The aim of the study is to hinges primarily on identifying the peculiarities, problems and practices of using Internet technologies in shaping the regional identity of youth, using the Krasnodar Krai as an example. The work presents the results of an analysis of materials from the official websites and accounts of the region’s youth work bodies, illustrating the practices they employ, as well as the results of an expert survey assessing the specifics, role and challenges of using information technolo-gies in the formation of regional youth identity in Krasnodar Krai. Belov","doi":"10.24158/pep.2024.1.11","DOIUrl":"https://doi.org/10.24158/pep.2024.1.11","url":null,"abstract":"The relevance of the research topic lies in the fact that increasing the level of sustainable development of Rus-sian regions not only acts as an administrative and legal task related to the fulfillment of mandatory legislative requirements imposed on economic entities and regions, but is economically beneficial in the long term, since it is based on the reduction of energy costs in the production of various products, leading to an increase in the competitiveness of individual enterprises, regions and the country as a whole. In this regard, the article presents a methodology for assessing the level of sustainable development of the region, which allows, on the one hand, to identify the main factors affecting its improvement, and on the other hand, to develop such incidental tools and mechanisms that would most stimulate the achievement of target benchmarks by regional authori-ties. The article contains elements of novelty in the statement of the research problem, presented methodol-ogy for assessing the level of sustainable development of the region. The aim of the study is to consider how the real estate market changes under conditions of uncertainty. The objectives are to analyze the impact of crisis situations on demand, supply, as well as to assess the correlation of these indica-tors with the general economic environment. Research methods used in the article are comparative analysis, statistical methods. The study revealed patterns in changes in the volume of demand for office real estate dur-ing a period of high economic turbulence. At the same time, it is noted that the volume of supply at the moment is not growing significantly as interest increases after the peak crisis stages due to the long period of construc-tion of a new facility and the rise in the cost of project financing, conceived in connection with bank lending. Until the end of the 2010s the communication of state bodies with youth was much less active, and the interaction was more hierarchical. The author of the article examines the evolution of com-munication technologies of public authorities with young people in the 2000s and 2020s. This article is both theoretical and applied in nature. That is, the theoretical aspect consists in analyzing the concepts of interaction between the state and youth. The worsening problem of power shortages in the region necessitates the search for alternative power-generating capacities. Emphasis is placed on the ura-nium potential of Central Asian countries, which allows them not only to use it as a resource for the creation of new energy facilities based on new technologies, but also turns these countries into an object of global geopo-litical competition. In the future, the interest of Central Asian countries in the implementation of uranium pro-jects will only increase due to socio-economic factors, such as the need to ensure energy security as a strategic basis for sustainable economic development and meeting the needs of the population in electricity. On the one hand, the level of human capital and potential determine the productive force of the country’s economic growth, on the other hand, the human being is the main consumer of the results of this growth, the highest aim, and the main criterion of the quality of economic growth. The article presents the results of theoretical analysis of the categories of “human capital” and “human potential”. As a result of the analysis, it is determined that to date there is no unified methodology of categorical and conceptual apparatus of “human capital” and “human potential” in the aspect of increasing the efficiency of human resources utilization both for individual economic entities and for the state as a whole. It is established that human capital, based on economic theory, is a phenomenon that is already directly used in the production process, while human potential is a category that involves the potential acquisition of higher professional quali-fications (competencies, knowledge, skills and abilities of labor activity) by an employee. It has been proved that in order to develop the level of human potential and capital, individual business entities and the state as a whole, implement various investment programs that ensure the improvement of professional qualification of the country’s personnel. However, this investment is accompanied by a number of risks, and one of the main risks is the lack of scientifically-based criteria for assessing the effectiveness and efficiency of investment pro-grams. The article presents possible reasons for this problem and formulates proposals for its solution. The evolving nature of digitalization in the banking sector has led to an increase in risks for its structures, in particular, we are talking about unexpected losses and the growth of operational problems. The necessity of risk acceptance and management for banks is outlined, since, unlike other economic entities, bankruptcy of credit organizations can have systemic consequences. The study of the possibilities of applying the existing methodologies of banks’ risk assessment to the changing external environment and digital space has shown the absence of such in the adaptation of organizations’ work. Risk management practices in banks require the identification and classification of digital risks, a strategy to mitigate these identified risks, adapted to the digital space. The concept is considered and an algorithm for identifying bank digital risks according to business processes is presented. Possibilities of applying risk assessment methods depending on the type of risk and business process are analyzed. In the course of the work, contradictions of economic institutions were identified, the structural causes of the crisis of the debt build-up model, the question of the introduction of a sovereign development plan was raised, the definition of the plan was given, conditions for sustainable economic growth were described, a model of the economy of innovative development was proposed, taking into account the mistakes of the “debt build-up economy” with the aim of developing Russia as a center of global importance. Based on the analysis, the proposals for the transition to a new economic policy and the use of tools for its implementation on the ba-sis of a system of short- and long-term state planning of socio-economic development are substantiated. The political behavior of American youth serves as a re-search case. The methodology of the work is formed through a combination of comparative and descriptive analysis and secondary processing of data from quantitative sociological research. The author concludes that a long-term decline in the quality of life, leading to a decrease in the corresponding parameters at the intergen-erational level, can provoke a large-scale revision of political values and the system of party loyalty in society. The necessity of using strategic planning methods in the formation and development of human capital of territorial entities is substantiated. The authors have highlighted modern trends in strategic planning for the development of human capital in rural areas and carried out a detailed con-tent analysis of foreign developments and models in this scientific field of research. It is summarized that in-creasing the level of use and development of human capital in rural territorial entities of Bashkortostan should be based on the use of strategic developments and modern technologies for long-term planning.
