PT. Jakarta Propertindo (Jakpro) as a Regional Owned Enterprise of DKI Jakarta Province, through its subsidiary PT. Jakarta Utility Propertindo (JUP) in 2019, announced a collaboration with Bina Tunas Bangsa School (BTB School) to build a school building around Pluit Putri housing estate. This then received a rejection response from the surrounding community who were members of the Pluit Putri Community Forum. The research method used is descriptive qualitative, with Pichardo's new social movement theory and McAdam's theory of social movement dynamics. The results of the study, firstly, the community refused, because they felt they were not involved in the development carried out in the middle of their housing, both during the development plan and changes in the spatial zoning of some land, and it was predicted that the presence of a school in the middle of the housing would cause congestion and noise. Second, the Pluit Putri social movement was carried out through hearings with the DKI Jakarta DPRD, demonstrations, PTUN, administrative processes, social media and mass media.
