In most cases the analysis of state and municipal policies for working with youth is determined by the economic sense, that is, the economic and financial efficiency of implemented programs is analyzed. The authors approached the problem under consideration from the sociological point of view in order to determine the needs directly from the subject, as well as to assess the managerial and organizational problems and obstacles to increasing the importance of activities for young citizens. Abstract
