However, the DPR and the Government took advantage of this moment of limitation on community activities to discuss and pass several important laws that affect many people's lives in a non-participatory process. The Employment Creation Act and the Minerva Law are the reality of how the legislators ignore the fundamental right of the community to participate in the formation of the law. This study elaborates on the fact that the legislators in carrying out pseudo-procedural participation and not substantive. The process of drafting the two laws is reviewed and compared to show how the pandemic has become an opportunity to violate people's rights. This study also examines the conception and application of substantial participation in providing protection and guarantees for fulfilling human rights in the legislative process.
