This research is important considering that the bureaucratic reform agenda is still the main focus in the study of public administration, especially for developing countries like Indonesia, which in its position needs to be completed and cannot be ignored. Bureaucratic reform policies are an important main focus, especially in improving the health of the bureaucracy and ensuring the running of the public service process. In realizing bureaucratic reform as an important public policy agenda, it must be ensured that what is proclaimed and determined can be carried out properly by existing actors. Within the existing framework, even though it has been able to focus on the areas of change and expected results in Presidential Regulation Number 81 of 2010 concerning the Grand Design of Bureaucratic Reform 2010 – 2025, Indonesia itself can still be said to have not produced perfect results and impacts. The results of the study show that there are several aspects that need to be elaborated in depth and become a common concern in the present and future bureaucratic reform agenda. This search is important in presenting a renewal framework that is mapped through certain stages as an effort to improve public administration from time to time, one of which is by considering the omnibus law. With the reforms carried out, it is hoped that it can become a means of educating and improving the state of the bureaucracy and the resources in it to move in the dynamic governance with an emphasis on 2 (two) main components, namely dynamic capabilities and organizational culture, so as to be able to form a bureaucracy that has a mindset thinking ahead, thinking again and thinking cross.
