Sergeev","doi":"10.24158/pep.2023.12.21","DOIUrl":"https://doi.org/10.24158/pep.2023.12.21","url":null,"abstract":"The paper examines the problem that arose in a number of cases when the European Convention for the Pro-tection of Human Rights and Fundamental Freedoms was part of the Russian legal system, and the European Court of Human Rights (ECHR) provided an external (in relation to Russia) control function for the implementa-tion of its provisions. Based on a study of the ECHR practice of considering complaints against Russia the tasks are solved to reveal the author's position on the issue of denunciation of the Convention by Russia; to deter-mine the prospects for the implementation and development of the convention provisions in the Russian legal system and European states in the emerging multipolar world. Research methods. Axio-teleological method (research in the position of constitutional values); complex approach (interdisciplinary) with the use of com-parative legal method of research. The humanitarian political partnership is a new phenomenon located at the intersection of political science and the foreign affairs. In recent years the humanitarian activities of countries in the international space have become more and more systemic and are acquiring an increasingly clear political context. Over the past decades, China and Russia have also been paying considerable attention to the implementation of joint pro-jects in various humanitarian fields, thereby establishing closer cooperation pursuing long-term strategic goals, usually of a political nature. Due to the prevalence and insufficient study of this phenomenon, the problem of the Chinese-Russian humanitarian political partnership, its dynamics, current state and prospects, seems not only relevant, but also definitely new. The need for new organizational forms in industrial production to increase production capital and attract technologies in order to give impetus to the implementation of the vector of industrial development of the Republic is substantiated. Using the example of special economic zones in the Russian Federation, the role of the state in intensifying industrial development, supporting the diversified economic structure of the new region and exiting the investment pause caused by the influence of the geopolitical situation on the economic state and reproductive processes is substantiated. In this article, the authors suggest an organizational and economic mechanism for the implementation of public-private partnerships in industry and identify promising sectors of industrial development for the new Russian region, which is the DPR. Digital tools provide quick answers and solutions to the challenges of optimizing administrative processes, but do not contain the explanatory potential of ongoing polit-ical events. The political picture of the world, as a higher-level conceptual system than unstable state planning regulations such as concepts and strategies, has obvious advantages in the political decision-making process. The aim of this article is to examine the institutional sources that construct political pictures of the world in the context of widespread adoption of digital technologies. The author achieved the goal by solving the following research tasks: identifying traditional sources of political pictures of the world of the state; analyzing the current state of these picture-forming institutions, their evolution and role in the construction of political pictures of the world. As conclusions, the author proves that the processes of digitalization have not practically affected the composition of the sources of origin of political pictures of the world. Deryuga","doi":"10.24158/pep.2023.12.22","DOIUrl":"https://doi.org/10.24158/pep.2023.12.22","url":null,"abstract":"The analysis of the legal regulation of the evaluation of evidence in administrative legislation, as well as the practice of its application in the administrative and jurisdictional process leads to the conclusion about its im-perfection. For this reason, the principle of presumption of innocence does not always serve as a guarantee of protection of rights and legitimate interests of citizens brought to administrative responsibility. Frequently, judg-es and bodies of relevant jurisdiction, considering cases on administrative offenses, evaluate evidence at their discretion, ignoring the meaning of the said principle – to compensate for the difference of knowledge of the right of the accusing and accused parties. This leads to legal liability of citizens for unproven unlawful facts. The circumstance causing the relevance of the raised issue is the complexity of the implementation of the prin-ciple of presumption of innocence in administrative-jurisdictional process, associated with the order of evalua-tion of evidence on the basis of the norms of the Code of the Russian Federation on Administrative Offences. The residential real estate market of the largest city – the municipal formation “Ekaterinburg” – was chosen as the object of research. Dynamic analysis of statistical data on the volume of housing stock, the share of slum dwell-ing and dilapidated housing, the area of commissioned housing, price, supply and demand of the residential real estate market of the municipal formation “Ekaterinburg city” was carried out. The market condition is de-fined as “overheating”. In order to bring the market into a state of equilibrium, the author’s block diagram for the development of the residential real estate market has been proposed, which makes it possible to develop an effective mechanism for its regulation in various municipalities, taking into account their characteristics.
