The world community is concerned about environmental problems, creating possible solutions to these problems; however, this may not always be achievable, since there are political, economic and social factors that can serve as obstacles to the effective implementation of environmental policy and regulation. Such factors include: international conflicts and wars, instability in the economy, poverty and corruption. The analysis showed that some developing countries do not have adequate national institutions, mechanisms and procedures and, consequently, do not have adequate policies and laws to implement and enforce environmental standards. Thus, specific effective measures are needed to ensure the operation of international treaties in national legal systems.
