{"title":"The Place of the Local Government in Nigeria’s Federal Arrangement","authors":"Abubakar Oladeji","doi":"10.31289/jppuma.v10i2.8210","DOIUrl":"https://doi.org/10.31289/jppuma.v10i2.8210","url":null,"abstract":"Multi-level government arrangements-federal, state/provincial and local government-are common to all federal systems. However, the place and role of local government in those systems vary markedly. In some, local government is a constitutionally recognised sphere of government, while in others it is merely a competence of the state/provincial government, or an administrative unit of a higher order of government. In some federal systems where it is recognised, like Nigeria, the local governments are principally established for socio-economic and political development at the grassroots. Thus, local governance is the prerogative of the local governments in Nigeria. This tier of government established by Section 7 of the 1999 constitution of the Federal Republic of Nigeria (as amended) has some of its functions detailed in the fourth schedule of the same constitution. The overall objective of this paper is the analysis of the current status of the local government within the Nigerian federal system, and a critical examination of what the future holds for the third tier of government in Nigeria. Pemilihan presiden tahun 2019 lalu khususnya di provinsi Riau. Bahkan pengaruhnya melebihi dari tokoh elit itu sendiri. Hal itu dibuktikan dengan survey yang dilakukan oleh LSI Denni JA menempatkan UAS sebagai tokoh agama yang sangat berpengaruh.Penelitian ini menggunakan metode kualitatif dengan pemikiran induktif. Penelitian dilakukan dengan cara wawancara mendalam dan pengumpulan data sekunder. Data kemudian dianalisis dan diinterpretasikan. Konsep yang dibangun oleh Robert Linton (1936) dan Glen Elder (1975) menjadi pintu masuk dalam penelitian ini. Hasil penelitian menunjukkan bahwa  Ustadz Abdul Somad sangat berperan  pada pemilihan Presiden tahun 2019 di Provinsi Riau. Hal itu dibuktikan kepada dirinya  yang terjun langsung ke dalam politik praktis yang mengusung salah satu pasangan calon tertentu. Information that is easily obtained will make it easier for various parties to make decisions. Technological advances require all parties to clean up and keep up with the times. The government, whether central, provincial or district/city governments, as government managers also provides information that is fast and easy to access. This aims, in addition to accelerating the acceleration of development as well as a form of providing services to the public and public information. In line with this goal, in 2022, the Office of Communication, Informatics, Passwords and Statistics (Diskomsantik) of Pandeglang Regency launched the Android-based SIPUTERI (Integrated Public Information System) application. This study aims to analyze the communication strategy of innovation in public information services in the launch of the SIPUTERI application in Pandeglang Regency. The researcher used a qualitative research approach with a descriptive study. Data collection techniques from this study were through in-depth interviews, non-participant observation and documentation. The diffusion of innovations carried out by the Pandeglang Regency Diskomsantik through the launch of the SIPUTERI application is considered to have made it easier for the public to access information. The women's empowerment strategy is an effort to improve women's abilities, especially in developing their capacities and skills. This study uses a qualitative method using a case study approach, the data collection techniques used in this study are interviews and observations, the data collected is stored in one document and then selected according to research needs. The results showed that the women's empowerment strategy in Pulau Kayu Village, Southwest Aceh Regency needed attention and assistance from the government because there were still many obstacles and lack of understanding in improving the progress of the Agreed Women Business Group. This research is important considering that the bureaucratic reform agenda is still the main focus in the study of public administration, especially for developing countries like Indonesia, which in its position needs to be completed and cannot be ignored. Bureaucratic reform policies are an important main focus, especially in improving the health of the bureaucracy and ensuring the running of the public service process. In realizing bureaucratic reform as an important public policy agenda, it must be ensured that what is proclaimed and determined can be carried out properly by existing actors. Within the existing framework, even though it has been able to focus on the areas of change and expected results in Presidential Regulation Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010 – 2025, Indonesia itself can still be said to have not produced perfect results and impacts. The results of the study show that there are several aspects that need to be elaborated in depth and become a common concern in the present and future bureaucratic reform agenda. This search is important in presenting a renewal framework that is mapped through certain stages as an effort to improve public administration from time to time, one of which is by considering the omnibus law. With the reforms carried out, it is hoped that it can become a means of educating and improving the state of the bureaucracy and the resources in it to move in the dynamic governance with an emphasis on 2 (two) main components, namely dynamic capabilities and organizational culture, so as to be able to form a bureaucracy that has a mindset thinking ahead, thinking again and thinking cross. PT. Jakarta Propertindo (Jakpro) as a Regional Owned Enterprise of DKI Jakarta Province, through its subsidiary PT. Jakarta Utility Propertindo (JUP) in 2019, announced a collaboration with Bina Tunas Bangsa School (BTB School) to build a school building around Pluit Putri housing estate. This then received a rejection response from the surrounding community who were members of the Pluit Putri Community Forum. The research method used is descriptive qualitative, with Pichardo's new social movement theory and McAdam's theory of social movement dynamics. The results of the study, firstly, the community refused, because they felt they were not involved in the development carried out in the middle of their housing, both during the development plan and changes in the spatial zoning of some land, and it was predicted that the presence of a school in the middle of the housing would cause congestion and noise. Second, the Pluit Putri social movement was carried out through hearings with the DKI Jakarta DPRD, demonstrations, PTUN, administrative processes, social media and mass media. However, the DPR and the Government took advantage of this moment of limitation on community activities to discuss and pass several important laws that affect many people's lives in a non-participatory process. The Employment Creation Act and the Minerva Law are the reality of how the legislators ignore the fundamental right of the community to participate in the formation of the law. This study elaborates on the fact that the legislators in carrying out pseudo-procedural participation and not substantive. The process of drafting the two laws is reviewed and compared to show how the pandemic has become an opportunity to violate people's rights. This study also examines the conception and application of substantial participation in providing protection and guarantees for fulfilling human rights in the legislative process. Pertamina Geotermal Energy (PGE). Oleh karena itu pemerintah desa, karang taruna dan Badan Usaha Milik Desa menjadikan desa mereka menjadi desa wisata dengan menjual keindahan alam dan wisata sungai seperti arung jeram dan river tubing tentunya dengan melibatkan perusahan PGE. Maka rumusan masalah penelitian ini bagaimana model collaborative governance dalam pembangunan pariwisata alam di Kecamatan Ulu Ogan Kabupaten Ogan Komering ulu. Metode yang digunakan dalam penelitian ini menggunakan pendekatan kualitatif deskriptif dengan mengumpulkan data melalui observasi, wawancara, dan dokumentasi dengan penerapan triangulasi data sehingga didapatkan data yang valid. Dari analisis data dapat disimpulkan bahwa model collaborative Governance dalam pembangunan pariwisata alam di Kecamatan Ulu Ogan menggunakan model gabungan antara model collaborative governance Ansell & Gash dan Ratner. Adapun model collaborative governance ini lebih menekankan pada proses diskusi dalam memetakan hambatan dan peluang untuk terselenggaranya kegiatan kolaborasi.
