affecting the shadow economy and corruption. The analysis showed a positive correlation between the shadow economy and corruption. Critical juncture hypothesis states that politics and political institutions determine what economic institutions a country has, because the former represents the distribution of political power. Whoever controls political institutions then can set up economic institutions, determining the rules governing economic activities and who will benefit from them. Generated resources are then used in defending these sets of institutions. Though for Acemoglu and his co-authors politics always precedes economics, it is the interplay of political and economic institutions that explain contemporary development of states.
