In this article I analyze news frames that circulated in English language Canadian news outlets throughout 2020, performing an informal discourse analysis of coverage of Quebec’s secularism law, Bill 21, alongside coverage of two anti-mask protests held in Aylmer, Ontario. In the case of Bill 21, I argue that the predominant frame that shaped coverage was one of hypocrisy, which foregrounded the discriminatory nature of the legislation but obscured the Christian cultural politics otherwise embedded in the law. In the case of the Aylmer marches, I argue that news coverage centered on the role of the religious outlier, particularly through attention to outspoken Church of God Restoration pastor Rev. Henry Hildebrandt. This frame amplified Hildebrandt’s political statements but downplayed the more quotidian role of conservative Christianity in shaping some anti-mask sentiment. In both cases I argue that attending to the Christian cultural politics which were obscured by dominant news frames can help us better understand the persistent role of religion in shaping public discourse.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"22 1","pages":"-"},"PeriodicalIF":0.6,"publicationDate":"2023-02-13","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"84479616","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

We take up three interwoven phenomena from the recent past in the United States, though with implications beyond that context: (a) the GameStop stock-buying frenzy of early 202l, (b) the storming of the US Capitol building on January 6 of that year, and (c) the dramatic rise in popularity of the QAnon conspiracy fantasy that appeared in 2017 and gained significant influence since. By locating these complex participatory phenomena in the context of digitized financialization characterized by gamification, alienation and profound inequalities, we supplement efforts to understand today’s reactionary imagination. We argue that all three might be seen as, in part, forms of dangerous play that both emerge from, rebel against and also, contradictorily, help to reproduce or entrench dominant inequalities. Hence those who wish to counter these reactionary tendencies or propose more radical responses cannot limit themselves to critique; they must also contend with what animates these forms of alienated play.RÉSUMÉ:Nous explorons dans cet article une dimension de la culture politique contemporaine qui donne lieu à des formations et des mouvements réactionnaires : le désir pour une certaine forme de jeu dangereux, dans un monde financiarisé où la plupart des gens se sentent prisonniers d’une partie qu’ils et elles ne peuvent pas gagner. Les trois phénomènes interreliés que nous étudions sont choisis dans l’histoire récente des États-Unis, bien que leurs conséquences s’étendent au-delà : (a) les achats frénétiques d’actions de GameStop, au début de 2021, (b) l’assaut du Capitol, à Washington, le 6 janvier de cette même année, et (c) la spectaculaire augmentation en popularité de la fiction conspirationniste de QAnon, apparue en 2017 et dont l’influence, depuis, est devenue considérable. En situant ces phénomènes participatifs complexes dans le contexte de la financiarisation numérique caractérisée par la ludification, l’aliénation et de profondes inégalités, nous aidons à comprendre l’imaginaire réactionnaire d’aujourd’hui. Nous soutenons que ces trois évènements peuvent se comprendre, en partie, comme des formes de jeu dangereux – jeu qui nait des inégalités dominantes, qui se rebelle contre elles et qui, de manière contradictoire, contribue à leur reproduction ou leur consolidation. Par conséquent, si l’on entend contrer ces tendances réactionnaires ou leur opposer des réactions plus radicales, on ne saurait se contenter de critiquer ; il faut reconnaitre ce qui anime ces formes de jeu aliéné.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"63 1","pages":"102 - 132"},"PeriodicalIF":0.6,"publicationDate":"2022-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"91123722","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Public banking is not a new idea and it’s enjoying newfound popularity alongside the rise of modern monetary theory (MMT) and the emergence of a new generation of financially aware and digitally enabled researchers, “conspiracy theorists” and activists. So while these days cryptocurrencies are trumpeted as the cutting edge of alternative monetary technologies, I suggest that public banking is the money technology best able to respond to the democratic desires of today’s citizens. I conclude with a discussion of the development of Central Bank Digital Currencies (CBDCs) and the ways they are being used to undermine local, community-led self-determination by further centralizing monetary control in the centrally controlled system of central banks whose mandate is to serve private interests.RÉSUMÉ:Cet article soutient qu’une banque publique régionale ou communautaire est la technologie monétaire la plus efficace pour remettre les rênes du pouvoir financier entre les mains de la population. L’idée des banques publiques n’est pas nouvelle. Elle connait même un regain de popularité, en parallèle à l’essor des théories monétaires modernes et à l’émergence d’une jeune génération adepte de recherche, de « théories conspirationnistes » et de militantisme. Alors qu’on claironne volontiers, ces temps-ci, que ce sont les cryptomonnaies qui constituent la solution d’avant-garde en matière de technologies monétaires, je suggère que c’est plutôt la banque publique qui répond le mieux aux désirs démocratiques des citoyennes et des citoyens d’aujourd’hui. Je termine sur la question du développement des monnaies numériques de banques centrales (MNBC) et la façon dont elles servent à saper les initiatives collectives d’autodétermination régionale, en centralisant plus encore le contrôle de la monnaie dans le système déjà centralisé des banques centrales, dont le mandat est de préserver des intérêts privés.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"1 1","pages":"101 - 62"},"PeriodicalIF":0.6,"publicationDate":"2022-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"90117504","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Notably, the capitalist race to develop telepathics by Mark Zuckerberg’s Facebook/Meta, Elon Musk’s Neuralink and others represents an intensification of surveillance capitalism (Zuboff 2019: 206). Through an examination of tech-sector marketing literature and industry critics this article examines contemporary development of Brain Computer Interfaces (BCIs), Neural Interfaces (NIs) and intensified social networks, revealing the expansion of surveillance capitalism and its shift into neurocapitalist telepathics. Is there an alternative to the corporate dystopia promised by telepathy 3.0? This article argues for a more soulful and speculative form of telepathics in fields including art, philosophy, design, architecture, engineering, cybernetics and even psychology. This tradition of prophetic art and human compassion must be nurtured in the face of massive corporate-led investments in predictive technologies.RÉSUMÉ:Dans son état actuel, la télépathie numérique capitaliste, que j’appelle ici la télépathie 3.0, menace dangereusement la liberté de l’humanité (Žižek 2020). En particulier, la course capitaliste à la télépathie dans laquelle sont engagées les sociétés de Mark Zuckerberg, Facebook et Meta, d’Elon Musk, Neuralink, et d’autres, représente une intensification du capitalisme de surveillance (Zuboff 2019: 206). Passant en revue les études sur la commercialisation du secteur technologique et les critiques de cette industrie, cet article examine les avancées contemporaines dans le domaine des interfaces cerveau-machine et des interfaces neuronales, de même que la densification des réseaux sociaux, et révèle, en même temps que l’expansion du capitalisme de surveillance, sa transition vers la télépathie neurocapitaliste. Existe-t-il une solution de rechange au règne dystopique des entreprises que présage la télépathie 3.0? Cet article plaide en faveur d’une autre forme, plus sensible et plus spéculative, de télépathie dans différents domaines, notamment les arts, la philosophie, le design, l’architecture, le génie, la cybernétique, et même la psychologie. Il faut cultiver ce courant artistique prophétique et empathique pour contrer les investissements massifs des entreprises dans les technologies prédictives.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"22 1","pages":"133 - 164"},"PeriodicalIF":0.6,"publicationDate":"2022-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80327025","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

In Argentina, “financial inclusion” polices” were linked, on one hand to the “bankarization” of new sectors to access relief funds, and on the other to the proliferation of fintech to mediate the receipt of funds. Debt, as a way of privatizing the crisis in the ability to eat, protect and heal oneself, solves emergencies in the here and now and exploits and conditions future time. Household debt, as a specific articulation of gender mandates, extracts value from reproductive tasks. Household debt is also an index of public debt, its cascading down the social hierarchy, and, as such, allows for a simultaneous analysis of the micro and macro planes. Even prior to the health emergency, the expansion of financial technologies targeting the most precarious sectors was becoming an accelerator for taking out non-banking debt.RÉSUMÉ:Les mesures de confinement imposées par la pandémie de COVID-19 ont affecté les revenus, l’emploi et le logement de différentes manières, en particulier dans la sphère domestique. En Argentine, les « mesures de solidarité financière » ont été associées, d’une part, à la bancarisation de nouveaux secteurs dans le but de leur donner accès aux fonds de secours, et, d’autre part, à la prolifération des technologies financières qui permettent de recevoir ces fonds. L’endettement, en tant que moyen de privatiser une crise qui nuit à la capacité de se nourrir, de se protéger et de se soigner, résout les urgences immédiates ; il exploite l’avenir et l’assujettit à des conditions. La dette des ménages, comprise comme une branche particulière des obligations liées au genre, extrait une valeur des tâches reproductives. La dette des ménages est également indicatrice de la dette publique et de sa transmission vers le bas de la hiérarchie sociale et, en ce sens, elle permet l’analyse simultanée des niveaux micro et macro. Même avant la crise sanitaire, l’expansion des technologies financières ciblant les secteurs les plus précaires était en train d’accélérer l’endettement non bancaire.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"27 1","pages":"165 - 174"},"PeriodicalIF":0.6,"publicationDate":"2022-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80978081","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

Contrary to the transcendental register of universalist humanity and right contemporary imaginations of justice deliriously describe, this paper triangulates between contract, free will, and the slave to consider how the time of slavery persists in and as the exchange protocols encoded on blockchain platforms. The stakes here concern a need to track the deep continuity of anti-Blackness, white supremacy and their associated legal constructs as they replicate within the “extra-legal” field of digital exchange protocols, before ending with a challenge to the grammar of credit, labor and right the slave’s emancipation is always forced to rhetorically work through.RÉSUMÉ:Cet article pose la question suivante : comment les contrats intelligents résolvent-ils la relation étroite entre liberté et captivité exprimée dans un contrat ? Contrairement au registre transcendental et universaliste de l’humanité et du droit décrit par les fictions contemporaines délirantes de la justice, cet article met en rapport les notions de contrat et de libre arbitre avec la figure de l’esclave, afin de réfléchir à la persistance de l’esclavage sous la forme de protocoles d’échange chiffrés dans les chaines de blocs. L’enjeu, ici, est la nécessité de suivre la profonde continuité de la suprématie blanche et antinoire, et de ses constructions juridiques telles qu’elles se reproduisent dans le domaine « extrajuridique » des protocoles d’échange numériques. Nous concluons sur un défi lancé à la grammaire du crédit, du travail et des droits à laquelle l’émancipation de l’esclave est toujours forcée de se plier rhétoriquement.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"3 1","pages":"42 - 61"},"PeriodicalIF":0.6,"publicationDate":"2022-10-01","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"80240477","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

As our social data becomes credit data, the performance of “appropriate” online selfhood can now, quite literally, become money. This article explores the reputational demands, disciplines, and contradictions of ostensibly alternative computational/platformed credit scoring. It argues that the world of “surveillance capitalism” involves the maintenance of a relentlessly promotional value chain. As we are summoned to assiduously self-promote online in pursuit of a creditable reputation and financial inclusion, the self-reflexive promotional logics of the platforms themselves work to remake the world in their own image, paradoxically undermining the productive economic assumptions upon which they are predicated.RÉSUMÉ:De jeunes entreprises de technologie financière, comme Zest AI et LenddoEFL, promettent d’améliorer l’inclusion financière par la création de profils de crédit « resocialisés » établis en consultant les habitudes d’utilisation de services bancaires en ligne et de médias sociaux des clients. À mesure que nos données sociales deviennent des données de crédit, une présence en ligne « appropriée » peut devenir, littéralement, de l’argent. Le présent article explore les contradictions, les disciplines et les demandes au chapitre de la réputation de cotes de crédit informatiques/liées à diverses plates-formes, cotes dites « de substitution ». Il soutient que le monde du « capitalisme de surveillance » repose sur le maintien d’une chaîne de valeur implacablement promotionnelle. À mesure qu’on nous demande de nous promouvoir assidûment nous-mêmes en ligne en vue d’obtenir une réputation digne de crédit et l’inclusion financière, les logiques promotionnelles de réflexion introspective des plates-formes elles-mêmes travaillent à refaire le monde à leur propre image, déstabilisant paradox-alement les présomptions économiques productives sur lesquelles elles se fondent.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"50 1","pages":"17 - 41"},"PeriodicalIF":0.6,"publicationDate":"2022-08-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"78364792","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}

This article examines these socio-political histories at the intersection of sexual and race subject-making, alongside Canadian nation-building. I investigate Chinese coolie labour, the opium trade, and sexuality by analyzing historical records from both the British and Canadian Houses of Commons. The indexing of sodomy in the 1885 Royal Commission of Chinese Immigration: Report and Evidence illustrates the simultaneous racialization and sexualization of Chinese bachelor communities. I argue that the deeming of practices and desires as perverse was used to justify the alienation and exclusion of full citizen-subjects. In this examination of these histories of racialization, abstraction of labour, and the perverse alienation of bodies in settler colonial territory, I offer the term “perverse aliens” to nuance early Chinese migration.RÉSUMÉ:Même si les histoires sociopolitiques des guerres de l’opium (1839–1842 et 1856–1860), du Chemin de fer Canadien Pacifique et de la Commission Royale de 1885 sur l’immigration chinoise ont été étudiées, elles ont rarement été rapprochées. Le présent article examine ces histoires sociopolitiques là où les questions de race et de sexualité se bissectent, dans le contexte de l’édification de la nation canadienne. Je me penche sur la main-d’œuvre de coolies chinois, le trafic d’opium et la sexualité en analysant des données historiques des chambres des communes britannique et canadienne. La mise à l’index de la sodomie dans le Rapport de la Commission Royale sur l’immigration chinoise. Rapport et Témoignages, 1885, montre la racialisation et la sexualisation simultanées des communautés de célibataires chinois. Je maintiens que la déclaration de pratiques et de désirs comme pervers était utilisée pour justifier l’aliénation et l’exclusion de citoyens-sujets. Dans le présent examen de ces histoires de racialisation, d’abstraction de la main-d’œuvre et d’aliénation perverse de corps dans un territoire colonisé, j’offre le terme « étrangers pervers » pour nuancer les débuts de la migration chinoise.","PeriodicalId":43438,"journal":{"name":"Topia-Canadian Journal of Cultural Studies","volume":"162 1","pages":"194 - 214"},"PeriodicalIF":0.6,"publicationDate":"2022-08-30","publicationTypes":"Journal Article","fieldsOfStudy":null,"isOpenAccess":false,"openAccessPdf":"","citationCount":null,"resultStr":null,"platform":"Semanticscholar","paperid":"76986799","PeriodicalName":null,"FirstCategoryId":null,"ListUrlMain":null,"RegionNum":4,"RegionCategory":"社会学","ArticlePicture":[],"TitleCN":null,"AbstractTextCN":null,"PMCID":"","EPubDate":null,"PubModel":null,"JCR":null,"JCRName":null,"Score":null,"Total":0}
