This will make it possible to improve the effectiveness of the country's health system and to achieve its strategic objectives. Large clinics in Nur-Sultan were chosen as the research base. Research methods: formalized context analysis of literature, expert survey, strategic analysis. The results of the study: two formalized mechanisms of the hospital management system. The article describes major factors that influence stakeholders' expectations and limitations associated with the unbalanced penetration of Smart City technologies. The analysis of the current situation of greenhouse gas emissions, recommendations, proposals and solutions has been carried out. The author gives recommendations for decarbonization of the country's energy market. Decarbonization is refers to the reduction in greenhouse gas emissions over time in order to contain the rise in global average temperatures. The authors analyze in detail a number of limitations of existing technologies for the extraction of associated petroleum gas, renewable energy technologies and nuclear power plants are also described, and analysis of the wind rose was carried out using the wind atlas of Kazakhstan. At present, an attempt has been made to conduct a primary analysis of the world companies of implemented nuclear reactors of various types and their current state. Of course, this review is not a complete rating, in the entire world rating of companies there are many other companies, it is not always possible to determine that balanced scorecard. {"title":"Assessment of the competitiveness of the economies of the EAEU countries","authors":"A. The study is based on data from EAEU statistics. The article assesses the competitiveness of the economies of the EAEU countries on the basis of indicators of foreign and mutual trade, the share of the manufacturing industry in the total volume of industrial production, as well as labor productivity. According to the results of the analysis, the countries were identified - those that receive a greater effect from participation in the integration union, and those who are more focused on trade with third countries. Using the author's methodology, an assessment of the competitiveness of industry was carried out and an index of export similarity was calculated in comparison with the European Union. The results showed that the complementarity of economies within the EAEU is still low, and therefore the contribution of integration processes to the development of the economy is still insignificant. The main reasons for the current state of affairs, in addition to the factor of low complementarity of the structure of the economies of the EAEU countries, are that the advantages associated with the creation of the EAEU require the implementation of national economic policy measures related to supporting promising areas of cross-border interregional cooperation. The key claim of the article is that the reduction of the fragmentation of the parliamentary party system was instrumental in creating the conditions for the preservation of the Kazakhstani constitutional order. This circumstance makes it difficult to provide direct support to domestic producers.\u0000The purchases of government bodies, quasi-government organizations and subsoil users of solid minerals, hydrocarbons and uranium (government-regulated purchases) create a significant volume of demand for various kinds of goods, works and services.\u0000Therefore, within the framework of the research, a literary review of the regulatory legal acts governing the procurement of these entities was carried out. An assessment of the norms contributing to an increase in the share of local content in purchases is given. Modern challenges require significant flexibility, focus on meeting the needs of citizens and the availability of a sufficient level of competence of employees and institutions involved in the provision of public services. In doing so, we do not simply rely on a conceptualization of (political) culture as religion or religious denominations, but also as civicness, familism, secularism and post¬materialism. The results of our data analyses suggest two broad considerations: first, that culture matters and, second, that some aspects of culture are more important than others. Specifically our data analyses reveal that accountability is more sensitive to civicness, post-materialism, and years of democratic rule than it is to familism or the pervasiveness of Christianity. The reasons for the necessity to develop regulatory impact assessment as a legal institution are described, its advantages are determined, the peculiarities of the development of this institution are studied. Legal framework that serves as a basis for assessment functioning is examined. The reasons for uneven development of the institution of assessment in the Eurasian area are understood, typical country peculiarities are given.
