Using recent empirical data, it describes the challenge of institutionalizing a new set of social capital and its relationship within the framework of governance quality to address the question of how social capitalis implemented . To answer this question, the authors used qualitative methods and case studies to discuss crucial aspects of regulating the institutionalization of social capital development and the interaction of social capital within the governance framework that government will adopt. The group of independent home-based workers at the village level was selected based on national policy and program support, which provides a comprehensive empirical foundation for observing it inside the village governance framework.The findings show that social capital can improve policy implementation through 2 things:strengthening social capital through affirmative policy support and programs for special groups/forums. Development of a variety of decision-making innovations, such as women's network leadership meetings, village discussions, women's schools and an important role in formal planning at the village level. Both are correlated to the institutionalization of a new value system, relations between institutions, and the formation of new public values that are more genuine, and reinforce the diversity of previous implementation values. Social capital is the most elementary part for the successful implementation of public policies initiated by the state. Since 2018, GESs tariff regulation was switched to the method of analogues’ comparison, which establishes the yardstick parameters of GESs. The tariff regulation reforming is the part of state policy intended to reduce territorial disparity between sales markups of GESs. The aim of this study is to estimate ranges of interregional differentiation of guaranteed (default) electricity suppliers’ sales markups after the switch to the method of analogues’ comparison. The hypothesis of this study states that the transition to the method of analogues’ comparison has reduced territorial disparity between sales markups of GESs. The study analyses the level ofinterregional differentiation of sales markups of GESs in 2014 – 2022. The oscillation index and the variation index have been calculatedd for the whole country divided by the scales of activity and in groups of guaranteed (default) electricity suppliers. The results of the analysis of the tariff decisions (139 GESs in 76 regions of Russia) show that the interregional disparity between sales markups in the 2-nd half of 2022 has decreased for domestic and non-domestic consumers but remains high due to the limited impact of the method of analogues’ comparison to reduce the territorial disparity between sales markups, which has been innated in its methodology. This study employed a mixed-methods research design which consisted of qualitative and quantitative methodology. The first phase was qualitative research, in-depth interviews and the focus group interviews were conducted with Thai and Burmese workers. The data obtained in the first phase was analyzed using content analysis. The second phase was quantitative research in which questionnaires were collected from 400 participants. The data obtained in this phase were analyzed using exploratory factor analysis to describe the factors that affected the quality of working life of Thai and Burmese migrant workers. The results showed that the factors affecting the quality of life of both Thai and migrant workers are the following: 1) government policies such as public health, economic aspects, and education can improve the well-being of the workers; 2) the quality of working life can be improved through the support of the government labour administration; it can provide labour protections and welfares following the international labour law and diversity within the workplace according to the human rights principles; 3) government officials’ attitudes toward migrant workers discriminate against them. These findings can be used as the guidelines to develop Thai and migrant workers’ management. However, since 2022, the implementation of the relevant principles has been brought to the level of a national strategic initiative. The article proposes an analysis of the issues to be considered when implementing customer-centricity in the practice of government agencies and institutions. The article examines the concept of customer-centricity, its relationship with digitalization, differences in the expectations and behavior of private and business clients, the role of the competencies of civil servants, the problems of achieving a positive effect for clients and returning the choice between strict regulation and the variability of public services. Sustainable development of cities has been the subject of active discussion in recent years. This article proposes four modernized directions for sustainable urban development, which correspond not only to the UN Sustainable Development Goals (SDGs) (particularly SDG 11), but also to the original directives of local authorities. These directions include affordable housing, accessible and sustainable transportation systems, sustainable urbanization, and the environmental impact of cities. We developed a methodology for estimating synergies and trade-offs between and within these directions using correlation network analysis with the causality of the indicators and the lags of years. We tested this methodology by estimating the synergies and trade-offs in the sustainable development of the thirteen largest cities between 2015 and 2019. The results of the correlation network analysis are offered as a weighted directed network correlation graph. There is public hesitation about vaccination; addressing this situation requires effective management strategies from the authorities. Public administrations in many countries use different ways and methods to stimulate the population, including behavioral regulation tools. The use of nudge has shown positive results in many areas and has the potential to be effective in increasing public confidence in vaccination. There are various options for “pushing” citizens to get vaccinated. Which of them are effective? What do the data from experimental studies published in scientific journals indicate? These questions have become central in the present article. To answer them, the authors reviewed studies from Russian and international scientific databases. The analysis of research papers made it possible to combine them into groups depending on the type of Nudge studied in them: “informing, reminding, disclosing information”, “simplifying and facilitating the choice”, “appealing to social norms”. The review found that the use of Nudge had a positive effect on public perceptions of vaccination. At the same time, Nudge tools, applied not only to citizens, but also to medical workers and other stakeholders, have a certain potential. Based on this goal, the authors identify the tasks related to the doctrine of a regional system for protection the rights of indigenous peoples, determining the basic elements of these regional systems through the case study of the Russian Arctic and comparing common features of these systems with the goals of sustainable development. The solution of these tasks was based on the Russian federal legislation analysis, regulatory and legal acts of the Russian Arctic regions, as well as relevant scientific literature. The analysis led to the conclusion that the regional system for protecting the rights of indigenous peoples as a regional institutional and legal model varies depending on the specificity of each region, their distinctive features and process of development.By monitoring the current regional legislation and the law enforcement and management practices, the main elements of this system were identified.The goals of the regional systems for protecting the rights of indigenous peoples in the Russian Arctic coincide with the sustainable development goals defined by the UN, including the fight against poverty, infrastructure development, responsible consumption and production. The article discusses the specific characteristics of the reform efforts during these two distinct phases. Among the reforms of governance in Russia in this period, two central interrelated reforms, the reform of the civil service, and administrative reform are analyzed. The agenda of changes and their main directions have been studied for each of the reforms. It is argued that the main focus of the reforms is on the change of planning, the formation of integrated services, the digitalization of public service and services, the change in the regulatory climate, the \"top-down\" evaluation of the effectiveness of the apparatus, the development of flexible schemes of initiative budgeting. There is a change also in the orientation of education in the field of public administration. Quite a lot of foreign studies on public administration explore and develop the smart regulation approach. There are those prepared at the stage of approach formation and published quite recently. A review of these studies makes it possible to acquaint the reader with the multifaceted characteristics of the approach, the variety of tools it offers, and the breadth of application of its elements.
