Ojha","doi":"10.52123/1994-2370-2021-498","DOIUrl":"https://doi.org/10.52123/1994-2370-2021-498","url":null,"abstract":"Under the conditions of the pandemic, the issue of support for small and medium-sized enterprises becomes especially relevant, since they are the ones that suffer financial losses more than other enterprises in the period of restrictions and reduction of the purchasing power of citizens. Most often tax measures of support and direct payments from the state are considered, in our article we will talk about property measures that have a significant impact on the stabilization and development for existing entities and sustainable formation for start-up entrepreneurs. The article uses both statistical analysis, including within the boundaries of the federal district, and sociological research that complements and specifies statistical data. The article reveals the contemporary and new factors determining the area international relations. Theory of regional security complexes makes the ground of the article. Structural and functional analysis gives the opportunity to explain the reasons of states activity in the IR, states’ expectations and week points. The author undermines the influence of the 2020 war upon the area balance of power, helping Turkey to improve its influence instead of its’ loses in the Near East area. The relevance lies in international experience, which shows that various institutions are engaged in identifying victims of destructive movements. The resources of public organizations (churches, NGOs, etc.) and state structures, mainly law enforcement, are often used. It should be noted that in this area, in most cases, monitoring activities are carried out when individual public or state institutions conduct a continuous monitoring process through various tools. The purpose of this article was to assess knowledge, understanding of environmental problems in Kazakhstan by representatives of state authorities through a survey system.\u0000For this purpose, we surveyed 256 employees of state institutions of Kazakhstan in 2019. The survey questions related to the current system of state management of natural resources and the current environmental situation in Kazakhstan. \u0000The assessment of the readiness of public administration institutions in Kazakhstan showed the absence of interdepartmental communication and an integrated approach to improve the ecology of Kazakhstan. The result of the study identified important determining factors that seriously affect investment, including regulatory, economic, political, and social factors, the most important of which are political stability (risk), taxes, corruption, bureaucratic difficulties, access to infrastructure. The results of our research have shown that the above-mentioned determining factors are the most influential and important obstacles in the process of attracting and implementing FDI investments, which seriously affect the business environment and hinder the process of attracting FDI to the energy sector of Tajikistan. It concentrates upon whether distributive changes in the countries over the past decade have improved income distribution between individuals or widened gaps. The region’s indicators of global inequality declined considerably during 1997-2014. This decline in global inequality is explained essentially by the reduction of inequality within Latin American countries, especially in Brazil. The main principles of state policy in the field of cinema are support for domestic cinema and providing access to Kazakhstani film products.\u0000The purpose of the article is to analyze the topical problems of domestic cinematography, taking into account the principles of state policy in the field of cinematography.\u0000The methodological basis of the research is based on scientific works on the issues under consideration, regulatory legal acts. The work used the official statistics of services in the field of cinema. A factorial analysis of the current state of the film industry was carried out using the analytical tool PEST-analysis. In addition, a discursive analysis of the representation of ideas of state policy in modern Kazakhstani cinema was carried out. Modern Kazakhstani films of the last 10 years were considered as additional materials.\u0000The study showed that the support of national films is an important direction in the public administration in the field of cinematography. Socially significant films have non-commercial, spiritual and artistic value. Financial profit belongs to commercial films of private companies. The sharp decline in industry statistics confirms that the global pandemic in 2020 was a tough time for the film industry.
