However, his concept of a worldwide flea market was so attractive that Benchmark Capital could not resist. In early 2002, eBay, one of the few Internet businesses that has been profitable during the economic slowdown of 2000/2001, had total sales approaching $1 billion; however, CEO Meg Whitman has promised to increase revenues by more than three times to $3 billion by 2005. A question for eBay was how to continue to increase revenues in an increasingly competitive market. Expansion was limited outside of new geographic territories, and every market participant was striving for a piece of the industry. Their plan was to facilitate third-party mobile commerce services, and receive a percentage of the resulting revenue. A key challenge would be differentiating the value of content based on transaction context. Mediation technology, based on open standards, was seen as the solution. The case describes Digifones evaluation of an XML vocabulary as the basis for a mediation and billing solution. A total of 20 libraries of different kinds served these students and professors till 1999. To introduce new information technologies to the libraries and all laboratories of the university, an intranet of the university with 32 networking systems was introduced for all campuses using Main Frame Relay technology. The application is framed the Italian National for E-Government. In particular, the paper illustrates the project aimed at developing a PORTAL for Services to Employment launched and managed by the Regional Agency for Employment of Regione Lombardia within the Italian e-government plan. Regione Lombardia, a Local Public Administration of Northern Italy around Milan administering about 10 millions citizens, has delegated its Agency for Employment in the development of the PORTAL to support the work emarketplace in the regional area. The purpose is to create a virtual electronic market providing active support to job policies, through a reasoned matching process involving job requests and offers, on the basis also of statistical data on the employment market trends, also stored in the PORTAL Information System.
